Mr'J.L.Swofford,the Auditor employed by the CoUncil,appeared before the Council, .and made a
partial verbal report in regard to the audit now in progress'of the City Books. On motion made
by Aldo Phillips,seccnded by,Ald.Jackson and passed by the unanimous vote of the Couneil,the Aud-
iting dommittee of the Council was authorized to purchase the books necessary to,install,the sys-
tem of books and accounts recommended by Mr. Swofford.
No further business appearing,the Council adjourned at

REGULAR'MEETING OF CITY COUNCIL HELD NOV.IOMBER 26th., I923.
Present: The Mayor,Clerk,Aldermen Harding,Jackson�Step ens,Mintun.
Absent ; Alderman Price.

The minutes of the preceeding meeting were read and approved. `
The following bills against the City were submitted to the Council and on motion made by Aldo
Phillips,seconded by Aldo Mintun and carried by'the unanimous vote of the Council the same were
approved and the Clerk was directed to issue warrants to cover same as follows:
The Bear Cat Oil Co., �� 37.40; Mary Oliver, 2.25; Diers and Buford, 55.95

The Street Commissioner submitted his Report for the weeending ing November 24,I923,and on mot*
ion made by Aldo Harding,seconded by Aldo Phillips and carried by the unanimous vote of the Coun*
oil the same was filed and the Clerk directed to issue warrants to cover labor shown by said Re-
port as follows:
Charlie Wilcox, I5.00; Walter Sexton, I5.00
The following applications to errect buildings were submitted to the Council,and on motion made
by Aldo Harding, seconded by Aldo Jackson and carried by the unanimous vote of the Council,these
applications were granted,subjedt to the inspection and approval of the City Engineer;
W.C.Duggan, Garage; Jess Norwood, Residence,
The City Engineer submitted a Report to the Council in reference to the stagnant water condi-
tions at Walnut and Jackson Streets,and on motion made by Aldo Jackson,seconded by Aldo Harding,
and carried by the unanimous vote of the Council the Report.was received and filed.
A communication from Mrs. A.I1arinoni relative to traffic conditions at Arkansas Avenue and Ida
Street was submitted to -the Council,and on motion made by Aldo Jackson,seconded by Aldo Mintun and
carried by the unanimous vote of the 8ouncil,this communication was received and filed.
Mr Bates appeared before the Council in reference to repairing and grading West Center Street,
and on motion made by Aldo Phillips,seconded by Aldo Harding and carried by the unanimous vote
of the Council,the City Street Commissioner was directed to loan Mr. Bates the city equipment to
repair streets above referred to under the direction of the Street Commissioner,
Mr H.K.Wade appeared before the Council in reference to certain amounts due the.banks of the
City on Bonds issued by LaFayettejfjjAvenue Improvement District Number One of the City of Faye
etteville,Arkarisas. ' '
Alderman Harding introduced the following Resolution and moved its adoption,
this motion was seconded by Aldo Jackson and the vote thereon was as follows: Ayes; Aldermen
Harding,Jackson,Phillips,Stephens,Nintun, Nayes; None. The Mayor then declared the Resolution
adopted and a copy of same is as follows:

BE IT R'SOLVED BY TIE CITY.COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS:
That Marcus Huise,and R .E.Kenaard,two owners of real property within the limits of La L,
Fayette Avenue Improvement District Number One of the City of Fayetteville,Arkansas,be, and they
are hereby appointed as members of the Board of Omprovement for said District to fill vacancies
on said Board caused by the death of J.J.Baggett and the removal from the City'of C.A.Mulholland.
That this Resolution be in force from and after its passage and approval.

Street Improvement District Number One of the City of Fayetteville,Arkansas,duly subscribed by each
of them;

Mr. A.M.Byrnes appeared before the Council in reference to the condition of the water supply of
City Wagon Yard;and on motion made^by Ala. Harding,seconded by Aldo Phillips and carried by the
unanimous vote of the Council,the City Engineer was dircted and empowered to remedy the condition
referred to by Mr. Byrnes,
Mr. Aumick appeared before the Council at the request of the City Engineer to explain
his(Mr.Aumicks) actions in moving a residence without a permit from the City Council. On motion
made by Aldo Philli�s,seconded by Aldo Harding and passed by the unanimous vote of the Councit,
I'vtr.Aumick was directed by the Council to comply with all the provisions of the Building Code of
the City ,as this code applied to the building moved and reconstructed by him,by May I.1924,
On motion made by A1d.Harding,seconded by Aldo Phillips and passed by the unanimous vote of
the Council,Liir. G.A.Hurst was directed to prepare an Ordinance having for its purpose -the insti-
tuting of a uniform date for the payment of all Improvement District Assessmenttoproperty

The Reports of the Police Judge and of the City Collector were submitted to the Council,along
with the following bills against the City,and on motion made by Aldo Jackson,seconded by Aldo
Harding and carried by the unanimous vote of the Council the said Reports and Bills were refer -
ed to the Auditing Committee:

The bids for supplying the necessary blank books and forms to install new system of accounting
for City Odficers were opened and after consideration of same ,on motion made by A1d.Phillipp$$
seconded by Aldo Mintun and carried by the following vote; Ayes, Aldermen Harding,Jacksonv4o' phe

The following protests from property owners of Willow Avenue Improvement District Number
One of the City of Fayetteville,Arkansas to neass essment made on property in said District ware
submitted to the Council; Miss Georgia Norman, Geo.E.Bryant,Mrs. Augusta Lollarg On motion
' made by Aldo Harding,seconded by Aldo Jackson and carried by the unanimous vote of the Council,
December I7th, was set as the date for the formal hearing on these protests and the Clerk was
instructed to notify the Board of Assessors to be present at said hearing on said date.
The Street Commissioner submitted his Report for the week ending Dec.I,I923 and on motion m
made by Aldo Harding,seconded by Aldo Jackson and carried by the unanimous vote of the Council,
said Report was directed to be filed and the Clerk was authorized to issue warrants as follows It
to cover labor shown by said Report:
Bob Iaiitchell, 7.50; Walton Sexton, 7.50; George Eakor, 6.66
Brownie Phillips, 2.50; Schooler Steward, 5.50; Floyd Meadows, 2050
Bill Gutherie, 3.75; Charlie r�ilcox, I5.00.

The Mayor announced that•this was the date set for the hearing on the Second Petition,
University Improvement District Number One ,City of Fayetteville,Arkansas,and on motion made by
Aldo Jackson,seconded by Aldo Harding and carried by the following vote; Ayes, Aldermen Hard-
ing, Jackson,Phillips,Stephens,Mintun, Nayes; None,and so declared by the Mayor,;the Mayor
was directed to appoint a Committee from the Council to investigate and report back to the Coun-
oil as to whether a majority in value of the owners of real property in University Improvement
District Number One of the City of Fayetteville,Arkansas had signed the second petition referred
to.
The Mayor designated Aldremen Jackson,Phillips and Mintun as said Committee,and he announc-
ed that the Council would recess while the Committee withdrew to formulate its Report.
Upon the Council reassembling,the Committee made its Report in the form of the following

who moved its adoption;this motion was seconded by Ald.Min-
tun and the vote thereon was as fol ws: Ayes, Aldermen Harding,Jackson,Phillips,Stephens,lvlin-
tun, Nayes, None, The Mayor then announced that the Resolution was adopted aid a copy of same

,U WHEREAS, on the 29th day of October,I923,a Petition signed by more than ten owners of real prop-
erty was presented to the Council,regueeting tha� steps be taken to form an Improvement District
to embrace the property described and therein se forth:
WHEREAS, on the 29th day of Oetober,I923,an Ordinance numbered 492 was passed,forming the said
District as set forth in the above named Petition;
WHEREAS, on the I2th day of November,I923,an Petitionewas presented to the said Council,sign-
ed by persons claiming to•constitute a majority in assessed valuation of all real property lo-
cated within -the District,as set forth in said Petition and Ordinance aforesaid;
WHEREAS, the Council did on the I2th day of November,I923,order and direct the City Clerk of
the City of Payetteville;Arkansas,to give notice by publication,once a week for two weeks,advis-
all persons that on the 3d day of December,I923,the Council would take that last named Petition
under consideration and would at that time determine whether or not same was signed by the ma-
jority in assessed valuation of all real property within the said District; p•
