IiGr. Nettleship appeared before the Council in reference to some improvement of street crossing,
in West La Fayette Improvement District No. I. Air French of the Moreno-Burkham Const. Co.,
was present and stated that his Company had made the repairs referred to by Mr. Nettleship;he
further stated that this work had been done at his own iniative,and if4he was paid for same he
would be glad to accept same,but if he was not paid it was his misfortune.
Mr. French presented to the Council a bill for work on certain intersection of streets,a-
mounting to $ 828. I8 ; on motion made by Aldo Jackson,seconded by Aldo Minton the bill of
Moreno-Burkham Const. Co.l#&11 was allowed with the exception of the items;
Willow and Dickson 200.09
ST.Charles and Dickson 5-0.00
and the Clerk was directed to draw a warrant in favor of Moreno-Burkham Const.. Co for the bal
ance, $ 578,(09 o The motion was as follows; Ayes, Aldermen Jackson,Stephens, Minton; Nayes,
Alderman Price. The'Mayor declared that the motion was carried and the Clerk was directed to
issue warrant as stated above. • '
Applications for permission to errect buildings'were submitted to the Council by
J.E.Brewer, Irma Deathridge, Mrs. J.W.Pugh, H.M.Hudgins, L.B.Stone. On motion made bjs Aldo•
Price,seconded by Aldo Eackson and carried by the unanimous vote of the Council permission for
the errection yb of these buildings was granted ,subject to the approval and inspection of th
City Engineer.
A petition from certain citizens residing on and naar Walnut Street was submitte
d to the Council. On motion made by Aldo Jackson,seconded by Aldo Minton and carried by the una
nimous vote of the Council,the City Engineer was directed to investigate ,and submit an estimat
e of the cost of the improvement asked for by these citizens .
The City Engineer submitted a report as to the cost of improvements on Olive Stre
et and on Davidson Street, These Reports were directed to be filed.
A petition from certain citizens residing on and near'Olive Street was submitted
to the Council. On motion made b y Aldo Jackson,seconded by Ald Minton and carried by the unan
imous vote of the Council,the matter of improvements on Olive Street was deferred until the a-
mount of money subscribed by citizens interested be paid and placed in trust with some bank in
the City.
Mr. A.B.Lewis submitted to the Council his resignation as a member of the Board of As-
sessors of Sewer Improvement Dist, No. I of the City of Fayetteville,Arkansas. On motion made by
Aldo Price,seconded by Aldo Stephens and carried by the unanimous vote of the Council and so de-
clared by the Mayor, the resignation of Mr. A.B. Lewis as a member of the Board of Assessors of
Sewer Imp. Dist, No. I of the City of Fayetteville was accepted.
Mr C.0 Hansard submitted his resignation as Chief of the Fayetteville Fire Department,
effective Aug. Ist.,I923. On motion made by Aldo Jackson, seconded by Aldo Stephens and carr
ried by the unanimous vote of the Council the resignation of Chief Hansard was accepted by the
Council. The Mayor thereupon announced the appointment of Charles Winkleman as Chief of the
Fire Department., On -motion made by Aldo Price,seconded by Aldo Minton and carried by the unani-
mous vote of the Council the appointment of Charles Winkleman as Chief of the Fire Department wa
s confirmed by the Council.
The Clerk submitted his financial statement of the funds of the City for the period fro
m Jan Iy,I923 to June 30th.,1923,and reques#ed that a bill for clerical assistance for $ I0.00
be allowed by the Council. On motion made by Aldo Price,seconded by Aldo Minton and passed by t
the following vette, Ayes Aldermen Price,Jackson, Stephens Minton , Nayes; None and so'declared b
by the Mayor the Clerk was directed to have the Report published in a daily paper of the City
and he was further directed to issue a warrant for the sum of $ I0.00 to Sidney Guard for cler-
ical work in the preparation of said report. w
On motion made by Aldo Jackson ,seconded by Aldo Minton,and passed by the unanimous vote
of the Council, the City Engineer was directed to make a survey and estimate of cost of surfac-
ing School Street from Dickson to Mountain and Mountain Street from School Street to the Pub-
lic Square,
Alderman Price introduced the Following Resolution and moved its adoption;'this motio
n was seconded by Aldo Minton and the vote thereon was as follows; Ayes, Aldermen Price,Jack-
son, Stephens, Minton; Nayes, None. Whereupon the Mayor announced that the Resolution was a

Whereas, at the regular meeting of the City Council of the City of Fayetteville,Arkaneas,
held on the ninth day of July,1923,W.L.Crouch,A.H.Markle and A.C.Ueker,three electors of the City
of Fayetteville,Arkansas,were appointed to constitute a Bpard of Assessment of the benifits to be
received by eadh lot or block or other subdivision of real property within Annex Number One to
Mont Nord Improvement District Number One of the City of fayetteville,Arkansas:
WHEREAS, the said A.C.Ucker refused to serve'as one of such Assessors;and
WHEREAS, the said W.L Crouch, A.H.Markle,had not taken the oath of office.
NOW.THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS:

WHEREAS, on'the 2Ist day of May, I923,the Board of Commissioners of Sewer Improvement Distr
rict Number One of the City of Fayetteville,Arkansas,presented to the City Council of the City
of Fayetteville,Arkansas, a written report,stating that it was necessary to extend the Sewer
Mains and enlarge the 43ab* Sewer Plant and to replace old pipes with new within the Sewer Impp
rovement District One of the City of Fayetteville,Arkansas,for the benefit of the public serv-
ice,and that ther were not sufficient funds on hand belonging to such Improvement District avail
able for such purpose;
WHEREAS, said Board of Commissioners asked said City Council to take such steps and to make
such provisions as were necessary for the making of such improvements and to assess the cost
thereof against the/ real property within said Improvement District;
WHEREAS; on the said 2Ist day of May,I923,said City Council of the City of Fayetteville,Ark-
ansas,duly passed a Resolution,requesting'the Board of Commissioners to form plans for the above
mentioned. improvements;
WHEREAS, said Board of Commissioners did on the 9th day of July,I923, make a report to said
City Council,giving the plans and specifications of said improvements,together with the estimate
of the cost of same;and
WIieREAS,said City Council on said 9th day of July,I923,duly passed a Resolution approving
'said plans and specifications and said report;
NO111,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS;
SECTION ONE: That Clem Pearson,E.L.Nettleship and B.F.Campbell,three qualified electors of the
City of Fayetteville,Arkansas,are hereby appointed to constitute a Board of Assessment to assess
the benefits accrued,or-to accrue;on each lot,block or parcel of real property within Sewer Imp-
rovement District Number One of the City of Fayetteville,Arkansas,by reason of said additional
improvements.
SECTION TWO: That all Resolutions and parts of Resolutions in conflict herewith,be, and the
same are hereby,repealed, and this Resolution shall take effect and be in force from and after
its passage and approval.

The City Engineer made a verbal report concerning certain portions of sidewalk on
Walnut and Sutton Streets. -

unts were referred to the Auditing Committe by the unanimous vote of the Council.
The Report of,the'Street Commissioner for the week ending Aug. 4,I923,was submitted

Council. On motion made by Aldo Jackson,seconded by Aldo
Phillips and carried by the unanimous
vote of the Council,the Report was received,ordered to be
filed and the Clerk was directed
to
issue warrants to cover labor as shown by said report as

Mr Lee Seamster appeared before the Council in the interest of his ¢�ylgi�z,{jlI client,
Mr. M. Baum,relative to an extension of Mr. Baum's franchise from the City to deliver gas to
the City. Alderman Phillips introduced ORDINANCE N0. 407, relating to the extension song
ht by IVIr. Baum.' This Ordinance was read for the -first time.
The City Engineer submitted a Report of the Estimated Cost of Surfacing School Street
•also a Report giving the Estimated Cost of Improving and Grading Walnut Street. On motion
made by Aldo Jackson,seconded by Ald Phillips and carried by the unanimous vote of the Coun-
cil ,these Reports were directed to be filed. '
The following citizens submitted applications for building permits:

Addition, residence, E.E.Keel, Lot 9,Blk. 4,Davidson's Addition,Store and Filling Station.
On motion made by Aldo Stephens,seconded by Aldo Jackson and carried by the unanimous vote
of the Council,permits were directed to be issued for these buildings ,subject to the inspect-
ion and -approval of the City Engineers
Application fo r license to drive a taxi -cab was submitted to the Council by Jeff Foster,
On motion made by Aldo Jackson,second'ed by Ald Minton and carried by the unanimous vote of the
6ouncil this application was granted.
A petition signed by certain citizens and property holders on the North Side of the Square
asking that the property owned by Mrs B.J.13ade be condemned by the Council was read to the Cou
ncil.
