Adjourned meeting of the City Council
held Sept. 2nd, 1925.
Present; the Mayor, Clerk, Aldermem Harding, Mintun, Phillips, Price, Wages; absent Alderman Drake,
Minutes of the previous meeting were read and approved.
REPORT of W.H.Rollins, Police Judge, that -he had on the 1st day of September, 1925, adminintered the oath of office t
James Dintividdie as City Inspector, was filed.
RESOLUTION,
introduced by Alderman Harding wh o moved its adoption, which motion was seconded by Alderman Wages, ind ,
received the following vote; ayes Aldermen Harding, Mintgn, Phillipe, Price, Wages,nays none,; absent and
hot voting Alderman Drake, and was declared passed by the Mayor.

because of a vacancy in the Board of Improvement of Annex -Number One to West Lafayette Improvement District '
Number One of the City of FMyetteville, Arkansas, the City Council of said City did, on the 3rd day of
August, by resalution duly adopted, appoint J.F.Backstrom.to be a member of said Board; and
WHEREAS, ,
the said J. F. Backstrom failed to take the oath of �ice.�;i�j�p� as prescribed by law within the time limit
set by law; and
WHEREAS,
the said J.F.Backstrom has again signified his willingness to serve as such member;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION ONE:
That J.F.Backstrom, a qualified,elector of Fayetteville, Arkansas, be and he is hereby appointed to be a
member of the Board of Improvement.of..Annex Number One Rid to West Lafayette Improvement District Number One
of the City of Fayetteville, Arknsas.
SECTION TWO;
That all resolutions and partes of resolutions.in_conflict herewith.be, and the same are hereby repeals§
and this resolution.shall.take effect.and be.in force.from_and.after its passage and approval..

EAST LAFAYETTE IMPROVEMENT DISTRICT,
Attorney John Mayes addressed.the.Council in regard to the indebtedness of the
District to the McIlroy Banking Company,and_requested that the Council appoint a Board of Assessor's for
the old District, in order that funds.might be collected wherewith to satisfy the judgment held against
said District. Action by the Council was aef.ei,rea _
ORDINANCE;
Alderman harding.introduced ah Ordinance which was read.the horst time.
Alderman Harding then moved that the Rules be suspended and the Ordinance.placed on its second reading.
This motion was seconded by Alderman Mintun and.received the following vote; ayes Aldermen Harding,.
Mintun, Phillips, Price, Wages; nays none;.absent and.not voting Alderman Drake, and was declared
passed by the Mayor.
The Mayor announced a Recess of the session for an informal discussion of the Ordinance.
When the Mayor called the Council " To Order". Alderman Price moved that the Rules be further suspend-
ed and the Ordinance placed on its third reading and.final passage. Alderman -Wages seconded the motion
which received following vote;.ayes.Aldermen.*-rding,.Phillips,.Price, Wages; nays Alderman Mintun;
absent and not voting Alderman Drake, and was declared passed by the Ma*or.
The vote on the passage of the Ordinance was as.follows; Ayes Aldermen Harding, Mintun, Phillips,
Price, Wages;nays none; absent and not voting_Aldcerman Drake. The mayor declared the Ordinance passed.

AN ORDINANCE TO BE ENTITLED " AN ORDINANCE TARING OVER THE WATER PLANT OF WATER IMPROVEMENT DISTRICT
NUMBER ONE OF THE CITY OF FAYETTEVILLE, ARKANSAS,NAMING A BOARD OF MANAGERS FOR SAME. AND FOR OTHER
PURPOSES."
WHEREAS;
a number of years ago there was duly created in the City of Fayetteville, Arkansas, an Improvement ,
District known as .Water Improvement District Number..One.of the City of Fayetteville, Arkahsas;
WHEREAS:
bonds were duly issued by.the duly appointed Board of Improvement,and said Water Plant -was duly construo
ed;

HWEREAS: .
each and all of said bonds have been duly paid off and retired;
WHEREAS:
The City Council of the City of Fayetteville, Arkansas, now elects to exercise its rights under the law
and take over said Water Plant for the purpose of naming a way to manage the same;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYEETEVILLE, ARKANSAS:

of the City of Fayetteville, Arkansas,be turned over to a Board of Managers consisting of Five (5)
qualified electors of the City of Fayetteville, Arkansas, to be elected by the City Coumcil_ under the general
supervision and direction of the City Council of the City of Fayetteville, Arkansas.
SECTION THREE:
Within ten days after the passage, approval and publication of this Ordinance,said managers shall take
the oath of office required by the Constitution.and laws of the State of Arkansas,and shall forthwith
meet at some convenient place,by notice to each member,and proceed to organize by electing one of their number as
chairman-and,such other officers as they may see fit -said Board of Managers to adopt their own rules with reference
to time of meeting and proceedure of business. /� p

Board shall be subject,at all times, to the direction of the said City Council of the said City of Fayetteville,

SECTION SIX: l
This Ordinance shall take effect and be in force from and after its passage, approval and piblication,
and all Ordinances o parts of Ordinances in conflict herewith be and the samse are hereby repealed.

REGULAR MEETING OF THE CITY COUNCIL HELD
SEPTEMBER 7th, 1925.
' PRESENT: The mayor, clerk, aAldermen Harding, Mintun, Phillips, Price, Wages; absent Alderman Drake.
MINUTES of the previous meeting were read and approved.
REPORTS: of the Fire Chief;- filed;= of the Police Judge and fo the City Collector, referred to Auditing Com,
of the street sweepers, received; filed and the Clerk directed to issue warrants to the sweepers;
Jim Mitchell, $18.00; Andrew Munds, $24.00.
BILLS: The following Bills against thh City were approved by the Auditing Committee, and on motion by Alderman
' 1 Harding, seconded by Alderman Phillips and declared passed on the following vote,to wit; Ayes Aldermen
Hardaing, Mintun, Phillips, Pricw, Wages; nays none; absent and not voting, Alderman Drake the Clerk
was directed to issue warrantee for the same;

C.D.BATES, presented the matter of the grade for sidewalk at the corner of Maple and Vandeventer, which was referred
to the Chairman of the Street Committee.
ORDINANCE to amend Ordinance number 226 ergs introduced by Alderman Harding and read the first time.
M1 Alderman Harding moved that the Rules be suspended and the ordinance placed on its second reading. This motion
was seconded by Alderman Price and received the following vots;ayes Aldermen Harding, Mintun, Phiilips, Price
Wages; nays none; absent and not voting Alderman Drake, and was declared passed by the Mayor. The Ordinance
was read the second time.
Alderman Price then moved that the Rules be further suspended and the Ordinance placed on its third reading
