Regular meeting of the City Council held
April 13th',1925'.
The Officials of Fayetteville, Arkansas, elected at the General Election held April 7th,
1925, were sworn in as follows; -
Mayor Wilson administered the Oath of Office to W.H.Rollins,Police Judge;
W.H.Rollins, Police Judge,administered the Oath of Office to Allan M. Wilson, as Mayor;
Mayor Wilson then administered the Oath of Office to Geo. H. Hurst,as City Attorney;
H.S.Price as Llderman from the Third Ward; R.s.Wages,as Alderman from the Second Ward;
Art ( A.R.) Minton, as Alderman from the First 't•ard;Marcus Hulse, as Treasurer;
The Mayor then called the Council to order, and the roll -call showed Aldermen Harding, Mintuvn.
Phillips, Price and Wages as present, Alderman Drake absent.
The following message from the Mayor to the City Council was presented and read, whereupon
Alderman Idintun, seconded by Alderman Harding moved thAt the same be received, filed and spread
of record. This motion was carried by the unanimous vote of the Council.
To the members of the City Council
of the City of Fayetteville, Arkansas.
The probl-m of permanent street impnovemant has been practice
tally settled during the past four years by the paving of most of the principal streets of the
City,and when the projects now under construction, and the Districts now being formed are compkoe,
pleted,no very extensive street paving will remain to be done. The matter of keeping the paved e�
streets in repair,and properly cleaned,will be before you in the present administration,and will
require the best efforts of your Honorable Body.
Through many years of custom, the Chairmen of the Street Committee has been allowed to direc
the policy of dirt street construction and maintenance,and, in large measure t@ fix the amount
of money spent upom this work, and I expres s the hope'that this policy will be followed during
this present administration. '
For the last two years the City Water Plant has shown a profit large enough to permit the g6r-
greatly needed extension of the system,and I entertain the hopr that the system may be very
greatly extended,and as speedily as possible. It is vital tm the best interests of the City thQ,'t
the sewer system be extended to all sections of the City,and to this end I ask that the Council
lend its fullest cooperation. My personal opinion is that an Improvement District should be form"
ed to provide the necessary funds for this work,rather than look to the earnings of the City [+'apt
Water Plant for the money.
The City has been most liberal in extending aid to the street improver:.,nt Districts,which to
gether with the other expenses of the City Gavernment,will doubtless render it necessary that
additional revenue be provided,in order that the City may not be burdened by a heavy debt and at
the same time be permitted to carry on the work of progress and improvement dem=.nded by the
people.
The success or failure of this administration depends upon our abilltty and willingness to
work together and in harmony to advance the interests of Fayetteville,and it is my desire and ha)
hope that we will work together for the common good.At the next regular meeting I will present
for your consideration a statement in detail showing the condidion of the several City Funds.

The resignation of Miss Lucy B. Smith as Acting City Collector was presented, whereupon Ald-
erm-n Harding moved that the same be accepted, a#d that the City Council _t the same time expresP
their high appreciation of the efficient manner in which Miss Smith has conducted the Office
and her uniformly courteous attitude toward the public. Alderman Price 'seconded the motion which
received the unanimous vote of the Council.

Alderman Phillips intr6duced an Ordinance to amejordin nee No. 547, which was read the first
time. Alderman Harding moved that the Rules be susp nded and the Ordinance placed on its second
reading. Alderman Mintun seconded the motion which received tha following vote; ayes Aldermen
Harding, Mintun Phillipsrp Price, Wages; nays none; absent and not voting Alderman Drake, and was
decl_red passed by the Mayor.. The Ordinance was read the second time. Alderman Harding then
moved that the Rules be further suspanded and the Ordinance placers on its third reading and final
passage. Thi= motion was seconded by Alderman Phillips and received the following vote; ayes
Aldermen Harding, hUntun, Phillips, Price, wages; n_.ys none; absent and not voting Alderman Drake
and was declared passed by the Mayor. The Ordinance was read the third time. The Mayor then
announced the question before the Council to be Shall the Ordinance pass and called for the vote
thereon, which was as follows; ayes Alderm n Harding, Mintun, Phillips, Price, ."Wages; nays none;
absent and not voting Alderman Drake. The Iuiayor declared the Ordinance passed. A copy is as follo

AN ORDIN_4NCE TO BE ENTITLED AN ORDINANCE TO A2(1EBD SECTION THREE OF
ORDINANCE IIUIIBER��Y/ 5*:14.
BE IT ORDAINED BY THE CITY COUNCIL OF TH_, CITY OF FAYETTIM LLE..LRKANSAS:
SECTION ONE:
That Section Three of Ordinance Number 547 is her by amended to read as follows;
"S�CTION THREE:
That no per on shall be permitted to cut through,remove or molest the City side-
walk in the City of Fayetteville, Arkansas,for the purpose of making a drive or entrance to a
Filling Station or for an entrance to any other place of business,except upon the following
conditions;
(a) That a permit be granted b„ the City Council of the City of Fnyetteville, Arkansa,
in accord nce with plans submitted to the Council convened.
F (b) That the grade of the drive when constructed shall sbope towards the center of th -
street and shall not be greater thant), inches in 1 foot.
(c) That no drive shall be constructed in such a manner as will permit flood water to
leave the natural course on the street and flow upon private property.
(d) That in no case shall a vertical offset be made in a sidewalk in connection with and Y
entrance to a gasoline or oil station or to other businesses and any slope made to connect sidewu'�
walks of different levels shall not exceed the ratio of 15 feet to each 100 feet of sidewalk. Cli
(e)That all walks constructed in the City s'reets or alleys or used as entrance to gaso a
line or oil stations, orto other businesses,shall be constructed of Portland Cement Concrete of �.
not less th.n 6 inches in thickness and shall be corrug_ted parallel with the street and at
right angles to the street Said corrugations shall not be more then 5 inches apart or less than
one forth of an inch in depth."
SECTION TWO;
That this Ordinance shall be in full force and effect from and after its passage,
approval and publication.

The following it the action of the Council in confirmation of the appointment^ made by the
Mayor as recorded on,page 1012, in the records of this present meeting;
Alderman Price moved that the applIntment of Col. C.F.=rmistead to be City Collector for
the term of two years be approved. Alderman 11intun seconded the motion which received the followi
vote; ayes Aldermen Harding, Itintun, Price; nays, Aldermen Phillips a.nd Wages; absent and not vot
ing Alderman Drake, and was declared passed by th.� Mayor. Aldermen Phillips and 'yiages explaine
that they voted "Ido" because of their opposition to the Ordinance under which the appointment was
made.
Alderman Phillips, seconded by Ald.:rm_:n Harding moved that all the other appointments announc
ed by the Mayor be confirmed. This motion received the folloruing vote; ayes Aldermen Harding
Igintun, Phillips, Price, Mages; nays none; abs nt and not voting Alderman Drake, and was%declared
paused by the Idyour.
No further business appearing the Council adjourned to April :0th, 1925.
