REULAR MEETING OF THE CITY COUNCIL HELD
FEBRUARY 8th, 1926.

MINUTES of the previous meeting were read and approved.
BILLS AND ACCOUNTS:
The accounts of the Street Cleaners, Jim Mitchell $21.00 and Andrew Munds
$27.00 together with the following bills against the City, which had been approved by the
Auditing Committee, were ordered paid and the Clerk was directed to issue warrants for the
same, by motion made by Alderman Harding, seconded by Alderman Drake passed by the unanimous
vote of the Council and so declared by the Mayor; Viz;Fayetteville Printing Co. x"14.00 and$7.00

REPORTS of the Poil.ice Judge and the City Collector were returned by the Auditing Committee
as correct and on motion were ordered filed.
FIRE ENGINE Vivrrant, Number 9365, for $2,120.00 was deliveded to the Clerk by Alderman Drake,
the same having been paid by check issued on the City of Fayetteville, Funding Account,
WARRANT, Number 10085 issued November 2nd, 1925 to J.B. Black for street work was returned
to the Council and on motion by Alderman Drake, seconded by Ald:�rman Phillips and passed by the
unanimous vote of the Council, was ordered cancelled, and destroyed,which was accordingly done.
The resignation of U.L.Smelser as Assessor in Water Improvement District Number Two was presente
and on motion duly made seconded and passed, and so declared by the Mayor was accepted.

Alderman Harding introduced a resolution appointing G.C.Smith assessor in Water
Improvement District Number Two and moved its adoption which was seconded by Aldrmnn Price,
and received the following vite; ayes Aldermen Drake, Harding, Mintun, Phillips, Price, Wages,
nays none absent and not voting none and was declared passed, and the resolution adopted by
' the Mayor. A copy is as follows;-

WHEREAS, there exists a vacancy in the membership of the Board of Assessment for Water Improve-
ment District Number Two of the City of Fayetteville, Arkansas, by reason of the resignation
' of U.L.Smelser, which resignation has this day been duly presented and accepted;
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
That G.C.Smith, a qualified elector of the City of Fayetteville, Arkansas be, and he is hereby
appointed as a member of said Board of Assessors for Sadd Watre Improvement District Number Two
of the City of Fayetteville, Akkansas. And that all resolutions in conflict herewith be,and the
same are hereby repealed, and this resolution shall take effect and be in force from and after

erman Mintun, and passed by the following vote, ayes Aldermen Drake, Iiarding, Mintun,
Phillips, Price, Wages; nays none; absent and not voting none, and so declared by the
Mayor, the report was ordered received, filed and spread of record, and the Committee

REPORT OF SPECIAL COMMITTEE APOINTED TO OUTLINE A PROPOSED ENLARGEMENT OF THE CITY LIMITS
OF THE CITY OF FAYETTEVILLE, ARKANSAS.
Your,Committee considered the enlargement of the City Limits to be very important in
view of the fact that a considerable part of the area proposed to be included in the ex-
tension is already platted. Much of the platted area is already built upon and the rapid
rate of growth we expect for the City will call for a platting ofadditional areas.
In view of the above suggested extensions a more harmonious arrangement of streets
and _avenues can be secured by including all the additions to the city as outlined below,
Also a more uniform sharing of interest and burdens in building the city will prevail by
enlagrin.a the city as proposed.
Your committee recommends that the following tracts of land be taken into.the city by

' CITY PURCHASING AGENT:
Alderman Price introduced an ordinance providing for the creation of the office of
City Purchasing Agent, which was read the first time. Aldermen Drake moved that the Rules
be suspended and the ordinance placed on its second reading. This motion was seconded by
Alderman Mintun and received the following vote; ayes Aldermen Drake, Harding, Mintun,
Phi -lips, Price, Wages; nays none; absent and not voting none, and was declared passed by
the Mayor. The Ordinance was read the second time. Alderman Wages then .moved that the Rules
be further suspended and the ordinance placed on its third reading and final passage. Ald-
erman Mintun seconded the motion.which received the following vote; ayes Aldermen Drake,
Mintun, Phillips, Price, Vvages; nays Alderman Harding; absent and not voting A%�/Pi/ none
and was declared passed by the Mayor. The Ordinance was read the third time. The mayor

of the office of City Purchasing Agent,as hereinafter provided.
SECTION TWO:
No purchase, or contract or agreement for the purchase of any goods, materials

' or accounts be made against the City,nor shall the City Council allow and order paid any

,the purchase of any such goods, materials or supplies shal be made, a requisition for such
purchase shall be submitted to and approved by the City Purchasing Agent,which rqquisition
or a copy thereof, shall be attached to the bill for any such purchase at the time the same
shall be presented to the City Council for payment.
SECTION THREE:
.The City Purchasing Agent shall keep carbon copies of all requisitions appro,f t.l
ved by him,and shall,.at the end of each month,submit to the City Council a complete and
detailed report of all purchases approved by him,and showing the expenditures of each sep-
arate fund and department.

SECTION FOUR:
The City Purchasing Agent shall not approverequisitions for purchases in any I

department,or upon any fund, in excess of the budget as may be from time to time establish
ed for such fund or department,unless otherwise authorized and directed by.a vote of the

with the idea always in view of keeping the expenses of each fund and department strictly
within the budget, as is now established or as may from time to time be established by

SECTION FIVE:
Nothing herein contained shall be so construed as to require the qpproval of
a requisition for the purchase of goods, materials or.supplies by the Board of Public Af.

fairs when acting under and by direct authority of the City Cnuncil. It shall also be the '

duty of the City Purchasing Agent to approve a 11 expenditures for labor, and all regn3:si=_
tions for materials used in cleaning paved streets and for the maintenance of unpaved
streets which work shall be done under the direction of the Street Committee and the}`ig
Cbuncil bysthe said City Purchasing Agent,under such regulations as may be hereafter pro-
- zQ vided by the City Council. The City Purchasing Agent shall make monthly reports in detail. '
showing -all expendAtmres made in street cleaning :and street maintenance,the amount of work
done, and of what nature, and shall also keep the expenditures of the street fund within
the fixed budget, except as provided in section four here6f.
SECTIONSIX:
��TI$bessalary of the City Purchasing shall be and is hereby fixed at the sum of
Six Hundred ($600.00) Dollars per annum,payable out of the General Fund of the City.

Alderman Price moved that the Clerk bei instructed and directed to issue proper legal notice
to the owners of real property abutting on Church Avenue between Spring Street and Center
' street to build concrete Sidewalks along their properties, on both sides of said Church
Avenue. Alderman Wages seconded the motion which received the follo ing vote; ayes Aldermen
Drake, Harding, Mintun, Phillips, Price, Wages; nays none, absent and not voting none, and
was declared passed by the Mayor.

HELD FEBRUARY 12th, 1926,
' Present; the Mayor, Clerk; Aldermen Drake,Mintun, Phillips Price; absent Aldermen Harding
and Wages.
The reading of the Minutes of the previous meeting was deferred to the next reglilar
meeting.
The matter of the collection of Tax duethe City under the State Road -working law
was presented by tye C6ty Collector, and on motion by Alderman Price, seconded by Alder-
man Mintun, the Mayor and the City Collector were authorized to work out the details of
a plan for said collection, and the employment of such laborers as prefered to work out
their time.
The Mayor s tated the object of the meeting to be the hearing of the statement of XX
the commissioners of North Leverett Avenue Improvement District as to the status of the
affAirs of said District, and called on the Chairman of said Commissioners, Mr. D.R.Eoff,
' who made an informal report showing that work would be resumed at once, and pushed to a
rapid completion.
The matter of laying the necessary mains for water and sewer 1vas also discussed, and
Mr. Eoff reported that the City Engineer had assured him that such mains would be laid
so as not to delay the work of paving.
No further business appearing, the Council adjourned.
