On motion made by Aldo Minton,seconded by A1d.Stephens and carried by t the unanimous vote of the Council,the Mayor was directed to have sign board errected on prin- cipal streets entering City ,on which would be printed " Speed Limit I5 'Miles; No Cut -Outs" The Mayor appointed the following Committee to investigate The Boulevard.System of Traffic Control: Chief of Police Sanford, Aldermen Jackson and Minton. On motion made by Aldo Jackson,seconded by Aldo Iviinton and carried by the unanimous vote of the Council the City Engineer was directed and empowered to give.Street Numbers t0 each house in the City at the time he approved application to build same. A bill from the Tropical Paint and Oil Co,of Cleveland,Ohio for 3I.80 was submitted t to the Council. On motion made by Aldo Jackson,seconded by Aldo Minton and passed by the unan imous vote of the Council,this bill was allowed and the Clerk was directed to issue warrant fo ' r 3I.80 to cover said bill. Barton, Residence; Fayetteville School Board, School Bld. IJiajor. Davidson appeared before the Council in the interest of his client Mrs. B.J.Wade , who had submitted an application to the City Engineer for permission to repair her stere build- ing on North Side of Square,and which application had not met with the approval of the City Engi neer. On motion made by Aldo Jackson,seconded by A1doMinton and passed by the following vote: Ayes, Aldermen Phillips,Price,Jackson,Stephens,llinton,, Nayes; None, and so declared by the Act. Mayor, the application of I,irs B.J.YJade to repair her store building was denied'by the Coune oil. The following Resolution was submitted to the Council by Aldo Minton,who moved its adop- tion; this motion was seconded by Aldo Jackson. The vote thereon was as follows: Ayes, Aldermen d Phillips,Price,Jaukson, Stephens, Minton. Nayes; None. The Act. Mayor thereupon announced that ' the Resolution had been adopted and a copy id as follows: lot 1--6 RESOLUTION WHEREAS, Jay Fulbright,Chairman of the Board of Improvement of Sewer and Water Improvement District Number One of the City of Fayetteville,Arkansas passed away on the 3 day of August, 1923 and Whereas, in ji#1110X the untimely death of Mr Fulbright the City of Fayetteville has lost one of her best and most able officers and citizens,whose passing has caused universal sorrow and regret among our people,and, WHEREAS, in honor and respect to the memory of the man,who in life did so much for the ad- vancement and the betterment of Fayetteville, NOW,THEREFORE, BE IT RESOLVED BY TIli CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS: That the passing of Mr. Fulbright is deeply regretted by his fellow officers of this City, andin respect to his memory.and to.his many sterling Qualities as an official,a citizen,a Chrlis;6, J 22 _ T ian gentleman and a father,thIs Resolution is officially adopted by the -City Council of the City of Fayetteville,Arkansas,and duly made of record. Allen M.Wilson ( Sgd)C.F.Armistead, Mayor Clerk. - After a report made verbally by the Chief of Police in regard to data collected by him on the subject of the"Boulevard System of Traffic Control",action thereon was deferred un til the Mayor was present. • On motion made by Ald. Price,seconded by Ald Minton and passed by the unanimous vote of the Council,the City Engineer was directed to investigate a proposition made by Mr'. Will , Stone to donate certain streets to the City. On motion made by Ald. Jackson ,seconded by Ald. Stephens and passed by the us nanimous vote of the Council ,the Mayor was authorized to appoint a committee to confer with the officials of the Fair Association and with the County Judge relative to the improvement of the streets leading to the Fair Grounds, The Mayor announced this committee as Ald. Minton. On motion made b Ald. Jackson, seconded by Ald. Price and carried by the unanimous vote o f the Council,the City.las directed to to make a survey of the City for the purpose of fixing num- bers for all houses in the City which now have not numbers,and the City Clerk was directed to , issue a warrant for the sum of Fifty ($50.00) Dollars to the City Engineer when this work had been completed to the satisfaction of the Council. Present: the Clerk, Aldermen Price,-Jackson,Phillips,Stephens,Minton, A Absent The Mayor; Alderman Harding: On motion made by Ald. Mihtun,seconded by Ald. Stephens and carried by the un'ani• mous vote of the Council ,Ald, Phillips was 'declared the unanimous choice of the Council for Pres- ident Pro -Tempore of the Council and Ald. Phillips thereafter presided at the meeting. The minutes of the preceeding meeting were read by the Clerk and approved by the Council. The Street Commissioner submitted his Report to the Council for the week ending Aug. 25.1923, , On motion made by Ald. Jackson,seconded by Ald. Stephens and carried by the unanimous vote of the Council the Report was received,filed and the Clerk was directed to issue warrants to the follow- ing persons for labor and for materials as shown by said Report: Charlie Wilcox, $18.00; Schooler Steward rV I0.50 ;.Ed Wilcok, $ 7.50 Frank Williams for gravel N 75.00; Frank Williams,royalty on gravel, $ y I0.90. A petition signed by certain citizens,praying the Council to reconsider its actions in refer- ence t'o refusing permission to Mrs E.A.L"lade to repair her building on Borth Side Square was read to the Council; on motion made by Ald. Mintun,seconded By Ald. Jackson and carried by the unani- mous vote of the Council permission to repair building on South Side of Square was denied Mrs. E.A.Wade and the City Collectorwas-directed to refund to Mrs Wade the amount of money paid by Mrs Wade,( N$5.50), for said permit. Attorney Baxter appeared before the Council in reference to a proposed dance hall In or near North College Avenue. ' Plm. Hudson submitted an application for a license to drive a taxi'-cab,upon Which no action was taken by the Council. Applications for permit to errect buildings were submitted by the following named citizens, and on motion made by Ald. Price,seconded by Aldo blintun and carried bjr the unanimous vote of the Council these applications were granted,subject to the inspection and approval of the City Engin- eer: viz, D.J. Collins,residence; K.C.Paulk, residence. The following Ordinance was introduced'and read for the first time,whereupon Ald. Pribe moved that the Rules be suspended and the Ordinance be placed upon its second reading;this motion was seconded by A1d.Jackson and carried by the following vote; Ayes, Aldremen Price, Jackson, Stephe , ens, Mintun, Phillips, Nayes; None , and so declared by the Mayor. Ald. Price then moved that the Rules be further suspended and the Ordinance be placed on its third reading and final passage this motion was seconded by Ald. Jackson and carried by the following vote: Ayes, Alderman Price Jackson, Stephens, Mintun, Phillips, Nayes ; None ,and so declared by the Mayor,who then called for the vote on the passage of the Ordinance, which was; Ayes; Alderman Price, Jackson,Stephens* Mintun, Phillips; Nayes, None. SECTION TF10:- That said improvement shall consist of paving of the intersections of said streets and the construction of necessary culverts and drains to take care of the drainage which must pass under the paving from the adjacent territory next to said intersection of said streets.
