motion were
ordered filed.
On motion by Alderman Jackson seconded by Alderman Phillips and carried by the unanimous
vote of the members present a light was ordered installed at the intersection of Mock and La-
fayett.
Aldermen Drake and Harding entered at thisttime.
Alderman Phillips moved that the matter of the dote of the Commissioners of Willow Avenue
to the City be investigated by the City Attorney,and that said Officer be instructed to make
such collection on the same as was possible. This motion was seconded by Alderman Jackson and
carried by the unanimous vote of the Council.

sidewalk grades
on Maple Street, North
side
from
West
Street
to Frisco;
and on South
side from
West to Arkansas.
The City Clerk was directed to prepare a statement of the amount due<the City from the Water
Plant for Office rent to date, and hand same to the City Attorney for collection.
The Council adjourned to Dec. 1st, 1924.

The minutes of the two previous meetings were read add approved.
The Report of the City Collector for the month of November was referred to the Auditing Com.
The Report of the Street Commissioner for the week ending Nov. 29th,1924 was received and fe
filed.
The time for the hearing of the appeals from,the Assessments in West Spring Street Improve-
ment District Number One having arrived, Alderman Harding moved that said hearing be continued to
Friday December 5th,1924. This motion was secohded by Alderman Jackson, and received the follow-
ing vote; ayes Aldermen Drake, Harding, Jackson, Mintun, Phillips; nays none; absent and not vot-
ing Alderman Price,and was declared passed by the Mayor.
Alderman Harding Moved that the Clerk be directed to issue warr nts for the payment of the
street laborers,and the bill of W.A.Gregg for eHpenses of the X.P.parade. This motion was second-
ed by Alderman Mintun, and received the following vote; ayes Aldermen Drake, Harding, Jackson,
Mintun, Phillips; nays none; absent and not voting Alderman Price and was declared passed by the
mayor.

On motion by Alderman Phillips seconded by Alderman Harding and carried by the following vote;
ayes Aldermen Drake, Hardmng, Jackson, Mintun, Phillips; nays nova; absent and not voting Ald-
erman Price ans so declared by the Mayor, Mr. W.H.Rollins, a Justice of the Peace in and for
Washington County Arkansas was appointed to serve as Police Judge during theabsense and inca-
pacity of Judge W.F.Stirman.
Alderman Jackson introduced the following resolution and moved its adoption. This motion was
' seconded by Alderman Phillips and received the following vote; ayes Aldermen Drake, Harding,
Jackson, Mintun, Phillips; nays none; absent and not voting Alderman Price, and was declared pass
ed by the Mayor;

WHEREAS;The City Council of the City of Fayetteville, Arkansas, did at the proper time pass a
resolution levying corporation taxes for 1924; for General purposes 5 mills, for Hospital, 1 mill
for Fire 12 mills; and
WHEREAS; a mistake was made in certifying the Fire levy at 2 mills;
b NOW,THEREFORE, Be it resolved'by the City Council of the City of Fayettbville, Arkansas,
SECTION ONE:That a City or Corporation Tax for General Purposes be levied for the sum of
5 mills; Hospital 1 mill; Fire 12 mills for the year 1924.
Section Two;That the City Clerk be and he is hereby directed to certify to the County Collect
for of 1a.ashington County, Arkansas, a copy of this resolution to the end that said Tax may be
properly extended and collected.
-SECTION THREE;That all resolutions and parts of resolutions in conflict herewith be,and the
same are hereby repealed, and this resolution shall be in force and effect from and after its
passage and approval.

Mr G.A.London presented an application for permission to operate a swimming pool, tea-
room and amusement park,under plans meeting the approval of the State._and City Boards of Health.
On motion by Alderman Harding seconded by Alderman Drake and carried by the unanimous vote of
the Council the permit war. granted.
Alderman Phillips introduced an Ordinance creating West Mountain Street Improvement District
which was read the first time: . -,
Alderman Jackson moved that the Rules be suspended and the Ordinance placed of its sec-
ond reading. This moyion was seconded by Alderman Mintun, and received the following vote;
ayes;. Aldermen Drake, Harding,,Jackson, Mintun, Phillips; nays none;.absent and not voting Al
derman Priee;.and was declared passed by the Mayor. The Ordinance was read the second time.
Alderman Harding then moved.'that the OjgXA## jl Rules be further suspended -and the Ord1n
nance placed on its third reading and final passage. This.motion was seconded by Alderman Min
tun, and received the following vote; ayes Aldermen Drake, Harding, Jackson, Mintun, Phillips

CITY OF FAYETTEVILLE,ARK_kffSAS? INTO AN IMPROVEMENT DISTRICT FOR THE PURPOSE OF IMPROVING
WEST MOUNTAIN STREET,FROM THE WEST LINT: OF SOUTH BLOCK AVENUE TO THE EAST LINE OF SOUTH SCHOG
AVENUE.
WHEREAS, at a meeting of the City Council of the City of Fayetteville, Arkansas, hel
on the 17th day of November, 1924,a petition signed by ten owners of real property within th
District hereinafter described in section one of this ordinance,was presented to said City Co
Council,asking that it take steps toward the making of an improvement, consisting of grading,
rolling and paving with Asphaltic pavement the following streets and parts of streets,as may
be more fully determined by the Board of Improvement of said District, to -wit;
West Mountain Street from the West line of South Block Avenue to the East line of South
School Avenue.
WHEREAS, in said petition it was further prayed that the Council lay off a stipulated
portion of real estate into an Improvement District,for making said improvement;

THE undersigned, ypur petitioners, would respectfully represent and show that a petition
signed by ten property owners in the City of Fayetteville, -Arkansas, and within the territory

NOW.THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION ONE;That a hearing of said petition to determine whether those persons who have
signed said petition constitute a majority in value of the owners of real propertysituated
in said Improvement District will be held by said City Council at the Mayor's Office in
said City of Fayetteville, Arkansas on the 22 day of December, 1924,beginning at 7:30 P.M.

Pursuant to adjournment, the City Council met in the Office of the Mayor at,7;30 P.M.
Present and presiding, the Mayor; the city Clerk; Aldermen Drake, Harding, Mintun, Phillips,
Price; absent Alderm n Jackson.
The minutes of the previous meeting were read and approved,
on motion by Alderman Prince, seconded by Alderman Harding, and carried by the unanimous
vote of the members present, the bill of C.J.Fuller for Street Brooms, $11.50, was allowed
and the Clerk was directed to issue a warrant for the same.
Appeals from assessments in West Spring Street Improvement District were read as follows;
St Louis -San Fransisco Railway Co.; Mrs, Nora,Davis; Mrs. Lizzie Johnson; C.W.Winkleman;
A.P.Bartley.
The Railway Company was represented by Attorney Atkinson and Mr. Toppin;
Mrs Nora Davis, Mrs. Lizzie Johnson and A.P.Bartley were represented by their Attorney
H.L.P earson; Mr. Wimkleman was not represented.
After hearing the representations -of the appellants the Council went into executive aeea#
session.
The appeal of the St.Louis-San Fransisco Railway Co. was first discussed; and there appear-
ing to some facts concerning the same which could not be thoroughly determined without furtheA'

The Appeal o Mrs. Nora Davis was then considered. A Berman Phillips moved that in as much
as the assessment against the -property of Mrs Nora Davis is in the opinion of the Council a.
fair and just assessment of the benefits to be derived, the request for a reduction be denied
and the amount be fixed at the sum reported and assessed by the Board of Assessors for the
District. This motion was seconded by Alderman Harding and received the following vote.;eyes
