REGULAR MEETING OF THE CITY COUNCIL HELD
AUGUST 31st, 1925.
PRESENT; the Mayor, Clerk, Aldermen Harding, Mintun, Phillips, Price, Wages; absent Alderman Drake.
MINUTES of the previous meeting were read and approved.
VETO: A message from the Mayor, vetoing Ord. No 568 was read by the Clerk,&$ follows;-

Dear Sir;
I herewith transmit. to you my official veto of the. ordinance passed. by a vote of the City
Council at the Soecial Meeting held on the 27th day of.- August, 1925,and entitled... ". An ordinance to be en-
' titled,."..an ordinance taking over the.Water Plant of.Water Improvement District Number One of the City of
Fayetteville,.Arkansas,naming a Board of Managers for same,and for other purposes.""
I respectfully request that this Veto be brought 'to the attintion of.the Council at the next
meeting thereof.
The ordinance in question is being vetoed.for reasons that I consider good and valid;and upon
request of the Council,these reasons will be set forth in detail.

REPORTS;
The report os the Street Sweepers was presented, showing.an.average of 162 blocks per day, and
amount,due Jim Mitchell $18.00,._Andrew.Munds $24.00, was fljed.

BILLS,
The following.bills.against the.City were submitted,_ approved by the Auditing Committee; -
Carl Mayes, $3.50; John. Zillah, $67.90;.W.L.Crouch $4.10,. C.F.Armistead $2.00; E.V.Bird Constr.
k Co. $212.35. On motion by Alderman Harding seconded by.Alderman,Mintun_and.passed by the unan-
imous vote of the members present, the Clerk was directed.to issue warrants for the foregoing bills and
the amounts due the Street Sweepers,
REQUESTS;
C.D.Bates, that grade for sidewalk be sestablished.at corner of Vandeventer and Maple; The City
Engineer was directed to give the grade; -
Mrs C.D.Bates for building.permit, Bungalow, Cor.. Vandeventer and Maple; granted, under the Building
Code;. '
Magnolia Petroleum Co., building pbrmit, Filling Station, Lafayette and West; granted under the
building code.

To form Annex to North College Avenue Improvement. Di strict, On. motion by Alderman Hardiigg ,seconded
by Alderman Price, passed by the following vote, ayes Aldermen.Harding, Mintun, Phillips, Price,
Wages; nays none; absent and not voting.Aldcerman Drake., and -so declared by the Mayor, the opeti tion
was ordered received, filed.and.spread of record. The following -is a copy of the petition.
A PETITION TO ANNEX CERTAIN TERRITORY TO NORTH COLLEGE.AVENUE._I6IPROVEMENT_.DISTRICT NUMBER ONE OF THE CITY OF
FAYETTEVILLE, ARKANSAS.
TO THE HONORABLR MAYOR_AND CITY .COUNCIL -OF _THE..CITY OF.FAYETTEVILLE, ARKANSAS:
Your petitioners, the undersigned citizens of the City of Fayetteville, Arkansas,and owners of real property yi
within the district hereinafter described and claiming to be a majority in value of said such owners in said
district, respectfully request your Honorable Body to take all the necessary steps and pass all necessary orders
resolutions and ordinances for the creation of an Annex to worth College Avenue Improvement District Number One
of the City of Fayetteville, Arkansas, for the purpose of grading, rolling and paving with concrete that part of
East Spring Street lying between the East line of North College Avenue.and.the West line -of Willow Avenue.
We respectfully request that said Annex shall embrace the following territory,described by metes and
bounds, as, Beginning at the Southwest corner of Lot Twelve A (12a), County Court Plat of the Northwest Quarter
of Section Fifteen (16), Township Sixteen (16) North, Range Thirty (30) West and running thence East 243.5,feet:
to the*West line of Lot Fourteen t14),said County Court Plat; thence South 79 feet; thence East 313.5 feet to an
alley; thence in an easterly direction to the Southwest corner.of Lot Seventeen (17), said County Court Plat;
thence East to the West line of`Willow Avenue; thence North to the intersection of the West line of Willdw

She foregoing descriptions are based on the Sewer Map of the City of Fayetteville, Arkansas,compiled
by Burns & McDonnell of Kansas City Missouri, and the Plat of Valley View Addition to the City of Fayette-
ville, Arkansas, as the same now remains in -the office of_the.circuit Clerk and Ex -officio Recorder of
Washington County Arkansas.
It is expressly stipulated.that the cost of the improvement contemplated shall not exceed Forty
per cent of the total assessed valuation.of the.real..property embraced.in the proposed Annex, said Annex to be
known as Ennex Number One to North.College Avenue.Imrpovement_Districct_Number One of the City of Fayette-
ville, Arkansas.

Eight appeals were filed against the assessment in South College Avenue Improvement District Number
One of the City of Fayetteville, Arkansas; as follows; '

On motion by Aldrman Harding, seconded by Alderman Price, and passed by the following vote;- ayes
Aldermen Harding, Mintun, Phillips, Price, Wages; nays none, absent and not voting Alderman Drake
and so declared by the Mayor, the hearing on these appeals was continued to Wednesday Sept. 9th, 192
at 7;30 P�S�, and the Clerk was directed to notify the appellants, and the board of Assessors for th
District of the time and place of the hearing.

/WHEREAS,
the City of Fayetteville, Arkansas, desires to avoid the expense of maintaining the White Way low

cated along Dickson Street and Block Avenue,, the same consisting of ornamental posts, cables and
accessories; and
the Southwest Poser Company has agreed to accept said White Way and pay the City of Fayetteville the
sum of One Hundred Fifty 0$150.00)Dollars for same, and to maintain same,.provided title to said
White WayEquipment be conveyed to said Southwest Power Company;
NOW,THEREFORE, BE IT RESOLVED BY THE CITY CODNCI•L OF THE_C.ITY_OF.FAYETTEVILLE, ARKANSAS;

That the Mayor and.the City Clerk of the City of Fayetteville, Arkansas be, and they see hereby authorized

and directed to convey to the said Southwest Power Company all the right, title and claim of said
city in and to the said White Way Equipment, for the consideration above stipulated.
