WHEREAS,on the let day of December,1924,there wgs duly filed with the City Council of the Cit of Fayetteville, Arkansas,a petition purporting to contain the signatures of a majority in va value of the owners of real property situated in North Leverett Avenue Improvement District Number One of the City of Fayetteville, Arkansas; NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION ONE;That a hearing of said petition to determine whether those persons who have signed said petition constitute a majority in value of the owners of real propertysituated in said Improvement District will be held by said City Council at the Mayor's Office in said. City of Fayetteville, Arkansas on the 22 day of December, 1924,beginning at 7:30 P.M. of said day. SECTION TWO: That the City Clerk of said City of Fayetteville, Arkansas be, and he is here9 by instructed and directed to cause to be published a notice,in accordance with Section One, Act 1250 Acts of Arkansas, 1913,advising all owners of real property within North Leverett Av Avenue Improvement District Number One of the City of Fayettevi lle, Arkansas,that a peti- tion was presented to said City council on the 1 day of December, 1924, requesting that the contemplated improvement be undertaken,and that the cost thereof be charged and assessed stand against the real property within said District and/that on the 22 day of December, 1924, the said City Council will determine whether or not said petition is signed by such majority in assessed valuation. and not voting Alderman Jackson, and was declared passed by the Mayo C.T.Harding. Pursuant to adjournment, the City Council met in the Office of the Mayor at.7;30 P.M. Present and presiding, the Mayor; the city Clerk; Aldermen Drake, Harding, Mintun, Phillips, Price; absent Alderm n Jackson. The minutes of the previous meeting were read and approved, on motion by Alderman Price, seconded by Alderman Harding, and carried by the unanimous vote of the members present, the bill of C.J.Fuller for Steeet Brooms, $llo5O, was allowed and the Clerk was directed to issue a warrant for the same. Appeals from assessments in West Spring Street Improvement District were read as follows; St Louis -San Fransisco Railway Co.; Mrs, NoralDavis; Mrs. Lizzie Johnson; C.W.Winkleman; A.P.Bartley, The Railway Company was represented by Attorney Atkinson and Mr. Toppin; Mrs Nora Davis, Mrs. Lizzie Johnson and A.P.Bartley were represented by their Attorney H.L.P earson; Mr. Wimkleman was not represented. After hearing the representations -of the appellants the Council went into executive assv4 session. A derman Phillips moved that in as much as the assessment against the property of Mrs Nora Davis is in the opinion of the Council a. fair and just assessment of the benefits to be derived, the request for a reduction be denied and the amount be fixed at the sum reported and assessed by the Board of Assessors for the District. This motion was seconded by Alderman Harding and received the following vote.;ayes Aldermen Drake, Harding, Mintun, Phillips, Price; nays none; absent and Not voting Alderman 0!-- Jackson, and was declared passed by the Mayor. The Appeal of Mrs Lizzie Johnson was then investigated. Alderman Phillips moved the as the as sessment was found to be just and equitable, the appeal for a reduction be denied and the assessment stand as reported by the Board of Assessors. The Committee asked for further time to make their report andrecom- mendation based on the Engineer's report, This was granted. ' The report of the Police Judge for the month of November was presented and on motion was referred to the Auditing Committee. The weekly report of the Street Commissioner was received and ordered filed. The report of the Fire Chief was read to the Council and on motion was ordered received and filed. Alderman Jackson moved that the payroll of the street laborers be approved and the Clerk in- structed to issue warrants'in payment of the s me. Payroll;' Charles Wilcox, $16.50; John Zillah $2.50; Henry Barton $3.75; D.C.Condra $23.00; T.N.Webster $15.00 The follo*ing bills against the City were referred to the Auditing Committee;- Schaol Avenue,Improvement District Number One $112.84; East Street Improvement District Number One $85.22 ; Democrat Printing Co $10.75; Ferguson.Lumber Co. $7.24 The repobt of the Fire Committee was read to the Council. Alderrpan Phillips moved that the re ' port be received and spread of record. This motion was seconded by Alderman Jackson and received the following vote; ayes Aldermen Drake, Jackson, Minrun, Phillips, Rrice; nays none; absent and not voting Alderman Harding and was declared passed b;; the Mayor. To the City Council of the City of Fayetteville, Ark. Gentlemen; Fayetteville, Ark. December 8th,1924. REPORT FROM THE FIRE COMMITTEE After due consideration of the City's water supply and the advantage of being able to use thie full supply, it seems to us wise to purchase a larger pumper than the one we already have, and we believe. a 750 gallon pumper would be the most practical one. With the addition of this larger pumper the City would be meeting some of the demands for bet ter fire Insurance Classification,as well as actually giving better protection. We feel it would be advantageous for the full Council to consider the various items in connec tion with the purchase of a pumper,and with this end in view we recommend a resolution be passed embodying this plan. This motion was seconded by Alderman Mintun and received the following vote; ayes Aldermen Drake, Jackson, Mintun, Phillips, Price; nays none; absent and not voting Alderman Hardi ' ing and was declared passed by the Mayor. That said Ordinance was duly published in the "Fayetteville Democrat" within twenty days after its passage,under the hand of the Clerk of said City of Fayetteville, Arkansas.
