rict Number One of the City of Fayetteville,Arkansas,to fill,X0 out the terms of C.H.Bell,Deceas-
ed and of A.B.Lewis,resigned,and that said Assessors shall qualify and serve in the same manner
and form as by law in such.cases made and provided.

On motion made by Aldo Harding,seconded by Aldo Price,and carried by the unanimous vote of the
' Counoil,the Clerk was directed to notify the Commissioners of Willow Street Imrovement District
Number One,City of Fayetteville,Arkansas,that the City Council directs that they cause the Board
of Assessors of said Improvement District to reassess the benefits to property in said District,
before the Second Assessment of said benefits in said District be collected.
On motion made by Aldo Price,seconded by Ald.Jackson and carried by the unanimous vote of the
Council, the Auditing Committee of the Council was directed to investigate the cost of having an
audit made of the Books of the City,and having a system of book-keeping established in the City
Offices:
Applications to erreet.building were submitted to the Council.by, Oliver Lollar and
by J.M.Payne. On motion made by Aldo Price,seconded by Aldo Harding and -carried by the unanimous
vote of the Council these application were granted,subject to the inspection and approval of the
City Engineer.
The City Engineer submitted a plat of the street offied to the City by Mr A.B.Stone.
On motion made by Aldo Minton seconded by Aldo Price and carried by the -unanimous vote of the
Council,a.n expense account of � 25.00 per month was granted the Chief of Police for the operation
of his private motor car in the discharge of his official dutiesland the Clerk was directed to.
issue warrant for said expenses beginning with the month of November,I923.
On motion made by Aldo Jackson,seconded by Aldo Price,the application of the School Board
for the City to construct a culvert on Stone Street was referred to the City Engineer by the $nan-
imoiis vote of the Council.
On motion made by Aldo Harding,seconded by Aldo Phillips and carried by the unanimous vote
of the Council,the City Collector was directed to take up the temporary permit to operate a taxi-
cab issued to Bill Hudson and 3fund to said Hudson the pro -rata amount paid for said permit.
No further business appearing ,the Council adjourned at 9:00 P.M.

IREGULAR MEETING OF CITY COUNCIL HELD OCTOBER 29th. ,I923.
Present: The Mayor,Clerk,Aldermen Price,Harding,Jackson,Phillips,Stephens,Mintun.
Absent : None.
The minutes of the preceeding meeting were read and approved.
.The Report of the Street Commissioner for the week ending October 27th.,was submitted to the
Council and on motion made by Aldo Jackson,seconded by Aldo Harding and carried by the unanimous
vote of the council the Report was received and filed and the Clerk was directed to issue warrants
to cover labor.shown by said Report as follows:

The following bills against the City were submitted to the Council,and on motion made by Aid. Har-
ding,seconded by Aldo K.ntun,and carried by the unanimous vote of the Council the same were approv-

This being the date set by the Council for the consideration of the Second Petition of Center Street
Improvement District Number One,the Mayor appointed Aldermen Price,Phillips and Jacks a Committee
to investigate the Petition to determine whether it was signed by persons representing a majority
in value of assessment of the real property in said District. The Mayor ordered a recess of the
Council during the deliberations of this Committee,
bpon the return of this Committee,the Council was called to order by the Mayor and the Committee
reported that the signers of the Petition constituted a majority in value of the real property in
' the said District;whereupon Aldo Price introduced the following RESOLUTION and moved its adoption.
This motion was seconded by Aldo Phillips and carried by the following vote: Ayes, Aldermen Price
Xyi/ ,Harding,Jackson,Phillips,Stephens,Niintun; Nayes, None. The Mayor then declared the RESOLU4

WHEREAS,on the 30th day of July,I923,a petition,signed by more than ten owners of real property
was presented to the City Council of the City of flayetteville,Arkansas,requesting that steps be
taken to form an Improvement District to embrace the property therein described and set forth;and
WHF.REAS,on the I7th day of September,I923 an Ordinance,No.488,was passed,forming the said`Distriet
-as set forth in the above named petition;and
WHEREAS,on the 8th day of October,I923,a petition was presented to to the said City Council,signed
by persons claiming to constitute a majority in assessed valuation of all real property located
within the District as set•forth in the Petition and Ordinance aforesaid;and
WHEREAS, the said City Council,by Resolution duly passed on the 8th day of October,I923,ordered
and directed the City Clerk of the City of Fayetteville,Arkansas,to publish a n otice,once a week
for two weeks,advising all owners of real property within said East Street Improvement District
Number One of the City of Fayetteville,Arkansas,that on the 29th day of October,I923,the said City
Council would take the last named Petition under consideration.6nd would,at that time,determine
whether or not the same was signed by the majority in assessed valuation of all real property with-
in said Distriet;and

That,after careful consideration,the Council finds that there is a total assessed. valuation
of 43,600.00 of real property within said District,according to the last assessment on file in
the Office of the County Clerk of Washington County,Arkansas;and that persons signing said Petition
ovm real property within said District of an assessed valuation of 29,730.00,according to said
assessment. .
It is therefore,the finding of s4JA City Council,that the majority in assessed valu-
ation of owners of real property within East.Street Improvement District Number One of the City
of Fayetteville,Arkansas,have signed said petition;and the said District -is hereby duly formed
by the City Council of the City of Fayetteville,Arkansas;
In the consideration of the said Petition,the Council has been guided by the certif-
icate of the Circuit Clerk of Washington County,Arkansas,as to the ownership of said real proper-
ty,and by the certificate of the County Clerk of said County and State,as to the assessed valua-
tion of said real property;
Be it further resolved that this Resolution be in force and effect from and after its
passage and approval;and all Resolutions and parts of Resolutions in conflict herewith,be,and the
same are hereby repealed.

and on motion made by A1d,Harding,seconded by A1d.Jackson and carried by the unanimous vote of the
Council,these applications were granted,subject to the inspection and approval of the City Engin-

ers of Willow Avenue Improvement District Number One to the Council,and on motion made by Aldo
Harding,seconded by Aldo Price and passed by the unanimous vote of the Cbuncil this resignation
was accepted.
On motion made by Ald.•Price,seconded by A1d.Mintun and carried by the following vote
Ayes; Aldermen Price,Harding,Jackson,Phillips,Stephens,Minton, Nayes; None and so declared by the
Mayor,Mr. X( A. C. Ucker was appointed a member of the Board of Commissioners of Willow Avenue
Improvement District Nu mber one of the City of Fayetteville,Arkansas to fill the vacancy caused
by the resignation of Marshall Douglas.
A communication from the City Engineer relative to cutting paved streets of the City
was submitted to the Coucil.
The following Resolution was introduced by Aldo Price who moved its adoption. This
motion was seconded by Aldo Mintun,and the vote thereon was as follows: Ayes; Aldermen Price,Jack-
son,Stephens,Mintun, Nayes; Aldermen Harding and Phillips. The Mayor declared the Resolutthon a-
dopted and a copy is as follows:

Section I. That the rate of taxes for Fire Department purposes for the year I923,be and it is here-
by declared to be Two(2) Mills on the dollar of assessed valuation of all real and.personal prop-
erty within the corporate limits of the City of Fayetteville,Arkansas,as shown by the assessment
books for County and State purposes,and the same are hereby levied,and the Mayor and City Clerk
of saidCity are hereby authorized and directed to certify this levy to the County Clerk of Wash-
ington County,Arkansas.to the end that said assessment may be placed on the Tax Books and collect-
ed with State and County taxes.
Section 2. That the rate of taxes for ,XXX City General purposes for the year I923,be and it i:s
hereby declared to be Five (5) Mills on the dollar of assessed valuation of all real and person-
al property within the corporate limits of the City of Fayetteville,Arkansas,as shown by the as-
sessment books for X# County and State purposes,and the same are hereby levied,and the Mayor and
-City Clerk of said City are hereby authorized and directed to certify this levy to the County Clerk
of Washington County,Arkansas,to the end that said.assessment may be placed.on the Tax Books and
collected with State and County taxes.
Section 3. That the rate of taxes for City Hospital purposes for the year I923,be and it is here-
by declared to be One (I) Mill on the dollar of assessed valuation.of all real and psrsonal.prop-
erty within the corporate limit's of the City of Fayetteville,Arkansas,as shown by the assessment
books for County and State purposes,and the same is hereby levied,and the Mayor.and,City Clerk are
hereby authorized and directed to to certify this levy to the County Clerk of Washington County,
Arkansas,to the end that the said assessment may be placed on the Tax Books and collected with
State and County taxes.
Section 4. That this Resolution be in force from and after its passage and approval and all Res-
olutions or parts thereof in conflict herewith be and the same are hereby repealed.

On motion made by Aldo Price,seconded by Ald Phillips and carried by the following vote;

the P.feyor,Mr Swofford of Fort Smith,Ark. was employed to audit the books of the City Officials
and to establish a uniform system of book-keeping for these officials and for the performance
of these duties Mr.Swof£ord to be given a fee of Twenty ($20.00) per day for the len§ht of time
necessary to cpmplete such duties.
The City Engineer submitted to the Council a verbal report concerning the construction of
a culvert 200 feet e(eat of the intersection of Stone and Duncan Streets.
On motion made by Aldo Price,seconded by Aldo Jackson and carried by the unanimous vote of the
Council,the Street Commissioner was directed to construct the culvert referred to above under the
supervision of the City Engineer.
A petition signed by certain citizens of Fayetteville,Arkansas was submitted to the Coun-
cil,and on motion made by Aldo Mintun,seconded by Ald.Stephens and carried by the following vote;

WHEREAS, at a meeting of the 6ity Council of the City of Fayetteville,Arkansas,held on the
29th day of October,I923,a Petition signed by more than ten owners of real property within the
District hereinafter described in Section One of this Ordinance,was presented to said Council ask-
ing that it take steps toward the making of an improvement consisting of grading,rolling and pav-
ing with Asphaltic Pavement the following Streets,and Parts of Streets as may be more fmlly deter-
mined by the Board of Improvement of said District,to-wit:

The Report of the Street Commissioner for the two weeks ending Nov.,IOth was submitted to the
Council ,and on motion made by Aldo Price,seconded by Aldo Jackson and passed by the unanimous vote
of the Council,the Report was received and the Clerk was directed to issue warrants to cover
labor as shown on said Report as follows:.

Mr Tom Gutherie appeared before the Council in reference to installing a telephone box on
Diskson Street, -and on motion made by Aldo Price,seconded by Aldo Phillips.,and carried by the unan-
imous vote of the Council,Mr. Gutherie was authorized to install said telephone box,subject to.the
approval of the City Engineer. -
br Paddock appeared before the Council and asked permission to break the side -walk on Last
Mountain Street for the purpose of installing a stairway to the basement of his building. On mo-
tion made by A1d.Phillips,seconded by Aldo Price and carried by the unanimous vote of the Council
permission was granted to DR Paddock to install said stair -way -,subject to the inspection and approv-
al of the City Engineer.
Mr. French appeared before the Council with reference to the payment by the City for certain
construction work at the intersection of Dickson and Willow Streets. No action was taken thereon
by the Council.
Mr. W.E.Graham appeared before the Council and asked that the Council take steps to open
