HELD FEBRUARY
15th,1926.
Present; the Mayor, Clerk; Aldermen D##Mintun, Phillips, Price, Wages; absent Alder-
men Harding and Drake.
MINUTES of the two previous meetings were read and apprmbed.
BILLS AND ACCOUNTS:The accounts of the Street Cleaners, Jim Mitchell $18.00, and Andrew
Munds $24.00: together with the bills listed below, whicg qad been approved by the Aud9
iting Committee were allowed and the Clerjt was directed to issue warrants for the same;
BILLS:
Christman's Plumbing Shop $1.00; Street laborers, John Zillah, $L8.75; Henry Barton,
$22.50; C.?.Moreno $3;75.
Sideaalk Grade on Buchannan Avenue, Block One University Addition was requested by
Dr. Lamming, which
request
was granted, and
the
City Engineer
was
instructed
to
establis
same, on motion by
Alderman
Wages, seconded
by
Alderman Price
and
passed by
the
u^animou
vote of the members present.
ANNEX TO SOUTH COLLUGE: Alderman Phillips introduced a resolution and moved its adoption
This motion was seconded by Alderman Price and received the following vote; ayes Alderme
Mintun, Phillips, Price, Wages; nays none; absent and not voting Aldermen Drake and Hard
ing, and was declared passed by the Mayor and the resolution adopted; a copy is as
follows; -

WHEREAS, a petition claiming to represent the majority in value of the owners of real
property on South College Avenue from the south line of East Rock Street to the South
line of Jennings Addition to the City of Fayetteville, rkansas, was duly filed with the
City Council of the City of Fayetteville, Arkansas on the Sth day of February, 1926, ask
ing that said property be created into an improvement District, to he known as Annex
Number One to South College Avenue Improvement Dsstrict Number One of the City of Faye#t
etteville, Arkansas;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARK4
ANSAS:
That the City Clerk of the City of Fayetteville, Arkansas, be and he is hereby,
ordered and directed to give notice by publication for two weeks in some newspaper issue
and havinf a general circulation in the City of Fayetteville, Washington County, Ark-
ansas, that such petition has been filed,and that it will be considered at a meeting of

the City Council of said City of Fayetteville,Arkansas, which will he held in the office
on Monday, March 8th, 1926, at 7;30 P.M. and that all property owners within said Improv
ement Dittrict may appear before said City Council, on said Dtae, and show cause for or
against such annexation.

ZONING: A communication from games Dinwiddie, Building Inspector, was read to the Coun
cil, explaining the inequity of the present Zoning Ordinance in its bearing on the Con
struction and repair of residence property.. After,some discussion, on motion by Alder-
man Price, seconded by Alderman Mintun and passed by the unnaimous.vote of the member
present it was ordered that a committee be appointed to further investigate the matter
with a view to
suggesting
such
modifications
of the Ordinance as
would
remove the more
objectionable
features of
the
law. The Mayor
appointed Aldermen

the committee, which was instructed to report at the next meeting of the Council.
HEYDON ANDERSON'S PLUMBING:
Alderman Price mived that the City Attorney be instructed to
institute legal proceedings against Heydon Anderson in the matter of the plumbing of certain
buildings on Douglas Street. This motion was seconded by Alderman Wagesand received the fol
lowing vote; ayes Aldermen Mintun, Phillips Price Wages; nays none, a bsent and not voting
' Aldermen Drake and Haring, and was declared passed by the Mayor.
WATER DISTRICT NO 2;
The Board of Assessment for Water Improvement District Number Two filed
the Assessment Roll of said District, whereupon Alderman Wages introduced the following
' resolution and moved its adoption. This motion was seconded by Ald^rman Price and received
the following vote; ayes Aldermen Mintun, Phillips, Price Wages; nays none; absent and not
voting Aldermen Drake and Harding, and was declared passed by the Mayor, and the resolution
adopted. A copy is as follows;
RESOLUTION,
IEREAS A.B. Upton, G.C.Smith and Jno. P Scott as the Board of Assessment of Water
Improvement District Number Two of the City of Fayetteville, Arkansas, did, on the 15th
day of February, 1926 deposit with the City Clerk of the City of Fayetteville, Arkansas,
the assessment Roll of Water Improvement District Number Two of the City of Fayetteville,
Arkansas, duly subscribed by each of them;
NOV1, THERFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVULLE, ARKANSAS:
SECTION ONE:
That the City Clerk of the City of Fayetteville, Akkansas, be, and he is
' hereby, required to cause to be published in the Fayetteville Daily Democrat, a daily
newspaper published in the City of Fayetteville, Arkansas, a notice, stating that said
Assessment has been so filed by said Board of Assessment, and thtt the same is now
subject to inspection.
SECTION TWO:
That all orders and resolutions in conflict herewith be, and the same are
hereby, repealed, and this resolution shall take effect and be in force from and after
Its passage and approval.
