On motion made by Alderman Price ,seconded by Alderman Harding and unanimously carried by the vote of the Council,the Mayor was authorized to confer with Mr. A.L.Trent regarding the removal of an old cemetery on lands owned by Mr. Trent,and to report the result of his investigations to the City Council. A petition from certain citizens in reference to the erection of a store build- ing at Locust and Spring Streets was read to the Council and on motion made by Alderman Stephens seconded by Aldo Price and carried by the unani,ous vote of the Councily,the City Engineer was directed to see that no such building be erected at Locust and Spring Street and no building ptr mit be issued therefor. Bids were received and read for repair work on culvert an Prairie Avenue as follows;' H.M.Powers, 70.00; C.Smook, 38.60. 04 motion made by Aldo Phillips and seconded by A1d.Stephens,and carried by the unanimous vot0 of the Council,the City Engineer was directed to prepare plans for the necessary repairs to the culvert on Prairie,advertize for bids,receive these bids and award contract for above named re- pairs, after consulting with Chairman of Street Committee. The Reports of the City Collector and of Thej%i/� Police Judge were submitted to the Co- uncil and referred to the Auditing Committee. On motion of Ald. On motion made by Ald.Harding,seconded by Aldo Phillips and unanimously adopted by the Council,the matter of telephone boxes for taxi -cab drivers at the station was referred to the Chief of Police for such action as he'deemed"best. Ald.Phillips made a report in regard to the rental of the rooms now occupied by the City Council,the City Collector and the Water Commission. On motion made by Ald.Price,seconded by Aid. Phillips and adopted by the following vote; Ayes Aldermen Price,Harding,Phillipd,JacksoA Stephens and Minton,Nayes; None,and so declared by the Mayor, The Mayor was directed to enter into a contract with the County Judge to pay a rental of Forty Dollars per month for the rooms now occupied by the city offieials,and the Mayor was empowered by the Council to sign said cont- ract for and in the name of the City Council. A petition from XXXI,certain citizens concerning repairs to the bridge over Big Springs Branch was read,and on motion 'made by Aldo Harding ,seconded by Aldo Minton and unaniipously adop- ted by the Council,the Clerk was directed to return petition to citizens concerned and ask that 799 said citizens state specifically the amount they would contribute to a fund to be used for impr roving the bridge referred to in petition. Communications from The Fire Chief ,and.from the. Board of Public Affairs concerning the necessity for the purchase of fire hose were read to the Council;thereupon. Alderman Price intr- oduced the following Ordinance,which was read the first time. Alderman Price then moved that the Rules be suspended and the Ordinance be placed on its second reading. A communication from Atty. H.L.Pearson in regard to appeals from re -assessments in East Str set •Improvement Dist. No.I and Annex No.I and,Annex No.2 was read to the Council. Atty. C.D.Atkinson appeared before the Council as a representative of the St.Louis and San Frane cisco Railway Company and made a statement in regard to the reaeseasment of benefits on the prop erty of his client in Annex No.2 ,East Street Improvement District. The written appeal wf the the said rail -way company,which had been previously filed,was read by the Clerk. On motion made by.Ald. Jackson,seconded by Aldo Price and carried by the following vote; Ayes; Aldermen Price, Harding,Phillips,Jackson,Stephens,Minton,Nayes;None,and so•declared by the Mayor, the assessedl.,IdA to the property of the St. Louis and San Francisco Railray Company is reduced from the sum of 3900.00 to the sum of $ 2600.00 and the interest on this last named sum for the life of the bonds at the rate of interest fixedron the face of said bonds ,and the Clerk was directed to furnish the Board of Ap�aisers of said Improvement District a'copy of above action of the Coun- cil,that said Board might change its assessment accordingly. Mr. E.B.WeAl appeared before the Council and announced that he would file an action in tha, Chancery Court in regard to the protest of his clients in regard to action of Council on Nortq„ , College Avenue Improvement District No. I. Mr. J.H.McIlroy ,in person,and through his'counsel,Mr.J.W.Walker,appeared before the Coune oil in,reference to appeals of Pdr McIlroy to assessments o£pbenefits'to his property in Annek No.I and Annex No2, East Street Improvement District. The written appeals as filed by Mr:McIlk roy were read by the Clerk. On motion made by Aid: Price,seconded by Aldo Minton,and carri- ed by the following vote; Ayes, Aldermen Price, Phillips,Jackson,Stephens,Minton, Nayes; Aldo Harding.and so declared by the Mayor, the appeal of J.H.McIlroy from the reassessment of.benefits to his property in Annex No.2 to East Street Improvement District No.6I was denied. On motion made by Aldo Harding ,seconded by A1d.Phillips, and carried by the unanimous vote of the Council,the City Engineer was directed to issue a build ing permit to George Webber to erreet a store building at Spring and Locust Streets, The Clerk stated that he had certain warrants in hi's pmssession viz;Nos .7772 to 7777 inole which had been invalidated by action of the Council on April 23,I923 by passage of Ordinance No. 475; the Clerk fu"`rther stated -that he had in his possession certain other warrants viz; Nos. 7049 tO 7053 incle which had been written by him 'by mistake and had never been delivered to any one.• On motion made by Aldo Price,seconded by Ald Harding and carried by the unanimous vote, of the Council,these warrants ,the numbers of which are given above were destroyed by the Mayo by burning in the presence of the members of the Council. Alderman Price introduced the following Ordinance.which was read the first time,whereup on Alderman Harding moved that the Rules be suspended and the Ordinance be placed on its second reading.
