SECTION TWO: That the City Clerk of the City of Fayetteville,Arkansas,be,and he is hereby,'
instructed to draw ten warrants of equal amounts ,in favor.of whomsoever said. Board of Cgmmission-
ers may designate ,and at sue]% time as said Board may request,not to exceed in the aggregate,how-
ever,the sum of � 7,500.00. Said ten warrants shall be drawn serially,so that one warrant shall
become due and payable each year after date"-of�issue. I `
SECTION THREE: That this Ordinance shall take effect and be in force from and after its pass-
age,approval and publication.

1REGULAR MEETING OF THE CITY COUNCIL HELD DECEMBER $Ist. I923.
Present: The Mayor,Clerk, Aldermen Price,Harding,Jackson,Phillips,Stephens.
Absent : Alderman Mintun.
The ptnutes of the preceeding meeting were read and approved.
Isir. W.N.Hudson of Rosehill Addition presented a Petition to the Council with reference to the
condition of the water,sewer,and streets in said Addition;and on motion made by Aldo Harding
seconded by A1d.Stephens and carried by the unanimous vote of the Council,so much of this peti
tion as referred to the sewer and water conditions was referred to the Water and Sewer Commiss
ioners,and so much as referred to the streets was referred to the Committee on Streets.
The Street Commissioner submitted his Report for the two weeks ending December 29th.,I923,
and on motion made by Aldo Harding,seconded by Aldo Price and passed by the unanimous vote of
the Council the Report was received and the Clerk was directed to issue warrants to cover la-
bor shown by said Report as follows:
Walton Sexton,with team 72 days, 4 42.50; S.S.Stephens, 3?- days, II.42
Charlie Wilcox,IO da, 3 hr. 3I.00; Schooler Steward,I da. 2.75
Edgar Williams, I da. 2.50.
The following bills against the City were submitted to the Council and on motion made by Aldo
Price,seconded by Aldo Phillips and carried by the unanimous vote of the Council,the same were
allowed and the Clerk directed to issue warrants to cover same as follows:

A betition from property owners ,requesting that a light be installed at Whitham and Taylor
Streets ,was submitted to the Council and on motion made by Aldo Phillips,seconded by Aldo
Jacks1n and carried by the unanimous vote of the Council said petition was referred to the
Light Committee with pourer to act.
A communication from the Fa$etteville Coal Company,relative to the use of chains on
truck delivering coal over paved streets,was read to the Council,and the Mayor directed the
Clerk to look up the Ordinance on this subject and reply to this communica5ion in the name of
the Council.
The following applications to errect buildings were submitted to the Council and
on motion made by Aldo Price,seconded by Aldo Harding and carried by the unanimous vote of the
Council,permission was granted to errect these building subject to the inspection and approval
of the City Engineer:
F.M.Bilyeu, III South Duncan,Residence;R.L.Fulton,South Block ,Residence;
Marcus Hulse Lot 4,Block 5, Residence; C.T.Harding,Lot 2,B1k.7,Residence.
On motion made by A1d.Jackson,seconded by Ald.Phillips and carried by the unanimous vote of
the Council,the Clerk was directed to call to the attention of the Commissioners of West La Fa
yette Avenue Improvement Dist rict Number One ,the condition of the approach to the bridge over
R.R.cut on La Fayettej/ Street,and to request said Commissioners to repair said approach.
On motion made by Aldo Harding,seconded by A1d.Jackson and cs.rried by the unanimous vote
of the Council,the Clerk was directed to call the attention of the Commissioners of West La
' Fayette Improvement District Number One and of Mont Nord Improvement District Number One to the
' Condition of the intersection of Forrest Avenue and La Fa$ette Avenue, and to inform said Com-
missioners that the City would pay one-third the cost of the construction at said street inter-
section,if the Commissioners of said two districts would pay for the remaining two-thirds of
the cost of said construction.
No further business appearing ,the Council adjourned at 8:I5 P.M.

A communication from G.A.London in regard to side walks on East Spring Street was sub-
mitted to the Council.,and on.motion made by Aldo Harding,seconded by Aldo Mintun and carried '
by the unanimous vote of the Council ,the City Engineer was directed to give the grades on :East
Spring Street requested by Mr London,and to order in side walks on the property of Mr.London;
the matter of sidewalks on property other than that of Mr. London was referred to the Street
Committee. n
A communicatio from the Board of Improvement of West La Fayette IMP.Dist No.I and one
from the Board of Improvememt of Mont Nord Imp.Dist.No.I with reference to the intersection of
Forrest Avenue and La Fayette Avenue were read to the Council, and on motion made by A1d.Min-
tun,seconded by A1d..Harding and carried by the unanimous vote of the Council,these communica-
tions were received and filed.
A communication from Mrs.H.M.Webb in reference to.a City Flush
Tank located near or on her property. On motion made by Aldo Harding,seconded by Aldo 1.4intun and
carried by the unanimous vote of the Council,this communication was referred to the Sewer Commit-
tee.
The auditing Committee returned to the Council the following bills ,approved.and on motion
made by Aldo Phillips,seconded by Aldo Stephens and carried by the unanimous vote of the Council
the Clerk was directed to issue warrants to cover said bills as follows:

A communication from the Board of Improvement,University Imp.Dist.No.I was read to the
Council,and on motion made by A1d.Phillips,seconded by A1d.Mintun and carried by the unanimous
vote of the Council ,viz; Ayes, Aldermen Harding,Phillips,Stephens,Aiintun, Nayes, None,and so
declared by the Mayor,the City Council obligated the City of Fayetteville to assist the above
named Improvement District to the amount of $ IOOO.00,should such sum or any part thereof be
needed to complete the paving in said District. '
B.H.Dodd submitted an application to the Council for permission to operate a line
of taxi-cabs,and on motion made by Aldo Harding,seconded by Aldo Phillips and carried by the
unanimous vote of the Oouncil,this permission was granted,subject to the approval of the Chief
of Police.
Fire thief :;inkleman appeared before the Council with reference to uniforms for the
members of the Fire Department: •

WHEREAS, at a meeting of the City Council of the City of Fayetteville,Arkansas,held on the

to establish the grades as requested by Mr Green.
Mr. H.M.Powers submitted an application to the Council for permission to build an addition to
Bakery on North side of Square,and on motion made by A1d.Harding,seconded by Ald. Stephens and
passed by the unanimous vote of the Council,this permission was granted subject to the inspect
ion and approval of the City Engineer.
Idr ',7,1J.Hudson submitted an application to the Council for permission to operate a a taxi -cab,
and on motion made by Ald. I1dintun,seconded by Ald. Stephens and carried by the unanimous vote
' of the Council,the City Collector was directed to issue license to Lor Hudson.
A communication from Lir. E.K.Hooper in reference to placing dirt from Dickson Street into the
fill between Duncan Avenue and Buchannan Street,and on motion made by Ald. Price,seconded by
Ald. Phillips and carried by the unanimous vote of the Council,permission was granted Mr.Hoop-
er to place dirt as requested,after the grade had been given him by the 8ity Engineer.
