TO THE MAYOR AND CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS:
17e, the undersigned Board of Election Commissioners of Washington County, Arkansas, hereby
certify that in the General Election held in the City of Fayetteville, Arkansas, on Tuesday,
April 1, 19249 the following officials were elected, to -wit:
Lee Seamster, City Attorney;
J. C. Massie, City Clerk;
J. M. Phillips,.Alderman of -the First Ward,
N. F. Drake, Alderman of the Second Ward,
Co T. Harding, Alderman of the Third Ward.

Whereupon the Police Judge administered the oath of office to J.M.Phillips amd C.T.Harding
as Aldermen, to Lee Seamster as City Attorney,and to J.C.Massie aw City Clerk.
(� The Mayor then called the Ciuncil to order and the roll -call showed the following present;
Aldermen Harding, Mintun, Jackson, Phillips,asd Price and Stephens. The Mayor announced that
as Dr. N.F.Drake had not qualified by taking the required oath, Alderman Stephens would hold
over until such time as Dr. Drake should so qualify.

The Mayor than announced the appointment of A.L.Collier as a member of the Board of Public
Affaird.and asked for confirmation by the Council. Whereupon Alderman Price Moved the appoint-
ment be appnov , seconded by Alderman Phillips, The vote resulted as follows;- Ayes Price,
Phillips, Mintun, Nays Jackson, Harding, Stephens. There being a tie, the Mayor cast the deciding
vote and announced the m1tion carried.
Alderman Price introduced an Ordinance to be entitled

Rules be.suspended and the Ordinance placed on its second reading, Carried by the unanimous
vote of the Council
Alderman Phillips seconded by Alde4man Jackson then moved the Rules be further suspended and the
Ordinance placed, on its third reading and final passage; carried by the unanimous vote of the
Council.
The Idayor then walled for the vote on the passage of the Ordinance, which was as follows; -
Ayes Aldermen Harding, Jackson, Mintun, Phillips, Price, Stephens, Nays None, Absent and not
voting, none. The Mayor then declared the Ordinance passed. A copy is as follows; -

Fayetteville, Arkansas,a certain Im rovement District, known as Anne No. One to Mont Nord loriyr
Improvement District Number One of the City of Fayetteville, Aria s,
WHEREAS,It is the policy cf the City of -Fayetteville Akkansasnin construction and maintain-
ing permanent Streets, constructed under the Improvement District Plan; and
WHEREAS, The City of Fayetteville has assumed part of the expense of improving streets in

NOW,THEREFOR R,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS,;
SECTION ONE: That htere is hereby appropria-ted out of the General Fund. -of the City of Fayette,
ville, Arkansas, the sum of $3000.00 to be used by the Board of Commissioners of Annex Number Ona,
to Mont Nord Im rovement District Number One of the City of Fayetteville, Arksnj,a*, in
permanently paving the intersections of all streets within said Improvement District and
otherwise permanently improving the same. I I ,
SECTION TWO: That the City Clerk of the City of Fayetteville, A kansas, be, and he is hereby
instructed to draw five warrants of equal amounts in favor of w5omsoever the said Board of
Commissioners may designate, and -at such times as said Board may request, not to exceed'in the
aggregate however,the sum of three thousand (40'3.000.00) dollars, Said five -warrants shall be
drawn serially, so that one warrant shall become due and payable each year after date of issue.
SECTION THREE: That this Ordinance shall take effect and be in force from and after its
passage, approval and publication.

THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS,
SECTION ONE; That pursuant to said Ordinance and aggreement contained therein the Mayor and the
City Clerk of the City of Fayetteville, Arkansas, are directed to Tissue warrants payable to
bearer and deliver said warrants to the order of the Commissioners of Annex Number One to Idomt
Nord Improvement District Number One Of the City if Fatetteville, Arkansas, for the Purpose
aforesaid of paying for the improvement of the intersection of certain streets and other
improvement within Annex Number One to Mont Nord Improvement District Number One Of th City ff
Fayetteville, Arkansas, Said warrants to be issued and made payable as follows;
One warrant for the sum of $600.00 payable July 1st; 1924,and one forth of the balAhce to be
paid in annual installments on the first of each July thereafter for rour years.
In case of default in the payment of any annual installment of the contract herein at
maturity,then, inthat event, such defaulted installemnts shall draw interest at the rate of 8%
per annumfrom maturity until paid, as penalty for failure to pay said installment when due.
SECTION TWO; That all Ordinances in conflict herewith are hereby repealed, and this -Ordinance
shall be in force and take effect from and after its passage, appr val and publication.

the County Clerk of Washington County Arkansas, and that persons signing said Petitionown
real property within said District of the assessed valuation of $69,200,.00 according to said
assessment.

etteville, Arkansas, that the majority in assessed valuation of owner§ of real property within
South College Avenue Improvement District Number One of the City of Fayetteville, Arkansas,•

Whereas A petition claiming to represent a majority in value of the owners of property on XKx
North West Avenue from the South line of West Dickson Street To the South line of West Spring
Street, North Locust Avenue from the South line of West Dickson street to the North line of
West Spring Street, and West Spring Street from the East line of of North West Avenue to the
West line of North Church Avenua, was duly filed with the City Council, of the City of Fayette-
ville, Ariansas on the 10th day of March 1924, asking that said property be created into an
Improvement District to be known as West Spring Street Improvement District Number One Of the ft
City of Fayetteville, Arkansas.,
Whereas said City Council of said City of Fayetteville, Arkansas, did on said 10th day of

by proper resolution, did appoint A.H.Markle, H.C.Evins and U.L.Smelser, three qualified
electorsof the City of Fayetteville, Arkansas,a Board of assessment.for the purpose of
assessing the benefits to be received by each lot ,block and parcel orother subdivision of
real property within Annex Number One to West Lafayette Avenue .ImprovementhDistrictvNumbe rfOne .,
of said City and,
WHEREAS$ Said electors and each of them have failed to qualify as provided by-law within the
time provided by law.
Now ,therefore be it resolved by the City Council of the City off Fayetteville, Arkansas,
That W.L.Crouch, E.M.Allison and U.L.Smelser, three qualified electors of the City of Fayette-
ville Arkansas, are hereby elected and appoi nted to constitute a Board of Assessment for the•

A communication from Mrs. Wyatt was read by the Clerk, and on motion was referred.to the
Street Committee.
A bill for the Election expense was presented by the Secretary of the Election Commissioners
Mr. Geo. A. Hurst, for $102.89. On motion by Alderman Harding, seconded b Alderman Price and
carried by the unanimous vote of the Council was ordered allowed and the Clerk was directed to d
draw a warrant on the City General Fund For the same 1
Motion by Alderman Harding, seconded by Alderman Price;- That the City Engineer be directed
to supervise and inspect the concrete paving now being.put in on South Block :;.Avenue. Carried
Motion bl Alderman Stephens, seconded by Alderman Jackson; That all entertainment con -
sessions for the three days of the meeting of the State Convention of the American Legion
be granted to the Legion. Carried.
No further business appearing, the Mayor declared the Council adjourned.

CALLED M,JETING OF TIE CITY COUNCIL MID APRIL 14th,1924.
Pursuant to a call by the Mayor, the City Council met to consider the project of purchasing
a Street cleaning machine.
Dr. N.F.Drake was present and the Mayor administeder the oath if office to him as Alderman
from the Second Ward,
The Rollcall showed as being present, Aldermen Drake, Mintun, Harding,'Phillips,and Price.
The representatives of six different Companies were present and set forth -the merits of C4.7
their various machines,the prices of which ranged from about ane thousand dollars to eighty-
five hundred dollars.
After some discussion by the members of the Council,the representatives were called in
and informed by the Mayor that the Council desired to take more time for the consideration
of the matter and would inform them of their prop oesd action in the near future.
The Council then adjourned.
