paving with Asphaltic Pavement,the said Streets and parts of Streets,as may be more fully de-
termined hereafter by the Board of Improvement of said Improvement District,
SECTION FOUR: That this Ordinance be in force and effect from and after its passage,
approval and publication;and all Ordinances and parts of Ordinances in conflict herewith,be,
and the same are,hereby repealed.

The Reports of the Police Judge and of the City Collector together with the follow-
ing bills against the City were submitted to the Council ,and on motion made by Ald. Harding,sec-
onded by Ald. Jackson and carried by the unanimous vote of the Council,said Reports were filed

Walker of Fort Smith,Arkansas to cover this bill:
The Auditing Committee returned the following bills against the City,approved; and on mo-
tion made by Aldo Harding,seconded by Aldo Phillips and carried by the unanimous vote of the Coun-
cil,the Clerk was directed to issue warrants as follows to cover these bills:

A communication from R.M.Angus was read to the Council,and on motion made by A1d.Phillips,
seconded by Aldo Price,and carried by the unanimous vote of the Council,the Idayor was requested
to take up the matter of Moreno-Burkham Const. Co's Iising all necessary precaution in their
blasting operations at the foot of Willow Street,to protest the lives and property of citizens
in that locality. I .
The Chief of the Fire Department submitted his monthly Report,and on motion made by Aldo
Phillips,seconded by Aldo Price.and carried by the unanimous.vote of the Council,this Report was
received and filed. ,

Number One of the City of Fayetteville,Arkansas,was submitted to the Council and on motion made

day of February,I924,there was presented to said Council,by E.M:Allison,W.F.Ham,and J.S.Bates,as
the Board of Improvement of School Avenue Improvement District Number One of the City of Fayette-
ville,Arkansas,their repgrt,together with the plans of the work to be done in,the construction of
the improvement contemplated by said Improvement District,and the said report having been read
in open meeting of said Council,and said plans having been exhibited to said Council,and to each
Vi member thereof,and,it appearing,from said plans,that the highest estimated cost of.the construc-
tion of said improvement,exclusive of interest charges,is the stm of I8,568.30-,and,the said-�
Council being satisfied that said.plans will best subserve the purpose of said Improvement District,
and that the same are correct; -

TO THE HONORABLE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS:
We,the Board of Improve-
ment District Number One of the City of Payetteville,Arkansas,respectfully beg leave to report that
we have secured the services of Ratliff and Bird ,of the City of Fayetteville,Arkansas.eivil eng-
ineers,as engineers of said Improvement District;that they have made the necessary plans,surveys,
and estimates, to determine the type of pavement to be used within said District,and to determine
the type of pavement to be used within sid District,and to determine the cost of the same.
Estimates of cost were submitted on various types of pavement,but the type,of pavement which
has been adopted is commonly known as Asphaltic Concrete ,which shall be constructed on a base suit-
able to withstand heavy traffic. •
Detailed estimates of cost and plans,which were prepared by the
said Ratliff & Bird,are submitted herewith for your consideration.
The highest estimated cost of said Improvement,exclusive of inter- ,
est charges,is the sum of I8,568.30.
To assess the benefits against the different lots, blocks,.
and parcels of real estate within said District,we recommend that your Honorable Body appoin a
Board of Assessment,at you earliest convenience.

A communication from the Commissioners of School Avenue District Number One of the City of '
Fayetteville,Arkansas,asking the City for financial aid,was submitted to the Council ,and on motion
made by Ald.Harding,seconded by Aldo Jackson and carried by the following vote; Ayes, Aldermen
Price,Harding,Jackson,Phillips.1%intun, Nayes; ITone,and so declared by the I,Iayor,the City obligated
itself to issue warrants to the cash value of ?,4,024,IO,or such part therof as may be necessary
to conplb to the construction work contemplated in said District,and the City further obligated it-
self to pass formal Resolutions covering the provisions of this motion at the proper time.
On motion made by Aldo Harding, seconded by A1d.Jackson and carried by the unanimous vote of
the Council,the Water Commissioners.were recnest_ed to install water mains on School Avenue from
Center:Street to Spring Street.

The I,Iayor announced that there was no quorum present; the Idayor further announced that this I
was the date set for the hearing as to the sufficiency of signers to'the Petition creating Annex
Number One to west La Fayette Avenue Improvement District Number One of the City of Fayetteville,
Arkansas,and no person being present to contest such sufficiency, said hearing would be postpon-
ed until the next regular meeting of the Council on February I8,I924. �!
On motion made by Alderman.Harding,seconded by Ald. Jackson and carried by the unanimous vote
.of the members of the Council present,and so declared by the Idayor,the Council adjourned at -7c.35
