On motion made by Ald. Price,seconded by Ald. Jackson and carried by the unanimous vote of the
' Council the foregoing bills were allowed and the Clerk was dircted to issue warrants for the same.
On motion masse Ald. Jackson,seconded Phillips and carried by the ung mous vote of the Council
the Council appropriated Fifty ($"50.00) Dollars from the Street Fund to arts of Wall and Cemetery
Streets9and the Clerk was directed to issue a warrant for this amount to the Street Commissioner
for above amount,,when this work was completed.

The minuted of the preceeding meeting were read by the Clerk and approved by the Council
The Report of the Street Commissioner for the week ending Sept. I5th.,was submitted to the
Council,and on motion made by Ald. Jackson,seconded by Ald. Harding and carried by the unanihnmus
vote of the,Council,the Report was received,filed and the Clerk was directed to issue warrants
as follows to cover tabor and materials as shown by said Report:

,5lbert Clemmer submitted an application for a license to drive a taxi-cab,and on motion made

to the amount of $ 67.64 was submitted to the Council;and on motion made by, Ald. Price,second-

WHEREAS,AT A MEETING of the City Council of•the City of Fayetteville,Arkansas held on the 30th.

WHEREAS, at a meeting of the City Council of the City of Fay-
etteville',Arkansas,held on the I7th. day of September,I923,a Petition signed by ten owners of
real ptoperty within the District,hereinafter described in Section one of this Ordinance,was pre-
sented to said Council asking that it take steps toward the making of an improvement,consisting
of grading,rolling and paving with Asphaltic Pavement,the following Streets and parts of Streets
as may be more fully determined by the Board of Improvement of .said District,to-wit:
North School Avenue,from the South Line of Dickson Street to the center of West Center
Street,and South School Avenue,from the center of West Center Street to the South Line of Prairie
Street,and Prairie Street from the :Test Line of South Schoole Avenue to the East Line of Govern-
ment Avenue.
WHEREAS, in said Petition it was further prayed that the City Council lay off and
stipulate portions of.real estate into an Improvement District for making said improvements:

AN ORDINANCE TO BE NTITLED "AN ORDINANCE TO PROVIDE FOR THE "S T 0 P" OR "BOULEVARD"
SYSTEM OF TRAFFIC REGULATION AT STREET INTERSECTIONS ,PROVIDING FOR THE APPROPRIATE
M-4RKING TO DESIGNATE THE SAME AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS
ORDINANCE"
BE IT ORDAINED by the City Council of the City of Fayetteville,Arkansas:
1� Section One: The Mayor and the Chief of Police are hereby authorized to establish the
"Stop" or "Boulevard" system of traffic/ regulation at congested Street
�p' intersections within the City of Fayetteville,Arkansas,when in their judgment
the system is necessary to properly regulate and safe guard traffic.
fSection Two: A broad line shall be painted across the surface of the Street,from gutter
to gutter.,with the word "Stop" painted in large letters.in such a manner
that both 1•ine and letters can be plainly and easily seen. these markings,
together with such other appropriate signs that may be thought necessary,•
shall be placed at or near an intersecting street. When an intersection is
so marked and lettered,the Stop or Boulevard system shall be duly establish-
r� ed at such intersection.
Section Three: All vehicles of whatsoever kind, motor driven or otherwise,shall come to
a complete and actual stop before proceeding across the painted line,as des-
ignated in Section Two of this Ordinance. The word vehicle as used in this
Ordinance is meant to include and does include any and all types ,classes
or kinds of both motor driven and horse drawn vehicles;horses and all other
live stock.whether led,ridden or driven.
Section Four: Any person/ or persons violating any of the provisiond of this Ordinance
shall be deemed guilty of a misdemeanor ,and upon conviction thereof in the
Police Court ,shall be punished by a fine of not less than One ($Io00( nor

Mr Gulley appeared before the Council in reference to the intersection of certain
streets in the Mont Nord Improvement District No. One with certain streets in vast La Fayette -
Improvement District Number One. On motion made by Ald. Harding ,seconded by Aldo Pdintun this
matter°was referred to the Street Committee and the City Engineer,who were instructed to report
at the next regular meeting of the Council,making recommendations as to the nature of the repairs
necessary,the cost of the,same�.and bidders for the work recommended.
Dr. Drake appeared before the Council with fro a plan which he submitted to the Coun-
cil for the extending of the paving project of Mont Nord Improvement District Number One.
The following applications for permits to errect building were submitted to the Coun-
cil; and on motion made by Aldo Harding,seconded by Ald Stephens the applications were granted
subjebt to the approval and inspection of the City Engineer.
