The minutes of the previous meeting were read and approved. On motion by Alderman Phillips seconded bq Alderman Harding and car ried by the unanimous vote of the Council the report was received and approved. Alderman Drake introduced an Ordinance providing for an Occupation Tax, v:hich was read the first.time. =lderman Price moved that the Jules be suspended and the ordinance I:laced on its second reading. This motion was secor.��{v� Alderman Jackson and received the following vote; ayes Aldermen Drake, Harding, Jackson,^FFiillips, Price; nays none; absent and not voting none, and was declared passed by the I.:ayor. The ordinance was read the second time, lderman'Price then moved that the Rules be further suspended and the ordinance placed on its third reading and final passage. This motion was seconded. by Alderman Drake and received the following vote; ayes nldermen Drake, Hardding, Jackson, ::intun, Phillips Price,; nays none; absent and not voting none, and was declared passed by the 1:ayor. The ordinance was read the third time. The word "Transient Dealer" for the purpose of this ordinance shall mean and include such person or persons, bbth principal and agent who stop at hotelsor rent rooms at other places to display their goods,or go from house to houseand sell such goods, wares, or merchandise by sample or t-therwise;and deliver their goods at the time or afterwards to t the purchaser or purchasers. SECTION FOUR; Be it further ordained that any person, firm or corporation engaged in two or more businesses, vocations, callings, or professions enumerated in Section 2, of this ord inance,located in the same building, and for which license is required for each,the total av erage license or stock shall govern; provided further all such engagements are all on flat rates, or for a btated amount under separate items herein, then the tax shall be three-fourt the total of the two items, and if in three'items, two-thirds the total of all; and if over three items, one-half of the total items. SECTION FIVE; In all cases wkere the amount to be paid for license depends upon the capital invested or the value of goods, or stock, it shall be the duty of the person applying for such license to render to the City Collector a sworn statement to such capital stock,or the volume of such stocks of goods, and such other and further proof as the City collector will demand to show the actual amonnt of the capital invested, value of goods or stock,and the Ci City Collectorshall not be required to receipt for any money until such proofs are furnished provided that each person, firm or corporation having more than one place of business,each s shall be considered a separate and distinct place of business and assessed as provided in this ordinance.' SECTION] SIX:.411 annual licenses provided for under this ordinance may be issued by the City Collector for six months period.. All licenses shall be paid in full in advanbeannually on the figst day of January of eac tear, and semi-annually shall be payable on July first and January first of each year. SECTION SEVEN; That no license issued under this ordinance shall be transferred,except by the consent of the City Council of the City of -Fayetteville,, Arkansas,and no license shall be trans £erred in any event more than once, and never from one business t6 another. SECTION EIGHT; Any person, firm.or Corporation or agent thereof, violating any of the pro- visions of this ordinamce shall be deemed guilty of a misdemeanor, and upon conviction in the police court of the City, shall be fined in any sum not less than the amount of the license provided for in the section violated, nor more than double ,such amount for each offense, and e each day of said violation shall constitute a separate offense@ SECTION NINE: Each license shall be posted in a conspicuous place where such business or co corporation is carried on and the holder of such license shall immediately show the same to any officer of the City, upon being requested to do so. SECTION TEN: Should any section or provision of this ordinance be for any reason held void or invalid,it shall not affect the validity of any other section or provision theremf, which is not itself void or invalid. SECTION ELVEN: This ordinance shall not repeal provisions for licenses contained in ordina nances previously adopted,except as expressly shown herein. ' SECTION TWELVE: The City Council may by unanimous consent thereof, all present, for the purpose of charity, or when it is shown that the public good requires it,reduce or remit the whole,or any part of the license imposed by this ordinance.
