Alderman Price introduced the following Ordinance, which was read to the Coun oil
!'Thereupon Alderman Price,seconded by Alderman Harding Moved that the Rules be suspended and
the Ordinance placed on its second Reading, which motion was carried by the unanimous vote o
of the .ouncil.
Aldermam Phillips then Moved that the Rules*be further suspended and the Ordinance
placed on it third Reading an& final passage, which motion was seconded bl, Alderman Harding
and carried by the unanimous vote of the Council. •

Respectfully submit to your Honorable Body that the undersigned on
this dateawarded a contract to the Bryan-,.bshire Company -for a street sweeper for the total sum
of w967.50,divided as follows;Sweeper attachment', N305.00, Fordson Tractor with four solid
rubber tires, .;662.50, F.0 B. Fayetteville.
The sprinkler attachment was not included in the bid.
The contract was awarded subject to the approvaland acceptance by the City Council.of the
street sweepr8.

WHEREAS the City of Fayetteville and property owners -therein have,and are not:; improving
the Streets of Fayetteville by paving adjacent to and a continuation of Cemetery Street
therein,and
i'IEEREAS Cemetery Street runs through the property of the United States Government,and
for that reason must be improved by the property owners under the Arkansas Law,and
WHEREAS,Cemetery Street for a distance of two Blocksadjacent to the National Cemetery
in Fayetteville Arkansas is in a very bad condition,and should be paved for the convenience
of the travelling publicand for the benefit of the Government property;
THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF `i'HE. CITY OF FAYi;TTEVILLE7ARKANSAS;
SECTION ONE; That Congressman John N. Tillman be, and he is hereby, requested to use all
efforts possible to secure an appropriation and cause said Cemetery Street•to be paved by the

on said street to remove the same without further delay; and if said obstructions be not
removed within ten days from this date that the City.Attorney be, and he is hereby,ordered to
start such proceedingsas are necessary to cause aid street to be opened for the use of the
travelling public.
SECTION TWO: That,all Ordinances and resolutions in conflict with this resolution be,
and the same are hereby repealed, and that this resolution be in force andtake effect from

The City Engineer reported as to the necessary grading for sidewalks on East Spring
Street, that at a rough estimate, the cost would be form $350.00 to $400.00,
Whereupon Alderman Harding, seconded by Alderman Jackaon,moved that the grading for said
sidewalks,towit;- .on the South side of East Spring Street between Willow Avenue and.Fletcher
Avenue be made under the supervision of the City Engineer. This motion was carried by the
unanimous vote of the City Council,
Alderman Harding,seconded by Alderman Price, moved that the City Clerk be directed to
notify the property owners,in due form,that the City Council had ordered the construction of
sidewalks along the -East side of East Spring Street between Willow Avenue and Fletcher Avenue
said nitices to issue when the City :Engineer should have furnished a list of the owners of
the property involved, tthis motion was crrried by the unanimoud vote of the Council.
The Board of Commissioners of South College Avenue Improvement District Number One filed
their Report,'and the Plans for the improvement of tye Sadi District, whereupon Alderman Hard
ding,seconded by Alderman Mintun, moved that the report be received, approved, filed and
spread of record.The vote on this motion was as follows;- Ayes, Ladermem.Drake, Harding,
Mintun, Jackson, Phillips and Price, Nays none, Absent and not voting, none.and the Idayor

services of Ratliff & Bird,of the City of Fayetteville, Arkansas,civil engineers, as engin-
eers of said Improvement District;that they have made the necessary plans,surveys and esti-
mates,ot determine the type of pavement of be used within said District and to determine the
cost of the same.
Estimates of cost were submitted on various types of pavement,but the type of pavement
which has been adopted is commonly known as Asphaltic Pavement,which shall be constructed
on a base suitable to withstand heavy traffic.
Detailed estimates os cost and plans,w✓hich were prepared by the said Ratliff& Bd rd.,
are submitted herewith for your consideration..
The highest estimated cost of said improvement,exclusive of interest charges, is the sum

The Second Petition for best Meadow Strejt Improvement District was filed with the Counci

The undersigned, your Petitioners, would respectfully represent and show that a Petition
signed by more than ten property owners in the City of Fayetteville, Arkansas, and within the
territory described within said Petition, was presented to your Honorable Body on the 17th day
of March, 1924, praying that your Body take all necessary steps for the creation of an Improve-
ment District, embraced in the territory described in -said Petition, for the purpose of improving
by grading, rolling and paving with Asphaltic Pavement, the following Streets and parts of Streets,
as hereinafter described:
West Meadow Street, from the `Jest line of North Block Avenue to the East line of North West
Avenue; North Locust Avenue, from the South line of West Spring Street to the North line of West
Center Street; and North Church Avenue, from the South line of West Spring Street to the North
line of West Center Street.
That your Honorable Body passed an Ordinance, numbered 506, laying off the territory described
in said Petition, and herein set forth, which Ordinance was duly passed on the 17th day of March,
1924.
That the said Ordinance was duly published in the "Fayetteville Democrat" within twenty days
after its passage, under the hand of the Clerk of the said City of Fayetteville, Arkansas.
WHEREFORE, the undersigned, claiming to be a majority in value of the owners of real property
within West Meadow Street Improvement District Number One of the City of Fayetteville, Arkansas,
and described within the said Petition and Ordinance herein set forth, pray that such improvement
be undertaken, and that the cost thereof be assessed and charged against the real property situated
within such District, and that the said District be for the purpose of carrying out the improve-
ment herein set forth. And, said Petitioners ask that said improvement shall not exceed in cost
forty per cent of the assessed valuation of the property within said District, which District is to

Alderman•Jackson introduced the following resolution and moved its adoption; the
motion was seconded bl, Alderman Price and carried by the following vote: Ayes, Aldermen
Drake, Harding, Jackson, Idinton, Phillips, Price and so declared by the mayor.
WHEREAS, on the•5th,day of Ida.y, 1924, there was duly filed with the City Council of
the City of Fayetteville, Arkansas, a petition purporting to contain the signatures of a
majority in value of the owners of real property situated in Ylest Meadow Street Improvement
District lumber One of the City of Fayetteville, Arkansas;
NOU, THEREFORE, BE IT RESOLVE BY THE CI'T'Y COUNCIL OF THE CITY OF FAYE.TTEVILLE',
ARKANSAS:
SECTION ONE: That a hearing of said petition to determine whether those persons who
have signed said petition constitute a majority in value of the owners of real property
situated in said Improvement District will be held by said City Council at the I.ayor's Office
in said City of Fayetteville, Arkansas, on the 26th day of May, 1924, beginning at 7:30 P, Ile
of said day.
SECTION TWO: That the City Clerk of the City of Fayetteville, Arkansas, be, and he is
hereby instructed and directed, to cause to be published a notice in accordance with Section
One, Act 125, Acts of Arkansas, 1913, advising all owners of real property within West 1.1eadow
Street Improvement District Number One of the City of Fayetteville, Arkansas, that a petition
was presented to the said City Council, Isley 5, 1924, requesting that the contemplated improve-
ment be undertaken, and that the cost thereof be charged and assessed against the real property
within said district, and that on the 26th day of Ajay, 1924, the said City Council will deter-
mine whether or not said petition is signed by such majority in assessed valuation.

Alderman Price introduced an Ordinance, which was duly read the first time.' There-
upon, Alderman Jackson moved that the rules be suspended and the Ordinance be,placed upon its
second reading, which motion was duly seconded by Alderman Price, and resulted in the following
vote: Ayes: Aldermen Drake, Harding, Jackson, Minton, Phillips, Price, Nayes: None. Absent
and not voting: None. The Mayor declared the motion adopted, and the Ordinance was then read
the second time. Whereupon?, Alderman Harding moved that the rules be further suspended, and
the Ordinance placed upon its third reading and final passage, which motion was duly seconded
by Alderman Price, and resulted in the following vote: Ayes: Aldermen Drabe, Harding, Jackson,
Minton, Phillips, Price. Nayes: None. Absent and not voting: None. The Ivlayor declared the
motion adopted, and the Ordinance was then read the third time.' The Mayor then asked for a
roll call on the final passage of the Ordinance, which resulted in the following vote: Ayes:

AN .ORDI]JANCE TO BE ENTITLED. "AN ORDINANCE TO PROVIDE FOR TIE PERMANENT IMPROVEMENT
OF THE INTERSECTIONS OF C'EF.TII1 STREETS WITHIN THE CITY OF FAYETTEVILLE, ARKANSAS, AND FOR
OTHER PURPOSES."
NHEREAS, there has been formed and created within the corporate limits of the City
of Fayettevilie, Arkansas, a certain Improvement District, known as University Improvement
District Number One of the City of Fayetteville, Arkansas:
WHEREAS, it is the policy of the City of Fayetteville to aid in constructing and
maintaining permanent streets, constructed under the improvement district plan; and
WHERELS', the City of Fayetteville has assumed part of the expense of improving
streets in other improvement districts;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL 'OF TIE CITY OF FAYETTEVILLE', ARKANSAS:
SECTION ONE: That there is hereby appropriated out of the General Fund of the City of
Fayetteville, Arkansas, the sum of Seven Thousand Five Hundred ($7,500.00) Dollars, to be used
by the Board of Commissioners of University Improvement District Number One of the City of
Fayetteville, Arkansas, in permanently paving the intersections of all streets within said
Improvement District; and otherwise permanently improving the same.
SECTION TWO: That the City Clerk of tie City of Fayetteville, Arkansas, be, and he is
hereby, instructed to draw ten warrants of equal amounts, in favor of whomever said Board of
Commissioners shall designate, and at such times as said Board may request, not to exceed in
the aggregate, however, the sum of Seven Thousand Five Hundred ($'7,500.00) Dollars. Said ten
warrants shall be drawn serially, so that one warrant shall become due and payable each year
after date of issue.
SECTION THREE: That this Ordinance shall take effect and be in force from and after
its passage, approval and publication.
