ZDF/" 44 .V V MINUTES: The Minutes of the previous meeting were read and on motion by Alderman Drake were ordered amended to show that in the proposition to approve the report of the Commissioners of Water Improvement District No. Two, the Council required that all water mains shpuld by ' lAid on grades established by the City Engineer; this motion was seconded by Alderman Hardin and received the unanimous vote of the members present. There being no further corrections of the minutes they were ordered approved. BILLS: The following bills and accounts against the City hav&dg received the approval of the Auditing Committee were allowed and ordered paid, and the Clerk was directed to issue war- , rants for the same;- Jim Mitchell $18.00; Andrew Munds $24.00; John Zillah $40.00; Gibson Oil Co. $20.80; Democrat Pub. Co. $3.60; Sputhwestern Bell Tel Co. $23.75; Christamn's Plumb- ing Shop $1.00; C.A. Moreno $25.00; Allan M. Wilson $44.95, Geo A. Hurst $34.95. M6TION: That the Chairman of the Finance Committee prepare and have printed a form for making requisitions for supplies of various kinds for the City.This motion was made by Alderman Harding, seconded by aAlderman Drake and received the unanimous vote of the Council. HOSPITAL AND SCHOOL dues for Street Improvements; The matter of paying f#1Xhe assessments against the High School and the Hospital was presented by C.F.Armisyead, but no a ction was taken by the Council. COLLECTION OF STREET tax; The City Collector reported that the new method of collecti,jg the personal taxes for the Street Fund would be put into operation February First. ' BOND DELIVERY: The City Attorney reported as to the delivery of the $76,000.00 Issue of Funding Binds, that the same were delivered to the purchaser W.H.Elkins & Co. on the 6th day of Jan. 1926; That the purchase price of 4,;'bonds was $73,043.60; That the bonds were of date Dec. 1st, 1925; That the accrued interest, amounting to $369.44 was paid by the purchasers; That the total amount of money received for the bonds was the sum of $73,369.04, 1 which amount was deposited in the First National Bank toNthe credit of the City of Fayette- ville, Funding account, on January 8th, 1926. DISBURSEMENT OF FUNDING ACCOUNT: A lderman Harding moved that the actions of Alderman N.F. Drake, Chairman of the Finance Committee of the City Council of the City of Fayetteville, Arkansas, in handling of and in the disbursement of the said fund are hereby approved, and that the said N.F.Drake, as such Chairman is hereby authorized to proceed with said dis- bursement in accordance with the provisions of the Ordinances of the City of Fayetteville, ' and the laws of the State of Arkansas in such case made and provided. Alderman Price seconded this motion which received the following vote; ayes Aldermen Harding, Phillips, Price, Wages; absent and not voting Alderman Mintun; present and not voting Alderman Drake, and was declare passed by the Mayor. BOARD OF EXAMINERS FOR ELECTRICAL CONTRACTORS: Under authority of Section Ten of Ordinance number 582, the Mayor appointed W.B.Stelzner, and James Dinwiddie as the Board of Examiners of Electrical Contractors, and asked that the appointment be ratified. Alderman Phillips moved that the appointment be ratified. This motion was seconded by Alderman Drake, and received the unanimous vote of the Council. WATER IMPR. DIS. WHEREAS, on the 19th day of October, 1925 a petition signed by more than ten owners of real property was presented to the City Council of the City of Fayetteville, Aekansas, ' requesting that steps be taken to form an improvement District be formed to embrace the property described and therein set forth; WHEREAS,on the 3rd day of November, 1925 an Ordinance numbered 580 was passed forming the said District as set forth in the above named petition; ' WHEREAS, on the 14th day of December, 1925,a petition was presented to the said Council, signed by persons claiming to constitute a majority in assessed valuation of all real peoperty located within the District, as set forth in said petition and Ordinance afore- said, said WHEREAS, the Council did, on the 21st day of December, 1925, order and direct the City Clerkof the City of Fayetteville, Arkansas, to give notice by publication, once a week for two weeks,advising all persons that on the 11th day of January, 1926the said Council would take the last named petition under consideration and wpuld at that time determine whether or not the same was signed by the majority in assessen valuation of all real pro- perty, within the said District; 1135 WHEREAS, said notice was so published by said Clerk, in accordance with law; and WHEREAS said time for said hearing has arrived, and said hearing has been duly and properly had; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION ONE: That, after careful consideration, the City Council of the City of Fayetteville, ' Arkansas, f6nds that thus a total assessed valuation of $38, 200.00 of real property within said District, according to the last assessment on file in t14,o-ffl" of the,lounty C&erk of Washington County, Arkansas, and that persons signing said petition own property within said District of the assessed valuation of $21,635.00, according to said assessment. The City Attorney reported progress in the matter of the re -assessment of the Sewer Improveme ment District Number One of the City of Fayetteville, Arkansas. ANNEX TO NORTH COLLEGE AVENUE: Alderman Phillips introduced an Ordinance providing for the paving of the intersections in Annex Number One to North College Avenue Improvement _-r Districy Number One of the City of Fayetteville, Arkansas, which was read the first time. ' Alderman Harding moved that the -Rules be suspended and the Ordinance placed on its second reading. AldermanPhillips seconded the motion which received the following vote; ayes Aldermen Drake, Harding, Phiil ips, Price, Wages; nays none; absent and not voting Alderman Mintun, and was declared passed by the Mayor. The Ordinance was read the second time; Alderman Phillips maove that the Rules be further suspended and the Otdinance placed on its third reading, and final passage. This motion was seconded by Alderman Harding and received the following vote; ayes Aldermen Drake, Harding, Phillips, Price, Wages, nays none; absent and not voting Aldrman Mintun,X and was declared passe by the Mayor. The Ordinance was /read the third time. The mayor then called for the vote on the passage of the Ordinance, which was as follows;- Ayes Aldermen Drake, Harding, Phillips, Price, Wages; nays none; absent and not voting Aldrman Mintun, and XXX the Ordinance was declared passed by the Mayor. AN ORDINANCE TO BE ENTITLED " AN ORDINANCE PROVIDING FOR THE PERMANENT IMPROVEMENT OF THE INTERSECTIONS OF CERTAIN STREETS WITHIN THE CITY OF FAYETTEVILLE, ARKANSAS, AND FOR OTHER PURPOSES." WHEREAS; There has been formed and created within the corporate limits of the C&ty ¢ of Fayetteville, Arkansas, a certain improvement district known and designated as Annex Number One to I14g4&th College Avenue Improvement District Number One of the City of Fay- etteville, rkeisas WHEREAS t is (he policy of the City of Fayetteville, Arkansas, to aid in construct ing and ma tainiag permanent streets, constructed under the improvement district plan; and 4VH E e ity of Fayetteville, Arkansas, has assumed part of the expense of im- proving streets in other Improvement Districts, nently NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION ONE: That there is hereby appropriated out of the General Fund of the City of Fayetteville, Arkansas, the sum of Two Thousand Six hundred and Seventy Five($2,675.00) nently Dollars, to be used by the Board of Commissioners of Annex Number One to North C111ege Avenue Improvement District Number One of the City of Fayetteville, Arkansas,in perma- nently pavinf all the intersections of streets within said District, and in construct- ing and repairing the necessary Culverts and drains adjacent tpf##, l to the same. SECTION TWO: That the City Clerk of the City of Fayetteville, Arkansas be, and he is hereby authorized and directed to issue five warrants of equal amounts, in favor of whomsoever the said Board of Commissioners may direct, not to exceed in the aggregate, however, the sum of $2,675.00; --said five warrants shall be drawn serially, so that one warrant shall become due and payable each year after date of issue. SECTION THREE: That this Ordinance.shall.take effect and be in force from and after its passage, approval and publication. Passed and approved this 11th day of January, 1926. CITY PARK HEARING: Om motion by Alderman Harding, seconded by Alderman Drake and passed by/t the unanimous vote of the members present, the heaving on City Park Petition was contin- ued to January, 18th, 1926. MAP PROPOSITION: E.M.Ratliff submitted the following propoeition to the City Council; MAYOR AND CITY CUUNCIL :.�D i s 1-x..37 MAYOR AND CIT COUNCIL FAYETTEVILLE, RAKNSBRR. Gentlemen; I herebu agree to prepare an accurate City Map of the City of Fayetteville, Arkansas -,showing all lots, blocks, streets alleys etc. -and submit the same for approval- This map will be made on the scale of 50' equal one inch. Also furnish five copies to the Cityfor their use for the sum of $500.00 ' This is understood to include the establishing of the grades of streets in Annex Number One to Sewer Improvement Distrtct Number One. SIDEWALK Alderman Price moved that the City Clerk be instructed and directed to issue the necessary legal notices to propertyownersalong the North side of Maple Steeet, between Walnut and Willow Avenues to construct sidewalks along their respect ive properties. Alderman Harding seconded the motion which received the following vote; ayes Aldermen Drake, Harding. Phillips, Price, Wages; nays none; absent and not voting Alderman Mintun, and wa 4 declared passed by the Mayor. The City Engineer reported that -the necessary grading for the sidewalks mentioned above will cost about x}85.00. SCHOOL STREET CURBS AND GUTTERS: The City Attorney was instructed to take the necessar legal proceedings to enforce the order for the construction of Curbs and gutters along ' School Avenue between Center Street and Dickson Street. ADJOURNED MEETING OF THE CITY COUNCIL HELD JANUARY 13th, 1926. PRESENT: The, Mayor, Clerk; Aldermen Drake, Harding, Phillips, Price, Wages; absent Alderman Mintun. MINUTES of the previous meeting were not read, being deferred to the Regular meeting. ' Alderman Drake submitted a " form" for requisition voucher, which was approved, and adopted, and ordered printed. The Clerk was directed to write the American LaFrance Fire Engine Co. and the Eureka Fire Hose Co. asking for propositions to discount the City Warrants held by them. Also to write the Commissioners of Willow 4venue Improvement District with reference to ' their note to the City. Alderman Drake as Chairman of the Finance Committee submitted his report in the matter of the redemption of outstanding.City warrants from the proceeds:of the sale of the City Funding Bonds.
