HomeMy WebLinkAbout1923-12-03 MinutesMr. A.M.Byrnes appeared before the Council in reference to the condition of the water supply of City Wagon Yard;and on motion madelby Aldo Harding,seconded by Aldo Phillips and carried by the unanimous vote of the Council,the City Engineer was dircted and empowered to remedy the condition referred to by Mr. Byrnes. Mr. Aumick appeared before the Council at the request of the City Engineer to explain his(Mr.Aumicks) actions in moving a residence without a permit from the City Council. On motion made by Aldo Phillips,seconded by Aldo Harding and passed by the unanimous vote of the Council, Ivlr.Aumick was directed by the Council to comply with all the provisions of the Building Code of the City ,as this code applied to the building moved and reconstructed by him,by May I,I924. On motion made by A1d.Harding,seconded by Aldo Phillips and passed by the unanimous vote of the Council,Mr. G.A.Hurst was directed to prepare an Ordinance having for its purpose -the insti- tuting of a uniform date for the payment of all Improvement District Assessment "n property in the City. The Reports of the Police Judge and of the City Collector were submitted to the Council,along with the following bills against the City,and on motion made by Aldo Jackson,seconded by Aldo Harding and carried by the unanimous vote of the Council the said Reports and Bills were refer - ed to the Auditing Committee: Lewis Bros. The following protests from property owners of Willow Avenue Improvement District Number One of the City of Fayetteville,Arkansas to reass essment made on property in said District ware submitted to the Council; Miss Georgia Norman, Geo.E.Bryant,Mrs. Augusta Lollarg On motion ' made by Aldo Harding,seconded by Aldo Jackson and carried by the unanimous vote of the Council, December I7th, was set as the date for the formal hearing on these protests and the Clerk was instructed to notify the Board of Assessors to be present at said hearing on said date. The Street Commissioner submitted his Report for.the week ending Dec.I,I923 and on motion m made by Aldo Harding,seconded by Aldo Jackson and carried by the unanimous vote of the Council, said Report was directed to be filed and the Clerk was authorized to issue warrants as follows It to cover labor shown by said Report: Bob Mitchell, 7.50; Walton Sexton, 7.50; George Eakor, 6.66 Brownie Phillips, 2.50; Schooler Steward, 5.50; Floyd Meadows, 2.50 Bill Gutherie, 3.75; Charlie Wilcox, I5.00, Total 50.9I. The Mayor announced that'this was the date set for the hearing on the Second Petition, University Improvement District Number One ,City of Fayetteville,Arkansas,and on motion made by Aldo Jackson,secoiided by Aldo Harding and carried by the following vote; Ayes, Aldermen Hard- ing, Jackson,Phillips,Stephens,Liintun, Nayes; None,and so declared by the Idayor,:the Mayor was directed to appoint a Committee from the Council to investigate and report back to the Coun- cil as to whether a majority in value of the owners of real property in University Improvement District Number One of the City of Fayetteville,Arkansas had signed the second petition referred to. The Mayor designated Aldremen Jackson,Phillips and Mintun as said Committee,and he annouric- ed that the Council would recess while the Committee withdrew to formmlate its Report. Upon the Council reassembling,the Committee made its Report in the form of the following Resolution introduced by Aldo 41 1 who moved its adoption;this motion was seconded by A1d.Min- tun and the vote thereon was as folms: Ayes, Aldermen Harding,Jackson,Phillips,Stephens,Iviin- tun, Nayes, None, The Mayor then announced that the Resolution was adopted aid a copy of same is as follows: RESOLUTION. WHEREAS, on the 29th day of October,I923,a Petition signed by more than ten owners of real prop- erty was presented to the Council,requeeting the steps be taken to form an Improvement District to.embrace the property described and therein sel forth: . SECTION TWO: that it is the finding of said City Council of said City of Fayetteville,Arka ansas,that the majority in assessed valuation of owners of real property within University Improve- ment District Number One of the City of Fayetteville,Arkansas,have signed.said Petition;and the said District is hereby formed by said City Council of said City of Fayetteville,Arkan6as. Harding,seconded by Ald., Jackson and passed by the unanimous vote of -the Council,the Water Commission was requested to install Fire Hydrants at the corner of West and Scott Streets and at the corner of Davidson and College Avenues. , A communication from N.F.Drake relative to further assistance fro m the City in the construct ion of paved streets in the district adjoining Mont Nord Imp.Dist.No. I.;and om motion made by Ald. Mintun,seconded by A1d.Harding and passed by the Following Vote; Ayes, Aldermen Harding, Jackson,Phillips,Stephens,AMintun, Nayes; None ,and sodeclared by the Mayor,the sum of i?' 30.92 appropr&ated from the -General Fund to aid N.F.Drake in constructing II5 feet of paved street on Davidson Street,Fayetteville,Arkansas,and the Clerk was directed to add this amount to the First Warrant issued to,,N.F.Drake under authority given said Clerk by the Council as shown on page 834 of these Records: On motion madq by Ald.1dintun,seconded by Ald. The Chief of Police made a verbal report in regard to the cost of operating his mo - for car during the -month of November,I923;and on motion made by Ald. Jackson,seconded by Ald. A communication from the City Health Officer,in regard to retention of Sanitary Policeman✓ J.W.Shelly was read to the Council,and on motion made by Aldo Harding,seconded by Aldo Mintun and carried by the unanimous vote of -the Council,the action taken by the Council as shown on page 850 of these records was recinded and the Clerk was directed to continue J.W.Shelly on the month- ly pay roll at a salary of $ 30.00 per month�as of Dec.I,I923. A communication from Mr.H.E.Cravens in reference to lowering of rate of•insurance on build- ing in the City,if•the Council would take certain outlined steps; and upon made by Aldo Price, seconded by Aldo Mintun and carried by the unanimous vote of the Council,Fire Chief Chas.Winkle- man was placed on the monthly pay roll at a salary of $ 25.00 to be paid from the Fire Fund,the additional duties of said Fire Chief to be set forth in a Resolution to be submitted at the next meeting of the Council. The Mayor announced that this was the date set to determine whether a majority in assessed valuation of tjhe property owners of School Avenue Improvement District Number One of the City of Fayetteville,Arkansas had signed the Second Petition for said District;and on motion made by Ald Harding,seeonde.�,yy A1d.Mintun and carried by the following vote; Ayes, Aldermen Price,liarding Jackson,Phillip$tun; Nayes, None and so declared by the Mayor,the Idayor appointed the fol- lowing committeen+nto determine whether a majority in assessed valuation of property owners of said District had signed said petition,Aldermen�Phillips,Price and Jackson.
