PRESENT; the Mayor, Clerk; Aldermen Harding, Mintun, Phillips, Price, Wages; absent Alderman Drake.
MINUTES of the previous meeting were read and approved. 1
REPORTS of the Street Sweepers was presented, and on motion by Alderman Price seconded by Alderman Mintun the Clerks
directed to issue warrants to the Sweepers; Jim Mitchell $18.00; to Andrew Munds $24.00.
The reports of the JRolice Judge and the City Collector were ordered filed.

On motion by Alderman Hardng.seconded by Alderman Wages and declared.passed by the Mayor on the unanimous vote
of the members present, the following.bills..againat the -City, having been approved by the Auditing Committee,
were ordered paid and the Clerg.was directed to issue warrants for the same;

APPEALS;
The Council then proceeded to the consideration of the Appeals from the Assessments in South College Avenue
Improvement District Number One of.the City of Fayetteville, Arkansas.
R.L.COMBSlderman rding moved that after thorough investigation the Council finds that the assessment
of the property of the appellant$, R.L.Combs^ for benefits to be received By reason of the proposed impreve- '
ment is fdir and equitable and that the appea13for a reduction thereof be denied. Alderman Mintun seconded the
motion which received the following vote; ayes Aldermen Harding, Mintun, Phillips, Price, Wages; nays none; 1

absent and not voting Alderman. Drake, and was declared.passed by the Mayor. 1

Alderman moved that after full consideration the Council finds that the assessment of the
the appellant, E.A.Budd, for benefits to be received by reason of the proposed improvement is just and fair
and that the appeal for a reduction of the same be denied. This motion was seconded by Alderman Price, and
reccived the following vote; ayes Aldermen Harding, Mintun, Phillips, Price, Wages; nays none; absent and '
not voting, Alderman Drake, and was declared passed by the Mayor.
AMANDA M. STONE:
Alderman Phillips moved that the.assessment of the following lots of the Appellant, Miss
Amanda M. Stone,be reduced so that the Assessed Benefit against each of said lots shall be as follows,
to -wit; Lot 8, Block 30, $365.00; Lot 9, Block 30, $305.00;_Lot 12,.Block 30, $642.00; Lot 13, Block 30,
$294.00; Lot 14, Block 30, $294.00;. Lot 15.,. Block 30, $294.00. Alde-man Harding seconded the motion which

LEGAL ACTION:
The eity Attorney was directed to.take.the necessary steps to.secure the removal of a certain Store
PoXroh, located upon.the.Street, on Leverett Avenue.
EAST LAFAYSTT AVHNU Improvement District; Attorney John Mayes addressed the Council in the matter of the appointment '
of assessors for the District. Alderman Harding. moved that .the Commissioners of said District be requested
to file a statement as to the indebtedness of the District, and also as to the property owners therein who
are delinquent in the payment of their assessments. Alderman Phillips seconded the mojrion, which received
the following vote; ayes Aldermen Harding, Mintun, Phillips, Price, Wages; nays.none, absent and not voting
Alderman Drake, and was declared passed by the Mayor.

Alderman Mintun moved that the Council go on record as pledging assistance to the Distrib

' PLUMBING AND DRAIN LAYING, TO FURTHER.DEFINE.THE POWERS OF CERTAIN CITY OFFICERS, THE DUTIES AND OBLIGATIONS OF
` LICENCED PLUMBERS AND DRAIN LAYERS, TO PROVIDE FOR THE EXAMINATION AND INSPECTION AND FEES FOR SAME, AND FOR THE

SECTION ONE: The_vrords "master plumber", wherever used in this Ordinance shall be construed and held to mean any
y person who has charge of doing plumbing work as a contractor, or any person who employs plumbers to work for third
3 parties. And the words, "journeyman plumber", shall be construed and held to mean any person engaged in doing the
actual physical work of plumbing for another, and may include a master plumber, but shall not include apprentices
or helpers.
SECTION TWO: There is hereby created the position of plumbing inspector, who shall be appointed for a term of two

yearsby the Mayor of the ,City o£,Fayetteville, and whose duties shall be as hereinafter defined.
SECTION THREE: ediately after/the passage, approval and publication of this Ordinance, the Mayor of the City of
Fayettevillesshall d point, fora' term of two years , a:board for the examination of plumbers and drain layers, i'.::o
whose duties shall be hereinafter defined. Said board shall consist of three members; as follows: (1( The Plum.'
bing Inspector, whoo�sahll ex -officio chairman,.(2) one Master Plumber, and (8) one Journeyman Plumber - each
member of whichhPhoard shall hav been a resident citizen of Fayetteville, Arkansas, for at least one year next be-!' '
fore his appydintment and who shal have been actively engaged at the trade.of business of plumbing for a
period of_)'ot less than five years.
jr SECTION FOUR; It shall be the duty of said board to meet, within ten days after thappassage, approval and

SECTION Said board shall.meet when..necessary to examine.applicants. The examination fee for a master
or employing plumber.or...drain layer shall be Five ($5.00) Dollars and for a journeyman shall be Three ($3.00)
Dollars. Any license issued by said board.shall.be good fora period of one year from the date of issuance.
license issued by said board may be renewed annually by paying to:theasecretary of :rdid board the sum of
Two (2.00) Dollars, in the case of a Master Plumber, and One ($1.00) Dollar, in the case of a Journeyman Plum-
ber. Each member of said board shall be allowed to keep, for his services as an examiner, the sum of One($LOO)^
Dollar for each applicant and the secretary of said board shall turn over the remainder of the money so collected
by him to the City Treasurer of the City of Fayetteville, Arkansas, to be by him placed in the City General Fund. '

SECTION &EVB%r It shall be unlawful for any person, firm or corporation to engage in or -work at the trade of

plumbing or drain laying,.either as a master plumber or as a jouirsyman, without having first obtained a li-
rQ\ cense or permit from said board of examiners..Provided, a license or permit issued by a similar board in any

other City in.the.State of Arkansas, will exempt the person holding..the same from the examination herein pro-
f
vided for, but will not exempt.such person. from _Paying.the fee herein. provided for. Provided further, any plum-
ber known by said board to have worked. continuously at .the trade of plumbing. or drain .laying for a period of
five years, and who is known to be a.competent..worknman,.may secure the.license or permit herein provided for,
,without examination, by palling -the fee herein provided for.
SECTION. n"L' Hereafter rio person, 'firm' or corporation. shall engage in the business ,of plumbing or drain
j�cjj laying, or work at the business as journeyman, without first'registering his name, residence and'place of
business with the secretary of said board of examiners, and submitting to, and passing, an examination before
said board, as to his skill and experience as well as the theory of plumbing and draining.
SECTION EIGHT: Any person, firm or corporation desiring to engage in the business of plumbing or drain lay-
ing in the City of Fayetteville shall,after complying with the other proviwions of this Ordinance, receive
a license or permit, upon filing with the City Clerk of the City of Fayetteville, ArNansas, an indemnity bond
in the sum of Five Hundred ($500.00) Dollars, approved by the City Council of said City of Fayetteville. Said '
bond shall be conditioned that such person, firm or corporation will protect the City of Fayetteville against
any damage caused by his of its agents, servants or employees and that said principal shall save the City
harmless from all damage to person or property resulting from or in any way growing out of any oppningror
excavation or blasting made or done by him or it or his or its agents, servants or employees; also that all'
ordinances of the said^City of rayetteville and all rules_ and.regulations of the Water Commissioners, Mana-
gers or Superintendents, shall be fully complied with. Said bond must be renewed annually.
SECTION NINE: Nothing'in this Ordinance shall be construed to prevent plumbing by any person provided such
work does not relate to connections with water mains or to the sewer .system of the City of the City of
Fayetteville and such work does not affect appurtenances desighed to prevent the escape of sewer gas. a

SECTION TEN: No person, firm or corporation, master plumber or journeyman shall begin any job of plumbing work
in or about any building until a permit for such work shall have been issued, except as herein provided and, in
order to secure such permit, written application shall.be made on blanks furmished by the plumbing inspector. v CJ VY111�^�!
Said_application shall give the name of the owner-, agent or occupant, o` the premises, the street, house number_f
or lot number, the name of the master plumber having charge of the work, and a description of the work to be
done, setting forth the number and kind of fixtures, and ell permits must be kept on the job for inspection 0

any City official. No permit shall bg �cquired for minor work. minor work is meant the repair of leaks in
pipes, traps dnd cocks, opening up of sroppage in waste or supply pipes, traps or drains, or replacing broken
fixtures where waste pipes are not disturbed, and frozen pipes inside of buildings. But where wgste pipes run
from a fixture, or a house drain is to be connected withca sewer, a permit must be taken out, and the plumbing
' inspector notified and work inspected before same is covered up.
SECTION ELEVEN: It shall be the duty of the plumber to notify the inspector when any job of plumbing or sewAr
work is ready for inspectionas follows: First, when soil pipes shall be completed through the building, the
waste pipes for the different fixtures having been run,all openings in .the lead pipes soldered up, iron pipes
properly plugged or capped, and the work tested and made tight, and before any joint in soil pipes, fittings
or. waste pipes shall be covered up. At such'times.all openings must be in soil or waste pipes for the proper
connection of all fixtured. Second, when.all fixtures have been attached and the water turned on, to test the

SECTION TWELVE:.The inspector must be notified at least four hours before the work is ready for inspection and
tests. For the first test the whole system of drain, soil, waste and ventilation pipes shall be filled with
water or subjected to an air pressure of not less than five pounds per square inch, and in all cases where on 0 /4
a part of the system has been tested at a time, the inspector shall require an additional test of the whole Sys-
tem. For the second test a smoke test.shall be made in the presence of the inspector, when the whole systd-)

must be gas tight. The City Council shall furnish a smoke testing machine for the use of all licensed plumbers
who will be held responsible.for.-damage.to same.while in their possession. This machine must be cleaned and
returned after every test.
SECTION THIRTEEN: The.charges for.a.permit.under..this Ordinance shall_be One(41.00) Dollar for any plumbing
work done in or about any building (other than minor repairs.as previously defined), to include one fixture
when new fixtures are being installed, and.fifty dents.additional for each and every fixture or opening left in
the soil and wast pipes for fixtures, and One ($1.00) Dollar for sewer connections. All fees to be paid by the �' V
plumber doing the work at the time he receives the permit. All fees so paid for permits shall be paid direct to

the plumbing inspector and be him kept for his services herein.
SECTION FOURTEEN: Any person, firm or corporation violating any of the provisions of, this Ordinance shall be '
deemed guilty of a misdemeanor, and upon..eonviction shall be fined in any sum not more then fifteen dollars,
and each day ofsuoh violation shall be deemed a separate offense.
SECTION FIFTEEN: All ordi�cesand parts of orMin nces in conflict h ewith shall be, and the same are hereby VVV
repealed, and this ordinance shall )S take affect and be in force from and after its passage, approval and

The clerk reported that the.re-assessment of West Lafayette Improvement District Num-
ber One of the City of Fayetteville, Arkansas, was filed in his office on the 19th day off ,eptember, 1925, and that
he had publised Notice ,thereof, stating that the same was.subject to inspection.
ANNUAL STATEMENTS:
On motion by Alderman Wages, seconded by Alderman Harding and passed by the Unanimous vote of the
members present the Cle k,was directed to publish a notice calling on all Boards of Improvement to file their
annual repoets, and ,'to direct their Boards of Assessors to re -assess the properties in the various Street Improvemen
Districts of the City.

was filed with the Clerk, and the same was read to the Council
Alderman Harding moved that the Clerk be directed to request from W.H.Morton, K.C.Key andE.P.Watson reports of
moneys received and disbursed.by them in connection with East Lafayette Improvement District. Alderman Price
seconded the motion which received the following. vote; ayes Aldermen Harding, Mintun, Phillips Price, Wages; nays
none; absent and not voting Alderman Drake, and was declared passed by the Mayor.
