PRESENT: The Mayor, Clerlk; Aldermen Drake, Harding, YX,i1JXJ11 Price Wages; absent Aldermen Mintun and Phillips. The reading of the minutes of the previous meeting was deferred to the next regular meeting. The Ir:ayor announced the purpose of the meeting to be the hearing bd the report of the Committee charged with the duty of presenting a plan for funding the indebtedness of the Cite outsyanding at the date of the adoption of the 11th amendment to the Constitution of the State of Arkansas. The Committee by its Chairman Alderman Drake presented a repobt showing the amount of said indebtedness, together with suggestions as to the manner in which the sale could be refunded by the Issuance of Bonds of the City In as much as these were some details of the plan yet to be worked out the Committee asked for an extension of time, which was granted. On motion by Alderman Harding seconded by Ald rman Price and passed by the following vote; ayes Aldermen Drake, Harding, Price, Waages; nays none; absent and not voting Aldrmen Mintun and Phillips, the Clerk was directed to issue notices in conformity with the requirements of the State law thereto pertaining to the owners of property abutting on School .kvenue between Center Street and /� Dickson Streets to build Concrete Gutters along their respective properties No further business appearing the Council adjourned to October 26th, 1925. PRESENT: the Mayor, Clerk Aldermen Drake, Harding, Mintun, Phillips, Price, Wages;absent none. BILLS: Jim Mitchell, $18.00, Andrew Munds $24.00; Express Co. $2.60; John Zillah, x;90.00; The above bills were ordered paid on motion by Alderman Harding, seconded by Alderman Mintun and passed by the unanimous vote of the Council, and so declared by the Mayor. PUBLICATION OF NOTICE of the filing of the re -assessments in -Mont Nord and University4Distric Alderman Harding introduced a resolution directing the Clerk to publish notice thst re -assessment lists of the Mont Nord Improvrmeny District and of University Improbement Dis- trict had been filed and were now subject to inspection, and moved its adoption. Alderman Drake seconded the motion which received the unanimous vote of the Council. The APPEAL OF DIXIE BALDWIN in Douglas Street Improvement District was withdrawn. Alderman introduced a resolution assessing the City levy of Taxes for the year 1925, and moved its adoption. Alderman Price seconded the motion which received the following votes ayes Aldermen Drake, Harding, Mintun, Phillips, Price, Wages; Nays none, and was declared passed by the Mayor# lam''N�'q o RESOLUTION !J� BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION ONE, That the rate of Taxes for Fire Department purposed for the year 1925 be and ib is hereby deslared to be 1 mills on the dollar of assessed valuation of all real and per- sonal property within the corporate limits of the City of Fayettevilleip Arkansas, as shown by the assessment books for State and County purposes, and that the same id hereby levied, and th the Mayor and City Clerk of said City are hereby authorized and directed to certify this levy t6 the County Clerk of Washmngton County, Arkansas, to the end that said levy may be placed on the Tax books and collected with State and County Taxes. SECTION TWO: That the rate of Taxes for City 'General purposes be, and the same is hereby declared to be five (5) mills on the dollar of assessed valuation of all the real and personal property within the corporate limits of the City of Fayetteville, Arkansas,as shown by the assessment books for State and County purposes, and that the same is hereby levied, and the Mayor and City Clerk of said City are hereby authorized and directed to certify this levy to the Coutty Clerk of Washington County, Arkansas, to the.end.that the same may be placed on the Tax books and collected.with State and County Taxes ' SECTION THREE: That the rate of Taxes for City Hospi.tal..purposes be, and the same is hereby declared to be One (1) mill on the dollar.od assessed Valuation of all real and personal property within the corporate limits of the City of .Fayetteville,.Arkansas, and that the same is hereby levied, and the Mayor and City Clerk of said City are hereby authorized and directed ' to certify this levy to the Coutty Clerk of Washington County Arkansas, to the end that the same may be placed on the Tax Books and.collected with State and County Tax SECTION FOUR: That this resolution shall take effect and be in force from and alfter its pasagg and approval, and all resolutions in conflict herewith be, and the same are repealed. Alderman Harding introduced the_following.resolution.and.moved_its adoption. This motion was seconded by Alderman Drake and reoeived_the following vote; ayes,, Aldermen Drake, Harding, Mintun, Phillips, Price, Wages; nays none „ absent.and.not.voting.none, and was declared passed by the Mayor. RESOLUTION. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY.OF FAYETTEVILLE, ARKANSAS: THAT in Re; the Petition of the Magnolia Petroleum Company for permission.to re -construct the sidewalk along the South side..of. their. property at the corner.of Lafayette Street and West Avenue, the said Petition.be granted; Provided that_sa.id_re-construction shall -,be at the expense and charge of the Petibtoners; that the.same.shall.conform.in.all respects.to the requirements of existing City Ordinances thereto pertaining; that the construction shall be such that the sidewalk is distinctly identified from the Street.paving; that the.grade where the new con- struction connects with the old.walk shall not exceed 00A .inches_in twelve fee#;that the reconstructed curb and gutter shall be Statdard; and that..the.entire.work.shall be under the supervision of the City Engineer of the City of.Fayetteville, Arkansas. On motion by Alderman Harding, seconded by Alderman Price.and passed.by the unanimous vote of the Council, the City Attorney was directed to prepare the necessary papers for the formation of an Improvement District to be an Annex.to Annex Number Two bo East Street Improvement District no. H.C.Evins presented his claims to service from the Sewer and Water Districts of the City, and Alderman Harding moved that the Commissioners of the Sewer District be requested to Aay a line of Sewer Pipe along Oakland Avenue. Permission was granted to Roy Vickers to lay a tank in the Alley i)K/X)1�.North of the Arkansas Nat ional Bank for Oil, o n motion made by Alderman Harding and seconded by Alderman Phillips and passed b -y *he unan#ous vote of the Coun oil. 10 90 Alderman Mintun iy% gS##g1/ moved that because there.is a_.vaxancy_in.the.Board of Assessors of Annex Number One to East Street Improvement.District Number One -of the City of Fayetteville, Arkansas, by reseon of the absence from the City of. A.H.Markle and W.H.Summers, that said vacanc be filled by the appointment of Clint Cole and J.S.Bate as assessors of said District. This motion was seconded byAlderman Harding and received the following vote; ayes Aldermen Drake, Harding, Mintun, Phillips, Price, Wages, nays none; absent and not voting none, and was declared passed by the Mayor. Friday,..Oetober 309 Attest* f Approved; Clerk ADJOURNED MEETING OF THE CITY COUNCIL HELD OCTOBER 30th,1925. 1925 7;30 P.M., Mayor, PRESENT: the Clerk, Aldermen Drake, Harding, Phillips, Price, Wages; absent, the Mayor, and Alderman Mintun. PRESIDENT PRO TEMPORE; Alderman Harding moved that Alderman Price be chosen as President pro tempore, thieS motion was duly seconded and passed. PURPOSE of the the ting was stated by the President pro tempore to be the consideration of plans for the refunding of the indebtedness of the City outstanding at the time of the adoption of amendment No. 11 to the Constitution of the State of Arkansas, after full discussion of.t'ne matter the Committee in charge of the rpoposed refunding was instructed to present a written report at the next regular meeting of the Counciol, showing in detail the agreement arrived at. The reading of the Minutes.of the previous meeting was deferred to the regular meeting. BILLS: The bill of the Ozark Battery Co. for services rendered to the Fire Dept, a#/#$ / $6.70. and the bill of the Clerk for Stamps, $1.00 were presented and on motion by AldermanHarding, seconded by Alderman Wages, and passed by the vote of the Five members present,were ordered paid and the Clerk was directed to issue warrants for the Same.
