HELD MARCH 30th,1925.
Present, the Mayor, Clerk, Aldermen Drake, herding, Jackson, Mintun Phillips, Price.
On account of the urgency of other matters the reading of the Minutes was deferred. ,
The Otdinance Committee reported back the Ordinance providing for a City Collector and
defining his duties,with certain amendations,and recommended that it do pass as amended.
The Ordinance was read for information as to the .changes recommended by the Committee. After
some discussion Alderman Price moved that the Ordinance be placed on its third raiding and
final passage. This motion was seconded by Alderman IvIintun and received the following vote;
ayes Aldermen Drake, Jackson, Mintun Price; nays Aldermen Harding and Phillips; absent and
not voting none, and was declared passed by the Mayor. The Ordinance was read the-third time

t 11Of That said City Collector shall, immediately after the passage, approval and publi-
,,,dei. ion of this Ordinance ,be appointed by. the Mayor of the. City of Fayetteville, Arkansas,saik
appointment to be effective when confirmed by the City Council of the City of Fayetteville
Arkansas. Said City gollector shall hold his office until the firstregular meeting of the
City Council of the City of F._yetteville, Arkansas, held after the. first Tuesday in April,
1927,or until his successor shall be duly appointed and confirmed. Provided,that at the first
regular meeting of the City Council,after th e first Tuesday in April,,1927,and at the cor-
/(�, �v responding meeting thereafter each two years the Mayor shall appoint a City Collector,whose

SECTION III.
It shall be the duty of the City Collector to keepan accurate acuoun5 of ail

\;•� which the s me is paid; and for each separate sum so collected, he shall issue duplicate

It'shall also be the duty of the City Collector to collect all license and privi= '
lege fe.:sof whatsoever nature and kind;and upon payment of th, amount required therefor ,to 06!
deliver to the per-on entitled thereto,the proper printed license,and also to deliver to the
person paying for and receiving such license,a duplicate receipt showing the date of the payer
ment,the name of the person making the payment,and the kind of license or privilege for whic�'-
�.° the paymeht is made.
SECTION V.

names of all persons in the Citywho are engaged in any profession, business, trade,or avocatt

lUpon the completion of said list, it shall be the duty of the City Oollector to proceed tort

be orddined by the City Council. In case of the failure or refusc.lof any such person liable
�, therefor,to pay such license or privilege tax,it shall be the duty Iof the City Collector to
�.� report such person to the Police Judge or to the Chief of Police for violation of the City 1
Ordinance, and thereupon the City Attorney shall be required to file an affidavit against

It shall also be the duty of the City Collector to.collect all rents due the City
'.rater Plant for thJ use of•water furnished to the inhabitants of_the City of Fayetteville by
said heater P1 nt,and to deposit such funds in such Bank or Banks as he may be directed by the
Atter Board of.the,City of Fayetteville;to collect all assessments due or to become due on
various Stre t, Sewer,or other.kinds or classes of Improvement Districts that ar.e now formed
\ Dior may be formed in the City of F--yetteville,and after such funds have been so collected by
UB he City Collector,he shall deposit the funds,of each separate Improvement District in such

Bank or Banks as he may be directed by the several Commissioners of the respective Improvement
Districts. For the collection of the aforesaid assessments due said Improvement Districts, a
fee of One per centum of such collections shall be paid to the City Collector;in like manner
a fee of Two Per Centum of all rents for the use of water furnished the inhabitants by the
City viatrr Plant,collected by the City Collector, shall be paid to the City Collector,and the
money derived from these two sourese•shall be paid into the City Treasurer by the City Col-
lector and by the City Treasurer placed in a separ;�te fund for the paym<nt or the partial
payment of the salary of the City Collector as hereinafter provided. Until such time as the

third (1/3) of such monthly salary shall be paid from the General fund of the City and Two

SECTION VIII. -
It shall also be the duty of said City Collector to turn over to the City Treas- VOIww-✓1
urer,at least once each , all the moneys in his hands,taking the Treasurer's receipt in 1�m
dulpicate for the same,which receipt shall show the fund to which same belongs, one of which `/y
receipts shall be filed with the City Clerk,and the other the City Collector shall retain for,, o

each month, shall make a full report of all his official transactions since his last report, 1v ,
The City Collector shall also make a report quarterly to the City Council with the receipts
of the City Treasur-er as vouchers for the amounts so paid by the City Collector to the City
Treasurer.

Council and on motion was ordered filed.
Alderman Price moved that the payroll of the str=et laborers be p id and the Clerk directe oL
to issue warrants for the same. This motion was seconded by Alderman Drake ans received the folz

' On motion by Alderman Harding, seconded by Alderman Price and unanimously carried the
Mayor was authorized to dispose of the Office furniture not in use.
The matter of cutting the sidew._lk for a driveway into Joe Ward's Ice Cream Plant was
referred to the S$reet Committee and the City Engineer for investigation and report, as
also was the sidewalk at M.A.Hale's Property on Viest Dickson Street.
' On motion by Alderman Drake, seconded by Alderman Mintun and unanimously carried the
Street Committee was directed to confer with the interested parties ,and report a plan for
providing an entrance to the property of Mr Br&Mrl on "Frisco Street".
On motion by Alderman Drake seconded by Alderman Price and carried by the unanimous vote
of the members present the City Engineer was directed to lower the sidewalk on Hill Avenue
adjoining the section of walk to be installed by the St. Louis & San Fransisco Ry. Co., so as
to provide a suitable and safe grade from the said section of new walk to the walk now in
use.
On motion by Alderman Price seconded by Alderman Phillips and carried by the unanimous vota.
of the members present it was ordered that the firm of Frambers and Swa£ford be employed to
make an audit of the Books of the City.
The City ngin er reported that he finds nothing of record to show that the Streets in Har-
rison's Addition to the City of Fayetteville were ever accepted by the City. that Fletcher Av-
enue, Bryan Avenue and Walnut Street are open and have been partially improved by the City; 4a -
that Carroll _venue and Yeater Avenue are not open and do not appear ever to have been open.
On motion by Alderman Harding seconded by Alderman Phillips and unanimously carried the re.
port was ordered received and filed.
On motion by Aaderman Harding seconded by Alderm n Drake and unanimously carried the fol-
lowing building permits were granted;
