Mintun and carried by the unanimous vote of the Council,the City Engineer,after consulting with Mr,. Bates,was directed to make a prelimina- ry survey and estimate of .the cost of -improving this road and submit same to the Council at. its next meeting. 1- - The Commissioners of'Yont Nord Improvement District No. One submitted to the Council a fi- nancial statement to include Oct. IO,I923. On motion made by Ald. Harding,seconded by Ald.Min- tun and carried by the unanimous vote of the Council,the Report was received and directed to be filed. Mr. Carson appeared before the Council and made a statement in regard to the license paid by bakeries in the City. _ On motion made by Ald. Harding,seconded by Ald. Jackson and carried by the unanimous. vote of the Council,The City -Engineer was authorized and empowered to repair street at Rollston and Dick- son,and•submit bill to the Council for necessary labor and materials. The City Collector submitted a bill to the Council for $ 85.22,being the City's assess- ment on Fire House property in Annex No.2,East.Street.Imp. Dist. No.I.. On motion -made by Aldo Harding,seconded by Ald. Idintun and carried by the unanimous vote of the Council,this bill was al- lowed and the Clerk was authorized.to issue a warrant for 85.22 to the City Collector to cover - said bill. A communication from Dr. N.F.Drake relative to the payment.by•the City of certain street intersections in an extension of Mont Nord Imp. Dist No.I.,was read to the Council. On motion made by Ald. Price,seconded by Ald. Jackson and carried by the unanimous vote of the Council the matter of placing lights at Meadow and East Street,a cluster light at Dickson and west Streets,and between School and Rock Street(South of the Hospital) was referred to the Light Commit- tee with power to act. On motion made by Ald. Harding,seconded by Ald. Jackson and carried by the unanimous vote of the Council,the City Engineer was directed to establish the grade for buildings on Storer Street, The City Engineer submitted to the Council an dstimate of the cost of improving Garland Avenue from Leverett School thence North 441 mile ;thence west to include the property of J.R Bates. On motion made by -Aldo Harding,seconded by Ald. Phillips and carried by the unanimous vote of the Council,this report was directed to be filed and the Clerk was authorized to issue warrants payable to J.R.Bates for : w Ist Warrant for $a 234.38 due and payhble on demand, 2d warrant - for 234.38 due and payable Aug.IfI924. neither warrant to be delivered until the construction work on Garland Avenue referred to above has been completed.and approved by the City Engineer. Mintun,and carried by the unanimous vote of the Council,Mr Monroe was granted permission to move the City Street Roller over the paved streets of the City under the directions•of the City Engineer. On motion made by Aldo Harding,seconded by Aldo Price,and carried by the unanimous vote of the ' Council,the Clerk was directed to notify the Commissioners of S`lillow Street Imrovement District Number One,City of Fayetteville,Arkansas,that the City Council directs that they cause the Board of Assessors of said Improvement District to reassess the benefits to property in said District, before the Second Assessment of said benefits in said District be collected. On motion made by Aldo Price,seconded by A1d.Jackson and carried by the unanimous vote of the Council, the Auditing Committee of the Council was directed to investigate the cost of having an audit made of the Books of the City,and having a system of book-keeping established in the City Offices: Applications to erreet.building were submitted to the Council.by, Oliver Lollar and by J.M.Payne. On motion made by Aldo Price,seconded by Aldo Harding and carried by the unanimous vote of the Council these application were granted,subject to the inspection and approval of the City Engineer. The City Engineer submitted a plat of the street offied to the City by Mr A.B.Stone. On motion made by Aldo Mintun seconded by Aldo Price and carried by the -unanimous vote of the Council,an expense account of � 25.00 per month was granted the Chief of Police for the operation of his private motor car in the discharge of his official dutiesland the Clerk was directed to. issue warrant for said expenses beginning with the month of November,I923. On motion made by Aldo Jackson,seconded by Aldo Price,the application of the School Board for the City to construct a culvert on Stone Street was referred to the City Engineer by the Muan- imoUs vote of the Council. On motion made by Aldo Harding,seconded by Aldo Phillips and carried by the unanimous vote of the Council,the City Collector was directed to take up the temporary permit to operate a taxi- cab issued to Bill Hudson and 3Yfund to said Hudson the pro -rata amount paid for said permit. The Repoert of the Street Commissioner for the week ending October 27th.,was submitted to the Council and on motion made by Aldo Jackson,seconded by Aldo Harding and carried by the unanimous vote of the Council the Report was received and filed and the Clerk was directed to issue warrants to cover labor shown by said Report as follows: 4Charlie Wilcox," I5.00; John Zillah, 7.50. The following bills against the City were submitted to the Council,and on motion made by Aid. Co. 7.50; Ho We Sanford, a 9.75; C.F.Armistead, I.00 Geo.J.Mayer Co. 2.97; Skinner &Kennedy58.30 �e This being the date set by the Council for the consideration of the Second Petition of Center Street Improvement District Number One,the Mayor appointed Aldermen Price,Phillips and Jacks a Committee to investigate the Petition to determine whether it was signed by persons representing a majority in value of assessment of the real property in said District. The Mayor ordered a recess of the Council during the deliberations of this Committee. Upon the return of this Committee,the Council was called to order by the Mayor and the Committee reported that the signers of the Petition constituted a majority in value of the real property in ' the said. District; whereupon Aldo Price introduced the following RESOLUTION and moved its"adoption. This motion was seconded by Aldo Phillips and carried by the following -vote: Ayes, Aldermen Price xxi( /,Harding,Jackson,Phillips,Stephens,Mintun; Nayes, None. The Mayor then declared the RESOLU'c Tion adopted,and a copy of same is as follows: RESOLUTION. WHEREAS,on the 30th day of July,I923,a petition,signed by more than ten owners of real property was presented to the City Council of the City of Fayetteville,Arkaneas,requesting that steps be taken to form an Improvement District to embrace the property therein described and set forth;and WHF.REAS,on the I7th day of September,I923 an Ordinance,No.488,was passed,forming the said'District -as set forth in the above named petition;and I WHEREAS,on the 8th day of October,I923,a petition was presented td to the said City Council,signed by persons claiming to constitute a majority in assessed valuation of all real property located within the District as set'forth in the Petition and Ordinance aforesaid;and WHEREAS, the said City Council,by Resulution duly passed on the 8th day of October,I923,ordered and directed the City Clerk of the City of Fayetteville,Arkansas,to publish a n otice,once a week for two weeks,advising all owners of real property within said East Street Improvement District Number One of the City of Fayetteville ,Arkansas ,that on the 29th day of October ,I923,the said City Council would take the last named Petition under consideration,and would,at that time,determine whether or not the same was signed by the majority in assessed Valuation of all real property with- in said District;and WHEREAS,said notice was so published,in accordance with the law in such cases made and provided;
