REGULAR IEETING OF THE CITY COUNCIL,HELD APRIL14th,1924.
Present, Thae Mayor, Clerk, Alderman, Drake, Jackson, Mintun, Harding, Phillips, Price,
The Llinutes of three previous meetings were read and approved.
City Health Officer, Dr A.S.Gregg was present and at the request of the Mayor addressed the
Council with special -reference to the unsanitary condition of the City Wagon Yard. The recommend
ationd of Dr. Gregg were taken under consideration and early action in the matter was promised.
The following bills against the City were presented and on motion duly put and carried were
referred to the Auditing Committee; -
American La France Fire Engine Co $64.64; North-west Ark. Lbr. Co. $6.50; S*W. Bell Tel. Co.
$6.75; Fugitt Idotor Co. $14.00; D:W.Read $2.75; Moreno- Burkham Constr. Co. $20.00.
' The following bills were returned by the Audiding Committee duly approved and om motion by
Alderman Price, seconded by Ald erman Jackson, and carried by the following vote were ordered paid
and the Clerk was directed to issue warrants for the same;- Ayes 'Aldermen Drake, Heading,
Jackson, 1.1intun, Phillips, Price Nays none absent and not voting none.

The. Reports of the Police Judge and of the City Collrctnr were ordered received and filed.
On motion duly put and carried a building permit was granted to Oliver Lollar.
The Report of.the Fire Chief was read to the Council and was ordered filed.
The Report of the Street Commisioner was received.showing the following amounts due for
labor;- Charlie Wilcox, $18.00; Floyd Meadows, $2.50;Doc Taylor, $2.50; Dillard ^uarles $7.50.
On motion by Alderman Price seconded by AldermanMintun and carried by the unanimous vote of the
Council the above amounts were ordered paid and the Clerk was directed to draw warrants for the
same.
Alderman Phillips introduced the following resolution and moved its adoption,which was
sennc__onded,by AldermanHarding and carried by the unanimous vote of the Council;-
RESOLUTION.
12eeit resolved by the City Counoil of the City of Fayetteville, Arkansas;
t•SECTION ONE: That it shall hereafter be the duty of the Fire Chief to flush and test each fire
hydrant in the Cityonce every thirty days,and to report in writiAg to the City Council on the
first of each month the condition in which he finds said hydrants.
Si.CTION TWO; That should said Fire Chief find any fire hydrants in need of repair,or out of
;;order, it will be his duty,to at once notify the Superintendent of the Water Plant who. shall
at the nett meeting of the City Council notify said Council, in writing,the condition of each
;,hydrant so in need of repair and state the requirements needed to place the same in proper

Alderman Harding introduced the following resolution and moved its adoption, which was
seconded by Alderman Price and carried by the unanimous vote of the Council;
RESOLUTION.
VlHER^AS, sundry persons have placed buildin s and other obstructions in the ten foot alley
extending from a point in the center of Block 2 ,original town (now•City) of Fayetteville, Arkan
..sas,from South College Avenue to the alley immeiately East of the Pearson Building,in said
.Block, said ten foot alley bding between lots lto6 inclusive,which adjoin said alley on the
North, and lots 14 to 19 which adjoin said alley on the South in said Block
THEREFORE, be it resolved by the City Council of the City of Fayetteville,, Arkansas,that the
Chief of Ploice notify the owners of said buildings,:3or the persons maintaining obstructions upon
-said alley.ot remove said obstructions •vaithin ten days from this date,and
' BE IT further resolved,that if said obstruction are not removed from upon said alley within
ten days from this date the City Attorney is hereby ordered and directed to file such suit or
suits as may be necessary to remove the obstructions upon said alley,and prosecute the parties
' maintaining the same thereon.
The maintaining of said obstructions nponsaid alley being hereby declared a nuisance and a
violation of Ordinance No. 324 of the City of Fayetteville, Arkamsas.

•day of April.1924,0.B.Franke, Geo. E Bryan andl.W.Guisinger three ovmers of real property within
the limits of South College Avenue Improvement District Number One of the City of F yetteville,
Arkansas,were duly appointed as the Board of Improvement for said District;
WHEREAS; it has developed that the said Geo. E. Bryan is not now qualified to serve as a member
of said Board;
NOW,THEREFOR.,BE IT P.ESOLV:M BY THs CITY COUNCIL OF THE CITY OF FAYETT�,VILLE,ARKANSAS;
SECTION ONS; That C.B.Franke, Ivan M.Mayes and I.W.Guisinger, three owners of rea; property
within the limits of .South College Avenue Improvement District Number One of the City of
Fayetteville, Arkansas,be, and they are hereby,appointed as the Board of Improvement for said
District.

same are hereby repealed,and this resolution shall be in force and take effect from and after it .

The Mayor then presented the matter of the Clean-up Week to the Council and on motion by
Alderman Price,seconded by Alderman Mintunand carried bZ, the following vote;- Ayes Alderman
(Drake, TAintun, Za:ckson,Price, Nays Aldermen Harding, Phillips; the Mayor was authorized to
assist in the Clean-up to the extent of •S`'50.p0,to be paid out of the General Fund of the City.
Alderman Price introduced the following resolution and moved its adoption which was seconded
by Alderman Harding and carried by the unanimous vote of the Council;

SECTION ONE: That the City Clerk request the Arkansas Railroad Cmmission to set a date for

a hearing,at Fayetteville, Arkansas, with the St. Louis and San Franisco Railway Company for th
purpose of requiring said Company to erect proper passenger and fribight depots for said City.

Present;- The.Mayor, Clerk, Aldermen Drake, Harding, Jackson, Mintun; Absent Aldermen
Phillips,and Price.
The Minutes of the previous meeting were read and approved.
The Mayor presented again, the matter of the expense of Clean-up Week and called attention
to the fact that the ~350.00 appropriated for the hauling of refuse was exhr.Iusted and the work
not completed, whereupon Alderman Jackson, moved that the Mayor be authorized to expend an
additional sum, not to exceed N50.00,for the purpose of completing the work, This was seconded
by Alderman Drake and carried by the following vote;- Ayes Aldermen Drake, Harding, Jackson and
IrIintun, Nays none Absent and not voting, Aldermen Phillips and Price.'T'he mayor declared the
motion carried .
The wekkly report of the Street Comr. was read and on motion was ordered filed.
The following ammounts due Street Laborers, as shown by the Street Commissioner's Report,
together with the two bills against the City were approved ,and ordered paid ,and on motion
duly put and carried by the unanimous vote of the members present were ordered paid; -

Building Permits were granted as follows;- To H.L.Rozencrans,a dwelling; J.A.'llomack, A
sleeping Poarch;
A Petition signed by a number of Citizens on South Willow Street praying that the said Stree
be further opened,was referred to the City Engineer, with instructions to investigate and report

1:HEREAS, At a meeting of the City Council of the City of Fayetteville, Arkansas,March 24, 1924,
Jeff L. Davis, Frank Barr and F.P.Hall were appointed a Board of Assessment for Annex Number
One to University Improvement District Number One of the•City of Fayetteville, Arkansas, and
IiHERS, Said Jeff L. Davis, Frank Barr and F.P.Hall have expressed their willingness t6 serve ,
on said Board but were not qualified within ten days as prescribed by law,
NO`? TH''RrFORE?,BE IT RESOLVED ,by the City Council of the City of Fayetteville, Arkansas, that
Jeff L.Davis, Frank Barr and F.P.Hall,three electors within the -City of Fayetteville, Arkansas,
are hereby appointed to constitute a Board of Assessors for Annex Number One to University
Improvement District Number One of the City of Fayetteville, Arkansas.
