REGULAR MEETING OF THS CITY COUNCIL,HELD MAY 19th, 1924.
Present; the Wayor,.Clerk, Aldermen Harding, Jackson, Mimtum, Price; absen Aldermen Drake and
Phillips.
The I.2inutes of the previous meeting were rear• and approved.
The Audititg Committee reported the following bills against the City as correct and on motio
by Alderman Price seconded by Alderman Harding they were allowed and the Clerk was directed to
issue warrants for the same;the vote on the motion being Ayes AlderrAen Harding, Jackson, Mintun
Price, absent and not voting Aldermen Drake and Phillips, nays none and so declared by the Mayor.

On motion by Alderman Harding, seconded by Alderman Jackson, and carried by the unanimous vot
of tkxxmmmb the members present the bill of Ed Poore for.fripght and drayage $'9.86; and of
H.l"!.Sanford for ostage, .3.70,and tle ppay-roll of the Street laborers ,to-wi George Reed 129.00
Charlie Wilcox, 18.00; Doc Taylor, $7.50; and Ed Malone, $18.00 were ordered paid and the lerk
was directed to issue warrants for the same.
The hearing on the appeals against the assessments in Annex Number One to Viest Lafayette Stre '
Improvement District Number One tf the City of Fayetteville, Arkansas,was had ,the.date set for
the same having arrived, and after due consideration of the claims set forth by the appellants,
the decision of the Council was announced as shown b y the following action;
On the appeal in behalf of the St. Louis San-Fransisco Railway Co, Alderman Jackson, seconded
by Alderman Mintun moved that the appeal be denied,which resulted in the following vote; -
Ayes, Aldermen Harding, Jaek..on, I.iintun, Price; Nays none, Absent and not voting, Alde men Drake
and Phillips, The Mayor declared the motion carried.
On the appeal of J.B.B1ack,Alderman Harding, seconded by Alderman Price moved that the appeal be

\ the City Limits, asking for the discontinuance of the use of the Johnson farm as a dumping place
for refuse from the City wa presented and discussed;and on motion by Alderman Harding seconded b
by Aldermam Mintun and carried by the unanimous vote of the members present,the Couhcil set the
26th of May as the date for taking action on the Petition.,
On motion by Alderman Harding seconded by Alderman Jackson, and carried by the unanimous vote ,
ff the members present, the sum of $250.00 was appropriated out of the General fund of the City
for the purpose of lighting and otherwise improving the Tourist Camp Ground. and the Clerk was di
directed to issue a warrant for that amount payable to J.R.Bates, Chairman of the Camp Ground
Committee, at such time as he should call for the same.
The resignation of H.W.Sanford as Chief of Police :as presented,assigning the press of privat
business as the reason thereforkiwhereupon Alderaman Price,seconded by Alderman Jackson moved tha
the resignation be accepted,which motion was duly carried.
The account of T.N.';:ebster for running the Street Sweeper, $12.10, was presented and on
motion by Alderman Jaeksbn.seeorideddbPi AladgMann Mintun was ordered paid and the Clerk was r,_
instructed to draw a warrant for the same.
A Petition a -king permission to install a curb gasoline pump at the Sanders Auto Livery was
presented,and on motion duly put and carried was denied,and attention was called to the passage
of a resolution forbidding the installation of curb pumps.
Building permits to ';.C. McConnell and Jno. Skillern were granted upon the recommendation of
the City Engineer.
On motion by Alderman Harding,seconded b; Ald.-rman Jackson and carried by the unanimous
vote of the members present the City ngineer was directed to notif y Heerwagen Bros. Co.
to make preparations for the removal of their curb pump. ,
An Ordinance '•a introduced by Alderman 11intun and read the first time,whereupon Alderman Ha
Harding seconded by Alderman Price moved that the Rules be suspended and the Ordinance placed on
its second reading, which motion was carried by the unanimous vote of the members present.
Alderman Jack on the moved that the Rules be further suspended and the Ordinance placed on its
third reading and final passage. This motion was seconded by Alderman Harding and carried bjr the
following vote, Ayes Aldermen Harding, Jackson, i.fintun, price, Nays none, Absent and not voting A
Aldemmen Drake and Phillips.
The I:iayor then called for the vote on the passage of the Ordinance which was as follows;- Ayes Al
dermen Harding, Jackson, Mintun, Price Nays, noene Absent and not voting Aldermen arake, and Phil
lips. The Mayor declared the Ordinance passed and a copy is as follows; -

WITHIN SCHOOL AVENUs IMPROVEM NT DISTRICT NUMBER ONS OF THis CITY OF FAYETTEVILLE,ARKANSAS.
WHEREAS ,the majority in value of the property holders owning property adjioning•the
locality to be affected,and situated in School Avenue Improvement District Number One of the
Citj of Fayetteville, Arkansas,organized for the purpose of improving b;, grading,rolling and
paving with Asphaltic Pavement, the Streets and parts of Streets within said School Avenue ?:.»
Improvement District Number One of the City of Fayetteville, Arkansas, have petitioned the City C
Council of the City of Fayetteville, Arkansas, for the construction of said improvement;and that
the costs thereof shall be assessed upon thereal property of said District,according to the
benefits to be received; and
H.REAS,said benefit received by each block, lot and parcel of real property situated in said
District,equals or exceeds the local assessment; and

VIHEREAS, the estimated cost of the said improvement is ,$18,568.30;--
NOVI,THEREFORE,BE IT ORDAINED BY THE' CITY COUNCIL OF TH2 CITY OF FAYETTEVILL.�,ARKANSAS;
SECTION ONE: That sais several blocks, lots and parcels of real property in said District
be assessed'a ording to the assessment list for said Improvement District,as the same now
remains in the Office of the Recorder or City Clerk;and that 10 per centum on said blocks,
lots and parcels shall be paid annually on or before the first Monday of.November,until the whole
df the said local assessment shall be paid.
SECTION TWO: That all Ordinances•and parts of Ordinances in conflict herewith, be, and the
same are hereby, repealed, and this Ordinance shall take effect and be in force from and after
its passage, approval and publication.
Passed and approved this 19th day of may,1924.

Alderman Harding introduced to Ordinance which was read the first time, whereupon Alderman
Jackson, seconded by Alderman Nintun,moved that the Rules be suspended and the Ordinance
placed on its second reading, which motion was carried by the following vote, Ayes Aldermen Edi
Harding, Jackson, Mintun, Price, Nays none, Absent and not voting Aldermen Drake, and Phillips
and so.declared by the Mayor.
Alderman L4intun then moved that the Rules befurther suspended and the Ordinance placed on its
third reading and final passage; this motion received the following vote, Ayes Aldermen Hardin g
' Jackson, Mintun, Price, Nays none; Absent and not voting Aldermen Drake and Phillips. The Mayor
declared the motion carried,and then called for the vote on the passage of the Ordinance, which

to be Chief of Police...hereupo# Alderman Mintun Md)ved that the appointment be confirmed. This
motion was seconded by Alderman Price and carried by the unanimous vote of the members present.
No further business appearing, the Council adjourned.

RARULAR IvL.ETING OF THE CITY COUNCIL,HEMAY 26th.1924:

Present; The aMayor, Clerk, Aldermen Drake, Harding, Jackson, I1intun, Phillips and Price.
The Minutes of the previous meeting were read and approved.
There being a number of visitors present, the regular order of buciness was suspended
' and the City Health Officer, Dr. A.S.Gregg,addressed the Council concerning the matter of
sanitation,calling special attention to the urgent necessity of securing a more distant and
suitable place for the disposal of the refuse of the City. It was pointed out that this would
entail additional expense to the Sanitary Policeman,and in order to meet the present and
urgent necessity for immediate relief,the Council was asked to make an appropriation to pay
this increased expense.
Thereupon Alderman Jackson seconded by Alderman Harding,moved that,the sum of $50.00
additional salary be paid to J.PI.Shelley, Sanitary Policeman,per month for the next succeed-
ing two manths,ot be continued indefinately,unless and until other. -arrangements were made.
This motion was carried by the following vote; Ayes Aldermen Drake, Harding, Jackson, Mintun,
Phillips and Price.
' W.J.Reynolds then addressed the Council,calling attention to the excellent work done by
the City Health Officer,and requested the Council to increase the salary attached to the
position. Alderman Phillips, seconded by Alderman Harding moved that the salary of the City H
health Officer be increased to $75.00 per month,the increase to be effective from date.
This motion was carried by the following vote; Ayes Aldermen Drake, Harding, Jackson, Mintun, P
Phillips and Price. I "-`Ne_
A special 'ommittee consisting of Aldermarc., Mintun and Harding was appointed to act nth the
City Attorney in preparing an Ordinance providing for an Occupation Tax to be presented to the
Council ay the earliest possible date.
In compliance with the invitation of the Council, the Commissioners of 7.est Lafayette
Improvement District met with the Council and discussed the ways and means of resurfacing
the Streets of that District.
On motion by Alderman Jackson seconded by Alderman Price, a Committee. was appointed to
