Petition own real property within said District of the assessed valuation of $38,730.00,
according to said assessment.
SECTION T.iO;That it is the finding of said City Council of said City of Fayetteville,
Arkansas,that the majority in assessed valuation of owners of real property within West Mea
dow Street Improvement Districy Number One of the City of Fayetteville, Arkansas, have signe
said Petiton and the said District is hereby formed by said City Council of the said City of
Fayetteville, Arkansas.
SUCTION THREE;In consideration of the above mentioned Petition,the said City Council of
the Said City of Fayetteville, Arkansas,has been guided by the certificate of the Circuit Cl
Clerk of said County,as to the ownership of said real property,and by the certificate of the
County Clerk of said County, as to the assessed valuation of said real property.
SECTION FOUR; That all Resolutions or parts of Resolutions in conflict herewith be, and '
the same are hereby, repealed,and this Resolution shall be in force and effect from and
after its passage and approval.

Alderman Price introduced a resolution and moved its adoption. This motion was seconded
by Alderman Harding, and received the following vote; Ayes Aldermen Drake, Harding, J ckson, '
Mintun, Phillips, Price; Nays, none; Absent,none. The resolution was declared adopted by the

of Fayetteville, Arkansas,be, and they are hereby appointed as the Board of Improvement for
said District.
That this Resolution be in force and effect from and after itd passage cnd approval.

A request from the Electric Service Company to install a metal sign was grented,on
motion by Alderman Harding,seconded by Alderman Jackson and carried by the unanimous vote
of the Council.
On motion by Alderman Phillips, seconded b, Alderman Jackson and curried by the Unanimou
vote of the Council,.building permits were granted toP.R.Green, J.S.Morton andDr. J.':I.Reed
No further business appearing, the Council adjourned.

Fresent at rolicall, the Mayor, Clerk ,Aldermen Drake, Harding, Jackson, Iiintun, Philli'
lips and Price.
The minutes of the previous meeting were read and approved.
Because of the large number of visitors present, the regular order was suspended In or-
der to hear from them. After a long and exhaustive discussion of the matter of the rock
quarry,during which two communications from interested parties were read,the opposing pat#
ties agreed to attempt to reach an aggreement privately, and departed
The regular order being resumed, the following bills against the City were presented,

Auditing Committee.
The report of the Street Commissioner for the week ending May 31, was received and
ordered f1led. I ;
On motion by Alderman Jackson, seconded by Alderman Ifintun and carried by the unan-
imous vote of the Council the Payroll of the Street workers was ordered paid and the Clerk
was directed to issue warrants for the Same as follows; -
George Redd, 017.50, Charlie "'ilcox, tir15.00, Doc Taylor, 05.00; and Ed Malone'. X16.50,
Application for Building Permits were presented as follows;- ':'aite Phillips, Filling
Station; V.',C,Vlood, Residence;and R.A.Viilliams, Filling Station. On Motion duly put and car
ried it was oddered that the permits be granted, subject to the approval of the City Eng-
ineer
The Auditing Committee reported the following bills against the City as correct and
on motion by Alderman Harding, seconded by Alderman Phillips, and carried by the unanimous
vote of the Council the bills were allowed and ordered paid and the Clerk was instructed t
to issue warrants for the same,to-wit;-

The Report of the Fire Chief showing the activities of the Fire Department for the month
of IJay was presented and read to the Council. In his report the Fire Chief called attention
to the bad condition of 23 of the City's Fire Hydrants, stating that he had called the
attention of the Water Commissioners to the same matter,;whereupon aldermmn Phillips moved
that the later Commissioners be requested to give immediate attention to the repairing of
the hydrants shown to be out of order b;; the report of the Fire Chief,in order to give more
efficient protection to the property adjacent thereto;and that a copy of thi
motion be mailed to the said Commissioners. This motion was seconded by Alderman Brice and
received the following vote;- Ayes Aldermen Drake, Harding, Jackson, Mintun, Phillips and
Price. '
A Petition from a number of Citizens residing on York Street was presented 'to the
Council and on motion was referred to the Street Committee.
r_lder,nan Phillips, seconded by Alderman Price moved that the Fire Chief be directed to
cause the Fire Siren to be sounded in the future, in the case of every fire alarm,in
accordance with the Ordinance respecting the same. This motion received the following vote
Ayes, Aldermen Harding, Jackson, Mintun, Phillips and Price, Nays Alderman Drake whereupon
the Mayor declared the motion carried.

We,the Board of Improvement of West Meadow Street Improvement District Number One of
the City of Fayetteville, Arkansas,respectfully beg leave to report that we have securec th
services of Ratliff & Bird,of the City of Fayetteville, Arkansas,civil engineers, as engine
of said Improvement District; and that they have made the necessary plans, surveys and
estimates,to determine the type of pavement to be used within said District, and to deter-
mine the cost of the same.
Estimates of cost -were submitted on various types of pavement,but,the type of pavement
which has been adopted is commonly known as Asphaltic Pavement,which shall be constructed
on a base suitable to withstand heavy traffic.
detailed estimates of costs and plans, which were p_•epare, by the said Ratliff & Bird,
are submitted herewith for your consideration,
The highest estimated cost of said improvement, exclusive of interest charges, is the
sum of $30,000.00.
To assess the benefits against the various lots, blocksand parcels of real estate
within said District, we recommend that your Honorablr Body appoint b5 Re.solution,as
Assessors,the following quallified electors of the City of Fayetteville', Arkansas,towit;

by Aldemman Drake, this motion received the following vote, Ayes Aldermen Drake, Harping,

The following Resolution was introduced by Alderman Price who moved its admption;
this motion was seconded by Alderman Harding, and received the following vote, Ayes Aldermen

the 2nd. day of June, 1924, th1w was presented to said City Council, By Clyde Walters, Feli
Spencer and H.A.Bridenthal,as the Board of Improvement of Viest Meadow Street Improvement
' District Number One of the City of Fayetteville, Arkansas, their report, together withthe
plans of the work to be done in the construction of the improvement contemplated by said
Improvement District,and the said report having been read in open meeting of said Council,
and said plans having been exhibited to said Council,and to each member thereof, with a
full and complete explanatiom of all the details thereof,and it appearing, from said plans,
that the estimated cost of the construction of said improvement,exclusive of interest charges
and inclusive of contingencies, is the sum of $30,000.00,and the said Council being satis-
fied that said plans will best subserve the purpose of said Improvement District,and that
they are correct;
' NOW THEREFORE BE IT RESOLV M BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,A.JK SAS-
SECTION ONE That said plans, and said report be,ans the same are hereby approved and s
adopted, and that said improvement be constructed according to said plans,and at a cost not
to exceed,exclusive of interest charges, and inclusive of contingencies, the sum of

OF THE CITY COUNCIL,HELD JUNE 9th,1924.
Present at rollcall, the Mayor, Clerk, Aldermen Drake, Harding, Jackson and Price,
Absent Aldermen Mintun and Phillips.
The Minutes of the previous meeting were read and approved.
Visitors being present, the r4 ular order was suspended,and opportunity was
given them to state there business with the Council; whereupon Mr E.B.Wall pre-
sented a request on behalf of Mrs C.E.Thomason for permission to install 'a sep-
tic tank on Lot 17, County Court Subdivision of Section 16, the same being a part
of the City. On motion by Alderman Harding, seconded by Alderman Drake, the re-
quest was gEanted,subject to the supervision and approval of the City Engineer,the
motion having been carried by the unanimous vote of the members present.

The bill for the Street Sweeper, $967.50,was allowed and the Clerk was instructed to iss
issue one warra4t for the sum of $367.59,payable at once, and to issue one warrant for
53600.00 payable August 9th,1924, in payment of the said bill.
The Auditing Committee reported the following bills as correct and on motion by Alderman
Jackson seconded by Alderman Harding and carried by the unanimous vote of the members per -

The report of the Street Commissioner for the week ending June7th was presented and on
motion was ordered received and filed. On motiom by Alderman Harding, seconded by Alderman
jackson and carried b y the unanimous vote of the members present the '.':ee:cly Payroll of the
Street workers was allowed and ordered paid and the Clerk was directed to issue warrants
for the -same as follows; -

The driver of the Street Sweeper reported for the week, that the expense of running the
Sweeper for the week was19.00� and the Clerk was directed to issue a warrant to the driver
T.N.';;ebster, for 0.65. balance due him for'services.
At the request of Mr. Bert Lewls, permission was granted to Hayden Lewis and to James
Lewis to drive an Automobile on the Streets of the City, subject to the approval of the
Chief of Police.
A petition from P.F.Davidson and John P. Smith with reference to the drainage from a
certain alley opening upon North "lashington Avenue, was refferred to the City Engineer,
with power to take such action as seemed besr to him.
A petition from Oliver Lollar for permission to divert the course of a branch into
Walnut Avenue was also reffered t o the City Engineer,with power to act.
On motion by Alderman Jackson, seconded by Alderman Price and carried by the unani-
mous vote of the members present,it r-rwas ordered that the'City Collector be directed to
issue City Auto Lisence Tags to the members of the Fire Department who owned Autos, free
of charge.
On motion b; Alderman Harding, sec.nded by Alderman Drake and carried by the unani-
mous vote of the members present, it was ordered that the City Collector be instructed
that free Auto Lisemce tags were not to be issued'to members of Boards of Commissioners
or other officers of Improvement Districts
On motion by Alderman Jackson, seconded by Alderman Harding , and carried by the unanimous
vote ofthe members present the Mayor was authorized to purchase an automatic Street Marker
for the painting of parking spaces on the paved Streets.
