That the management,�oper mhoand control of said Watre-Plant of Water Improvement District Number One
of the City of Fayetteville, Arkansas,be turned over to a Board of Managers consisting of Five (5)
qualified electors of the City of Fayetteville, Arkansas, to be elected by the City Coumcil_ under the general
supervision and direction of the City Council of the City of Fayetteville, Arkansas,
SECTION THREE: 1
Within ten days after the passage, approval and publication of this Ordinance,said managers shall take
the oath of office required by the Constitution.and laws of the State of Arkansas,and shall forthwith
' meet at some convenient place,by notice to each member,and proceed to organize by electing one of their number as
chairman-and.such other officers as they may see fit -said Board of Managers to adopt their own rules with reference

cause, and with or without a hearing being given them,upon ten days notice to said member or members, and sadi
Board shall be subject,at all times, to the direction of the said. City Council of the said City of Fayetteville,
Arkansas.
SECTION SIX:
This'Ordinance_ehall�take effect and be in force from and after its passage, approval and piblication,
and all Ordinances or parts of Ordinances inconflictherewith be and the samse are hereby repealed.

C.D.BATES, presented the matter of the'grade for sidewalk at the corner of Maple and Vandeventer, which was referred
to the Chairman of the Street Committee.
ORDINANCE to amend Ordinance number 226 wgs introduced by Alderman Harding and read the first time.
Alderman Harding moved that the Rules be suspended and the ordinance placed on its second reading. This motion
was seconded by Alderman Price and received the following vote;ayes Aldermen Harding, Mintun, Phiilips, Price
Wages; nays none; absent and not voting Alderman Drake, and was declared passed by the Mayor. The Ordinance
was read the second time.
Alderman Price then moved that the Rules be further suspended and the Ordinance placed on its third reading
and final passage. This motion was seconded by Alderman Harding, and received the following vote; ayes Alder-

men Harding, Mintun, Phillips, Price, Wages; nays none; absent and.not..voting Alderman -Drake, and was declared
passed by the Mayor. The Ordinance..was.read"the.third.time.

REPEALING SECTIONS THIRTY, FIFTY AND FIFTY-ONE."OF.ORDINANCE NUMBER 226,PASSED AND APPROVED ON

BE IT ORDAINED BY THE CITY COUNCIL.OF.THE CITY OF FAYETTEVILLE, ARKANSAS;
SECTION ONE;
That Section Nine of Oddinance Number 226, passed.and approved on the 24th day -of Febru ary, 1908,
be amended to read as follows;

kVI(I cast iron fittings with picked oakum and molten -lead, and made gas-tight. Ferrules for waste lines
should also be brass,.and must be properly wiped to lead waste, and caulked into waste -lines with oakum
� and molten lead,
SECTION TWO:
That Section 19'of Ordinance number.226, passed and approved on the 24th day of February, 1908,
Abe amended to read as follows;
/ Section 19; Floor or other drains will only be permitted when it can be shown to the satisfabtion of
the main sewer and plumbing inspector that their use is absolutely necessary and arrangements made to
n � maintain a permanent water seal in the traps,
�4- d arlavt� The discharge from vats, soda fountains, ice boxes and refrigerators shall have an open recep-
tacle between them and the house drain,
1 All hotels, restaurants,/#/cafes or other places where grease is liable to enter the sewer line,
shall be provided with catch basins.for receiving sink waste,made of east iron tile,brick, or conctete,
with stone o£Liron covers properly traped and vented. No iron drum or grease trap shall be substituted.
\ f .Where shall not be connected with a 4" sewer or main waste or house drain, to exceed thirty ordinary
plumbing fixtures nor more than'eight slosets.

-� That Section 52 of Ordinance 226, passed and approved on the 24th day of rebruary, 1908, be
amended to read as follows;
"Section 52; All inside water closets shall.be placed in a well lighted room not less than twelve
t i1,yY, square feet area,provided with outside ventilation, either by window, shaft or other proper local ven-
[r tilation. Groups of toilets in rooms may be separated by dwarfed partitions spaced 36".
All closht bowls inside of buildings must be enameled inside or of vitreous or.glazed earthenware,
ILII and must be effectively flushed'by tamk..or approved.flushing.rim.bowl. All lower floor closets,where
closets are placed above,shall be vented,but groups, of syphon.closhts on the.same floor on circuit
(� ventilation will not require reventing. Toilet.paper only shall be used in all classes of closets.
Urinals.
Urinal trouhgs set on floor are prohibited. The inside urinals shall be of enemeled iron or glazed
earthenware,
SECTION FOUR:
That Sections 30, 50 and 51 of Ordinance number 226, passed and approved on the 24th day of
Yebruery, 1908, be, and the same are, hereby repealed.
SECTION FIVE:
That this Ordinance shall take effect and be in force from and after its passage, approval and
publication.

BUILDING PERMITS:
To J.S.P.Johnson to repair and remodel residence on Arkansas Avenue;
To E.A.Budd, to do repair work on buoldings on South snide of Sgmare; both granted subject to
approval of the Building Inspector.
EXECUTIVE -SESSION:
On motion by Alderman Price,'seconded by A derman Mintun the Council was declared in Executiv
Session.
MANAGERS OF WATER PLANT:
Thb City Attorney was directed to confer with the City Health Officer and take such steps as he deemed
necessary to enforce the orders of said Health Officer for sewer connections.
APPROPRIATION
Alderman Phillips moved that the sum of Fifty Dollars or so much thereof4as may be needed be
appropriated from'thw City General Fund for the purpose of .sending two X1 members of the City Fire Departmmpt�
as Delegates to the Firemants Convention at Blythville. Alderman Harding seconded this motion which received the
following vote; ayes Aldermen Harding, Mintun, Phillips, Price, Wages; nays none; absent and not voting Ald,dman
Drake, and was declared passed by the Majmor.
