On the recommendation of the City Engineer the following building permits were granted;
V1.H.Johnson, residence, on university Street '
R.B.Tilley, East Maple.
After considering the report of the City Engineer as to the change in grade of the R.R.
tracks in West Spring Street Improvement District Number One, the Appeal of the S&n Louis &
San Fransisco Railway Co. was continued to December 22nd, 1924. This was done on motion by
Alderman Lrake, seconded by Alderman Phillips and carried by the following vote; ayes Aldermen
Drake, Harding, Jackson, Mintun, Phillips; nays none; absent nd not voting Alderman Price, an
and so declared by the Cha-
'prpptem. '
Dr. Jewell and Dr. Moore `p�r'esented the matter of paving a block of treadwell Street. After '
due investigation and deliberation, Alderman Phillips moved that the City agrees and undertake
to furnish the engineering :work and to do the excavating for said paving,to-wit one block of
Treadwell Street, from Hill Street to Duncan, on condition that the property owners pay for th
paving. This -motion was seconded by Alderman Jackson and received the following vote;ayes
Aldermen Harding, Jackson, Mintun, Phillips; nays Drake; absent and not voting Alderman Price,
and was declared passed by the pro tem.
On motion the City attorney was instructed to prepare an ordinance covering the operations
of certain kinds of business,and an ammendment to the Occupation Tax providing for the reduct+
tion of the rate of tax on Barbers.
Alderman Drake introduced an Ordinance which was read the first time. Alderman Phillips th�
then moved that the Rules be suspended and the Ordinance placed on its second reading. This
motion was seconded by Alderman Jackson and received the following vote; ayes Aldermen Drake,
Harding, Jackson, Mintun, Phillips; nays none;- absent and not voting Alderman Price, and was
declared passed by the Cta+rman pro tem. The Ordinance was read the second time.
Alderman Jackson then moved that the Ordinance be referred to the City Attorney and the
Ordinance Committee. This motion was seconded by Alderman Phillips, and received the following
vote; ayes Aldermen Drake, Jackson, Mintun, Phillips; nays none; absent and not voting Alderman
Price,and was declared passed by the Qha4=nsahwpro tem.

The weekly report of the Street Commissioner was filed, and Aldermr:n Jackson moved that '
the payroll be approved and the Clerk directed to issue warrants for the same as follows;
Charles Wilcox, $6.00 Doc Taylor, $5.00 D.C.Condra $15.50; This motion was seconded by Alder
man Mintun and received the following vote; ayes Aldermen Drake, Harding Jackson, Mintun.
Phillips; nays none; absent and not voting Alderman Prfee,and was declare d passed by the
Chairman pro tem.
The following bills against the City were referred to the AuditiAg Committee; ,

An ordinance concerning the warrants for the benefit of Hill Avenue Improvement District
was introduces' by Alderman Harding and read the first time.
Alderman J okson moved that the Rules be suspended and the Ordinance placed on its second
reading ;thdb motion was seconded by Alderman Mintun and received the following vote; ayes
Aldermen Drake, Harding, Backson, Mintun, Phillips; nays none absent and not voting Alderman
Prdce,and was declared passed by the Mayor. The Ordinance was read the second time.
On motion the ordinance was then referred to the Ordinance Committee.
Alderman Harding moved that all bills against the City which have been approved by the Aud
iting Committee be allowed and the Claerk directed to issue warrants for the same. This
motion was seconded by Alderman Jackson and received the following vote; ayes Aldermen Drake,
Harding, JaC.ison, Mintun, Philips ; nays none ansent and not voting A derman Price, and was

The Appeal of the Saint Louis & san Fransisco Railway Co. from the assessment in
West Spring Street Improvement District came up for a hearing at this time, and as the re
differemmeawas no further reason for additional delay presented by the representative of the
Ry Co, Mr D.C.Atkinson, who was present,Alderman Harding moved that the Appeal of the Saint
Louis & San Fransisco Ry. Co. be denied in so far as it pertains to the assessment. This
motion was seconded by Ald rman Jackson and received the following vote; ayes Aldermen Drake.

Alderman Harding introduced an Ordinance for the regulating of salesmen and solicitors,
which was read :he first time.Alderman Jackson moved that the Rules be suspended and the
ordinance laced on its second reading. This motion was seconded by Alderman Drake and receive
the following vote; ayes Aldermen Drake, Harding, Jackson, Mintun, Phillips; nays none; absen
and not voting Alderman Price, and was declared passed by the Chprop tem.

An Ordinance to be entitled An Ordinance to amend Item 23 in Ordina
nance Number 531, and for other purposes.
BE IT ORDAINED by the City Councgl of the City of Fayetteville, Arkansas;
SECTION ONE; that Item 23 , Section 2 in Ordinance No. 531, known and designated as the
Occupation Tax Ordinance shall be amended to read as follows;
BARBER SHOPS, each chair the sum of $3.00 per annum"
SECTION TWO; That this Ordinance shall be.in force and take effect from and after the
first day of January, 1925.

WHEREAS;
A pbtition claiming to represent a m6jority in onnership in value of the owners of re
real property on Leverett Avenue from the South line of Douglas Street to the North line of
North Street wa duly filed with the City Council of the City of Fayetteville, Arkansas,on the
first day of December, 1924,asking that said property be created into an improvement District
to be known as North Leverett Avenue Improvement District Number One of the City of Fayettevil
ville, Arkansas,and that the cost of said improvement be assessed against the real property
within said Improvement District;
WHEREAS; did
said City Council of said City of Fayetteville, Arkansas{/Xyon said first day of
December, 1924,order and direct the City Clerk of said City of Fayetteville, Arkansasto give
a notice by publication for two weeks in some newspaper issued and having a general circu-
lation in the City of Fayetteville, Washington County, Arkansas, that such petition had.been
filed and that it would be considered at a meeting of the City Council of said City of
Fayetteville, Arkansas, to be held at the Mayor's Office on the 22nd day of December, 1924,
at 7;30 P.M. and that all property owners might appear before said City Councilon said date
and show cause for or against the creation of such District and, `the making of said improve-
ment ;.

That after careful consideration the City Council of the City of Fayetteville,4/y
finds that there is a total assessed valuation of $16,260.00 on said real property -
within said District according to the last assessment on file in the office of the County
Clerk of Washington County Arkansas, and that persons signing said petition own real property
within said District of the assessed valuation of $11,440.00 according to said assessment. -
SECTION TVIO;
That it is the finding of said City Council of Said City of Fayetteville, Arkansas
that the majority in assessed valuation of owners of real property within North Leverett Avenu
Improvement District Number One of the City of Fayetteville, Arkansas,have'signed-said petitio
and the sadi District is hereby formed by said City Council of said City og Fayetteville, Ark-
anass.
SECTION THREE;
In consideration of said above mentioned petition the said City Council of the s
said City of Fayetteville, Arkansas, has been guided by the certificate of the 000100X
Circuit Clerk of Said County as to the ownership of said real property, and by the.certificate
of the County Clerk of said County as to the assessed valuation of said real property.
SECTION FOUR:
That all resolutions and parts of resolutions in conflict herewith be, and the sa
same are hereby, repealed and this resolution shall be in force and effec$ from and after its
passage and approval.
