HomeMy WebLinkAbout1923-09-24 Minutes830 ORDINANCE No. 490, AN ORDINANCE TO BE ENTITLED "AN ORDINANCE TO PROVIDE FOR THE "S T 0 P" OR "BOULEVARD" SYSTEM OF TRAFFIC REGULATION AT STREET INTERSECTIONS ,PROVIDING FOR THE APPROPRIATE MARKING TO DESIGNATE THE SAME AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE" +� BE IT ORDAINED by the City Council of the City of Fayetteville,Arkansas: 1` \ Section One: The Mayor and the Chief of Police are hereby authorized to establish the 4•s �� "Stop" or "Boulevard" system of traffic regulation at congested Street O (G'p intersections within the City of Fayetteville,Arkandas,when in their judgment t / the system is necessary to properly regulate and safe guard traffic. J Section Two: A broad line shall be painted across the surface of the Street,from gutter to gutter „ with the word "Stop" painted in large letters.in such a manner that both line and letters can be plainly and easily seen. these markings, together with such other appropriate signs that may be thought necessary,. shall be placed at or near an intersecting street. When an intersection is so marked and lettered,the Stop or Boulevard system shall be duly establish- nj / ed at such intersection. J Section Three: All vehicles of whatsoever kind, motor driven or otherwise,shall come to a complete and actual stop before proceedthng across the painted line,as des- ignated in Section Two of this Ordinance. The word vehicle as used in this Ordinance is meant to include and does include any and all types ,classes or kinds of both motor driven and horse drawn vehicles;horses and all other live stock.whether led,ridden or driven. . Section Four: Any person, or persons violating any of the provisiond of this Ordinance shall be deemed guilty of a misdemeanor ,and upon conviction thereof in the Police Court ,shall be punished by a fine of not less than One ($I.00I nor more than Twenty-five($25.00) Dollars forieach of€ense,and all Ordinances or (v1CJ parts of Ordinances in conflict herewith be,and the same are repealed, and that this Ordinance be in full force and effect from and after its passage, approval and publication. Attest: Approved: 1n I Clerk. Mayor, REGULAR MEETING OF THE CITY COUNCIL HELD SEPTE11BER 24,I923. Present: Aldermen Harding, Jackson, Phillips,Stephens, Mintung The Clerk. Absent : The Mayor, Ald. Price. On motion made by Ald. Harding,seconded by Ald. Jackson and carried by the following vote:ldermen Harding,Jackson,Stephens,Mintun, Nayes, None, Alderman Phillips was declared the unanimous choice of the Council for President Pr6-tem Ald. Phillips then took his seat asypresident Pro -tem. The minutes of the precbeding meeting were read and approved by the Council. The report of the Street Commissioner for the week ending Sept. 22,I923 was submitted to the Council,and on motion made by Ald. Harding,seconded by Ald. Jackson the Report was received,a and the Clerk was directed to file same and to issue warrants as follows for labor and materi- als covered by said Report: Charlie Wilcox $20.36; Schooler Steward, $? I0.50; Tom Brown, $ 5.00; Frank Williams, I06.00; Frank Williams,Royalty on Gravel, 56.55 Frank ',Jilliams,Overtime, a 8.83. N;r. French of Moreno-Burkham Const. Co.,appeared before the Council and submitted an account for I755.93. ,and made a statement concerning same; Mr. Tom Hart also made a statement concern- ing same account. On motion made by Ald. Jackson,seconded by Ald Mintun and carried by the unan- imous vote of the Council ,action on this account was deferred until the next regular meeting of the Council. ' Nir Gulley appeared before the Council in reference to the intersection of certain streets in the Mont Nord Improvement District No. One with certain streets in East La Fayette - Improvement District Number One. On motion made by Ald. Harding ,seconded by Ald. Mintun this matter was referred to the Street Committee and the City Engineer,who were instructed to report at the next regular meeting of the Council,making recommendations as to the nature of the repairs necessary,the cost of the samej,and bidders for the work recommended. Dr. Drake appeared before the Council with to a plan which he submitted to the Coun- cil for the extending of the paving project of Mont Nord Improvement District Number One. The following applications for permits to errect building were submitted to the Coun- cil; and on motion made by Ald. Harding,seconded by Ald Stephens the applications were granted subject to the approval and inspection of the City Engineer. Ralph Sparks, Residence; W.D.Barron, Residence; E.C.Fugitt, Residence; W.L.La Mar, Residence. A communication from J.H.Mc Ilroy with reference to his recent appoiAment as a member of the Commissioners of Water Imp. Dist, No. I.,and of Sewer Imp. Dist, No. I.,was submitted to the Council,and on motion made by Ald. Harding,seconded by Ald. Jackson and carried by the unan- imous vote of the Council,the same was received,and directed to be filed. The City Engineer submitted a verbal report with reference to the opening of Third Street. On motion made by Afd. Stephens,seconded by Ald. Harding and carried by the unanimous vote of t he, Council ,Aldo Phillips was directed to present to the Fair Association a bill for the oil- ing.of the Streets leading to the Eltr Grounds.
