REGULAR EL,ETING OF THE CITY COUNCIL
HELD MARCH 23rd,1925.
Present, the4dayor, Clerk, Aldermen Harding, jackson, mintun, Phillips; absent Aldermen
Price, and drake.
The minutes of the previous meeting were read and approved.
The report of the street Commcilioner was read andordered filed.
Alderman Jackson moved thatnthe Payroll of the Str et Laborers be allowed and the Clerk
direct.e to issue warrants for the same. This motoon was seconded by Alderman Harding and receive
' the following vote; ayes Aldermen Harding, Ja::kson, Mintun, Phillips; nays none; absent and not
voting Aldermen Drake and Price, and was dedlared passed by the Mayor,

Alderman] Jackson moved that the bills which had been approved by the Auditing Committee be
allowed and the Clerk directed to issue warrants for the same. Aldermmn Harding seconded this mot-
' tion which received the following vote; ay::s AldermenHarding, Jackson, Alintun, Phillips; nays
none; absent and not voting Aldermen Drake and Price, and was declared pagsed by the Mayor,

On motion duly put and c rried Berl Dodd was granted a permit. to erect a dweirling on South -
Duncan Street.
The matter of the location and acceptance of certain Streets in Harrison's Addition to the
City was referred tp the City Engineer for investigation,
Alderman Jackson introduced an Ordinance providing for a City Collector and defining his
duties which we- read the first time. Alderman Harding moved that the Rules be suspended and the
Ordinance place(, on its second reading. Alderman IvIintun seconded this motion which received the
following vote; ayes Aldermen Harding, Jackson, ISintun, Phillips; nays none; absent and not voting(/
:_ldermen Drake and Price, and was declared passed by the Mayor..The OrPinanc:z was re d the second Q
time. Alderman Phillips then moved that the Ordinance be referred to the Hrdinance Committee.
This motion was seconded by .Alderman Harding and received the following vote; ayes Aldermen Hard
ing, Jackson, Minton, Phillips; nays none; absent and not voting Aldermen Drake and Price, and wa h
declared passed by the Mayor,
A request for a street light at 3rd and Church was referred to the Chairman of the Light Com-
' mittee with power to act.
E.P.1Vatson presented a Plat entitled "Replat of Watson Place",and Alderman Iviintun moved that
the Plat be received and filed. This motion was seconded by Alderman Jackson and received the
following vote; ayes -Aldermen Harding, Jackson, I:.Antun, Phillips; nays none, absent and not votin y
Aldermen Drake and Price, and was decl._.red passed by the Mayor, 0
Alderman Iriintun introduced an Ordinance to accept certain streets and alleys dedicated to the
City in the Replat of Watson Place, which was re_d the first time. Alderman Harding moved that the
Rule: be susp nded and the Ordinance placed on its second reading. This motion was seconded by Al-
derman Jackson and received the following vote; ayes Aldermen Harding, Jackson, Iviintun, Phillips;
n ys none; absent nd not voting Aldemmen Drake and Price cnd was dectared passed by the Mayor.
The Ordinance was reed the second time. Alderman Phillips then moved that the Rules be further
susp.nded and th Ordinance placed on its third reading and fihal passage. This motion was second—
ed by :_lderman Idintun and receive,' the following vote; ayes Aldermen Harding, Jackson, Mintun,
Phillips; nays none; absent and not voting Ald rmen Drake and Price and was declared passed by
the hiayor. The 0 finance was read the third time, whereupon the Pliayor called for the vote on the

C.�:RTAIN STREETS AND ALLEYS WITHIN A CERTAIN TRACT OF LAND KNOWN AS "WATSON PLACE",SITUATED IN THE;
' CITY OF FAYETIEVILLE,I°IASHINGTON COUNTY,AR.KANSAS,AND FOR OTHER PURPOSES":
WHEREAS,on the 23rd day of March,1925,a Plat was filed in the Office of the Circuit Clerk and
Ex -Officio Recorder in and for the County of Viashington,Grkansas,designated as a Re -plat of
Watson Place,a sub -division of Lot Five(5), Block Eight (8), of the County Court 1lddition to the
City of FEyetteville, Arkansas, as will more fully appear in Record Book 227,page 87,of the Record.
Books in the said office of said Circuit Clerk and .x -officio Recorder of said Washington County,
Arkansas;
WHEREAS,in said plat, above referred to,the owners of the land therein described set aside an
and dedicated to the City of Fayetteville, Arkansas,certain parts of said lands as public streets
' and alleys;
WHEREAS,the persons so owning said lands nd so filing said Plat,desire to have the City of
Fayetteville, Arkansas, to supervise, control, operate, maintain, and exercise full jurisdiction
over said streetsand alleys;
WHEREAS,a certified copy of said Plat, above referred to,has been duly filed with the City
Clerk of the City of Fayetteville, Arkansas,and has been exhibited to each member of the City

Eight (8) of the County Court Addition to the City of Fajretteville, Arkansas, be, and the same
is hereby accepted and ratified by the :aid City of Fayetteville, Arkansas, as public streets
and alleys, and the supervision,control, operation, maintainance and jurisdiction of said
streets and alleys, is by said City of Fayetteville,Arkansas,accepted, and and the same is hereby
in all things assumed.

Present, the Mayor, Clerk, Aldermen Drake, harding, Jackson, Mintun Phillips, Price.
On account of the urgency of other matters the reading of the Minutes was deferred.
The Ootdinance Committee reported back the Ordinance providing for a City Collector and
defining his duties,with certain amendations,and recommended that it do pass as amended.
The.Ordinance was read for information as to the .changes recommended by the Committee. After
some discussion Alderman Price moved that the Ordinance be placed on its third raiding and
final passage. This motion was seconded by Alderman Mintun and received the following vote;
ayes Aldermen Drake, Jackson, Mintun Price; nays Aldermen Harding and Phillips; absent and
not voting none, and was declared passed by the Iviayor, The Ordinance was read the- third time
The' mayor then called for the vot on the passage of the Ordinance, which was as follows;

i That said City Collector shall, immediately after the passage, approval and publi-

appointment to be effective when confirmed by the City Council of the City of Fayetteville
Arkansas. Said City Sollector shall hold his office until the first. regular meeting of the
City Council of the City of F._yetteville, Arkansas, held after the -first Tuesday in April,
1927,or until his successor shall be duly appointed and confirmed. Provided,that at the first
regular meeting of the City Council,after th e first Tuesday in April,1927,and at the cor-
responding meeting thereafter each two years the Mayor shall appoint a City Collector,whose
J� appointment sh,ll be effective when confirmed by the City Council,and who shall hold his ocf�f-2
office for the term of two years,as provided above. Provided further that the s.:id City Co°1-16
� lector may be removed.from office by a vote'of a majority of the City Council,for ineffi-

SECTION III.
It shall be the duty of the City Collector to keepan accurate account of all
moneys receivedg him,in a book provided for th_t purpose,showing the names of the person -1T
or persons fromtiche same is collected,the date of the payment, and the purpose or cause for
\; which the s me is paid; and for each separate sum so collected, he shall issue duplicate
receipts, consecutively numbered. •
SECTION IV.
It'shall also be the duty of the City Collector to collect all license and privi=
�yv lege feesof whatsoever nature and kind;and upon payment of th.4 amount required therefor,tooi
�. deliver to the perc•on entitled thereto,the proper printed license,and also to deliver to the
`It` person paying for and receiving such license,a duplicate receipt showing the date of the payer,
•f` i ment,the name of the person making the payment,and the kind of license or privilege for whic�'-
the paymebt is made,

�j�.j It shall also be the duty of the City Collector to make and prepares, list of the n

report such person to the Poliue Judge or to the Chief of Police for violation of the City
Ordinance, and thereupon the City Attorney shall be required to file an affidavit against _
sue h person and cause him to be proceeded against in the Police C ourts of the City.

It shall also be the duty of the City Collector to.collect all rents due the City
Tater Plant for the use of,water furnished to the inhabitants of.the City of Fayetteville by
said Water Pl:nt,and to deposit such funds in such Bank or Banks as he may be directed by th,,L
Atter Board of.the,City of Fayetteville;to collect all assessments due or to become due on
various Stre.t. Sewer,or other.kinds or classes of Improvement Districts that are now formed
y or may be formed in the City of Ft.yatteville,and after such funds have been so collected by
