with Asphaltic Pavement,the said Streets and parts of Streets,as may be more fully determined here-
after by the Board of Improvement of said Improvement District,
SECTION FOUR: That this Ordinance be in force and effect from and after its passage,approval,
and publication;and all Ordinances and parts of Ordinances in conflict herewith be,and th'e same
are ,hereby repealed.

The City Engineer appeared before the Council in reference to the assessment of benefits
on the property of the St.Louis San Francisco Railway Company's property in various Improvement
Districts of the City.
The City Attorney appeared before the Council in reference to some decisions of the Police
Judge;the Mayor informed the City Attorney that this matter was between himself and the Police
Judge and the Council had no concern therewith. •
There being no further business before the Council,adjournment at 8:30 p.m.

The Second Petition of South College Avenue Improvement District Number -One of the City of
Fayetteville,Arkansas was read.to the Council and on motion made by Aldo Jackson•,seconded by Ald.

Nayes: None,and so declared•by the Mayor said Petition was received,filed and spread of record,

THE undersign-
ed,your Petioners,would respectfully represent and show that a Petition signed by more -than ten
property owners in the City of Fayetteville,Arkansas,and within the territory described within
said Petition,was presented to your Honorable Body on the Ioth day of March,I924,praying that

your Bpdy take all necessary steps for the creation of an Improvement District,embraced in the
territory described -in said Petition,for the purpose of improving by grading,rolling and paving
with Asphaltic Pavement,the following Streets and parts of Streets,as hereinafter described.to-wit;

Reek Street from the East line of South College Avenue to the West line of South Block Avenue;East

That your Honorable Body passed an Ordinance numbered 505,laying off the territory described

WHEREFORE, the undersigned,claiming to be a majority in value of the owners of real property

of the owners of real property situated in South College Avenue Improvement District Number One

NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF TIM CITY OF FAYET.TEVILLE,ARKANSAS:
SECTION ONE: That a hearing of said Petition to determine whether those persons who have sign-
ed said Petition constitute a majority in value of the owners of real property situated in said
Improvement District will be held by said City Council at the Mayor's Office in said City of Fay-
etteville,Arkansas,on the 7th day of April,I924,beginning at 7:30 P.M.of said day.

Ordinance No.506 was introduced and read for the fmrst time;wherrupon Aldo Jackson moved that
the Rules be suspended and the Ordinance be placed upon its second reading;this motion was second-
ed by Ald. Harding and carried by the following vote;Ayes,Aldermen Price,Harding,Jackson,Stephens,
Mintun, Nayes; None,and so declared by the Idayor. A1d.Harding then moved that the Rules be fur-
ther suspended and the Ordinance be placed upon its third reading and final.passage;•this motion

STREET-,FRONITHE. WEST LINT OF NORTH BLOCK AVENUE TO THE EAST LINE OF NORTH WEST AVENUE;NORTH LOCUST
AVENUE,FROM THE SOUTH LINE OF WEST SPRING STREET TO THE NORTH LINE OF WEST CENTER STREET;AND NORTH

Mr. J.C.Massey appeared before the Council in reference to the City's aiding in the pavement
of South Block Street. On motion made by A1d.Harding,seconded by A1d.Mintun and carried by the
unanimous vote of the Council,the 6ity of Fayetteville obligated itself to provide the necessa-
ry funds to.paSr for grading and rolling South Block Street from South Street to Rock Street,
provided the citizens residing on this ®treat raise sufficient funds to finance the paving of
said Street.
The following Resolution was introduced by Ald. Price,who moved its adoption;,this
motion was seconded by Ald. Harding and the vote thereon was as £ollows:,Ayes, Aldermen Price,
Harding,Jackson,Stephens,Mintun, Nayes: None. The Mayor then declared the Resolution adopt-
ed and a copy of said Resolution is as follows:

One to University Improvement District Number One of the City of Fayetteville.Arkansas,by reason

Ald. Harding presented to the Council a proposition in regard to the paving a portion of East
Center Street between the Court House and the Ozark Theater building. On motion made by Ald.
Harding,seconded by A1d.Jackson and carried by the unanimous vote of the Council,the City of
Fayetteville obligates itself to pay one-third of the cost of paving East Center Street from
the East line of North College Avenue,thence M stlh Sixty-six(66) feet on`said East Center Street,
provided that Washington County and Mr J.M.Williams pay the remaining two-thirds of the cost of
said paving,and further provided that the total cost of the City's one-third of this paving shall
not exceed the sum of Two Hundred t $j 200.00) Dollars.

Air G.A.Hurst appeared before the Council and made a statement regarding his fee for perform-
ing the necessary preliminary legal work in Annex No.I. To West La Fayette Improvement District
Number One of the City of Fayetteville,Arkansas;and on motion made by A1d.Jackson,seconded by
Ald. Price and carried by the following vote: Ayes, Aldermen Price,Harding,Jackson,Stephend,
Mintun, Nayes; None,and so declared by the Mayor, Lldermen Harding,Mintun,and Price were ap-
pointed a Committee to confer with the Board of Commissioners of Annex Number One to West La-
Fayette Avenue Improvement District Number One of the City of Fayetteville,Arkansas,as•to the
payment of the fee to Mr -Hurst for the work done by Mr.Hurst for said Improvement District,
The City 'Engineer appeared before the Council in reference to a "Dummy Policeman Traffic
Light " to be installed at the intersection of Last Center Street and College Avenue;and also
in regard to the opening of.the alley in rear of.the old Oriental Hotel,said property now being
owned by Mr.Ward. On motion made by Ald. Harding,seconded by A1d.Jackson and carried by the
unanimous vote of the Council,the City Attorney was directed by the Council to investigate the
legal side of the question of opening said alley and to make a Report thereon at the next meet-
ing of the Council. '
Ald. Jackson made a state ment to the Council in reference to the grading of
Leverett Street ,cast of the limits of University Improvement District Number One of The City Of
Fayetteville,Arkansas. On motion made by A1d.Jackson,seconded by A1d.Mintun and carried by the
unanimous vote of the Council ,further filling of Leverett Street was authorized by the Council,
the dirt used in making this fill to cost not to excee d twenty-five cents per load.

materials shown by said Report as follows:
