Pw Layor. REGULAR MEETING OF THE CITY COUNCIL,HELD APRIL I6th., I923. ' Mayor Allen Wilson called the meeting to order at 8:00 oaclock p.m. ,and thereupon th> oaths of office were administered,in the following order,by City Police Judge W.F.Stirman: I.Mayor, Allen 'Wilson; 2. Alderman; Art Minton, T.U.JaWrzon, M.L.Price, 3. City C1erk,C.F.Armistead. Thereupon the Payor administered the oath of office to Police Judge W.F.Stirman; Present at rgl7t-call; Mayor,Clerk,and all members of Council. The Mayor announced the following appoin men s: Chief of City Police;Harry Sahford, Chief of Fire Dept.; C.O.Hansard, City Collector; Mrs Grace Bridentha� City Health Officer; Dr.A.S.Gregg, Board of Public Affairs;Tom.L.Hart, Gus Bridenthal. Board of Health; Dr. E.F.Ellis, Dr. F.R.Morrow, Hal Cravens, Jerome Reynolds, Roy Wood. On motuion by Alderman Price,seconded by Alderman Harding,duly put and unanimoudly carried,the foregoing appointments of the Mayor were confirmed by the council. Chief of Police Harry Sanford submitted his official bond ,which was read to the council and thereafter the oath of office was administered to him by City Police Judge Stirman. The Mayor announced the following standing committees of the City Council: Finance: J.M.Phillips, T.U.Jackson, M.L.Price. Fire and Water: S.S.Stephens, A.R.Minton, M.L.Price. ' Lights: C.T.Harding, J.M.Phillips,T.U.Jackson. Sewer: T.U.?ackson, C.T.Harding, J.M:Phillips. Street: M.L.Price, S.S.Stephens, A.R.Mintbn. Auditing: M.L.Price, C.T.Harding, S.S.Stephens, Ordinance: A.R.Minton,J.M.Phillips, S.S.Stephens, Mayor Wilson read to the Council the following communication: " To The City Council of the 0ity of Fayetteville,Arkansas. ' Gentlemen: I shall confine my suggestions to the Council for the administra- tion just started for a plea for full and earnest cooperation between the Council,the Mayor and the different improvement district boards and other city officials. I wish to call your atten tion to the fact that the progress Fayetteville has made during the past two years is the direct - result of working in harmony,pulling together at all times for continued advancement of the best interests of the City. The public expects and demands the same class of service,and is enti- tled to'even better service ,from all its officers than it has received in the past,and I be- lieve that by constantly working together we can make an even better record during,the coming two years than we have in the period just ending. Tenth; The entire income.from city pumping for .the year I922 just about represents our entire surplus and depreciation for.the year. I4.75 Thomas and Sbn .3.40 Mr. Tom Taylor appeared before the Council and made a statement in regard to the prop@ osed paving of East Center Street from the Square to the Court House. . On motion by Alderman Minton,seconded by Alderman Price and unanimously adopted by the Council,an appropriation of Twenty -Five ($25.00) Dollars was made to pay for preliminary survey of East Center Street from The Square to The Court House, and the Clerk was directed to draw a warrant for said a- mount when the work was compleped and inspected by the City Engineer. Major B.F.Davidson appeared before the Council and made a statement in regard to oon- ditions on Rebecca Avenue ,due to lack of an establisment of a grade on.this street. On motion by A1d.Harding,seconded by Aid. Price and unanimously adopted by the Council,the matter of es- tablishing a grade on Willow Street from Dixson Street to the north boundary of the City,and also the establising of a grade on Walnut Street from Dixson Street to.the north boundary of the City was referred to the Committee on Streets with instructions that said Committee make a re- I.port thereon at the next meeting of the Council. Dr. N.F.Drake appeared before the Council and submitted a drawing of a portion of the City and asked that this portion of the City be replatted as shown in drawing submitted. On motion by Aldo Harding,seconded by A1d.Price and unanimously adopted by the Council,this/0 plat be made of record after.being examined.and approved by the City Engineer;the City Engines to make a report on this matter at the next meeting of the Council. In reply to a question by Dr. Drake,the Mayor stated that while it was not a matter of reoord,that he was of the opinion that the Mount Nord Improvement District might expect to re- oeeeive assistance from the City Council to the amount of approximately $ 3000.00. Mr John Mayes appeared before the Council in the interest of residents of annex No.2 - to East Street Improvement District. Upon the conclusion of Mr. Mayes statement,The Mayor stated that the matter of re -assessment in the above named district had never been brought before the Council,and until it was so brought,.the Council was powerless to act. Mr French of Moreno-Burkham Const. Co. appeared before the Council and requested that some steps be taken by the Council to prevent further deterioation of the pavement around the Square. Mr. French' further stated that at this time he desdred to state that any private work that had been drone on the Willow Street Improvement District had been done by his company and without expense to the City. A petition from the citizens of Rose Hill Addition to the City of Fayetteville in ref- erence to street lights in that addition,was,on motion -of Alderman Jackson,seconded by Aldo Stephens and unanimously adopted by the Council,referred to Committee on Lights. A communication from Mayor Brickhouse of Little Roek,Arkansas in regard to requesting Governor Me Rae to call an extra session of the Legislature,was read by the -Mayor. Mayor Wil- son stated that he would reply to this communication and report on.same at the next meeting of the Council. Bids for paving side walk. on the west side of Lot Three in Block Nine,Masonic Addi- tion to the City of Fayetteville were submitted by Joseph Lehman and by H.M.Watrous. On motion made by Aldo Price ;seconded by Aldo Minton,and unanimously adopted by the Council,the bid of H.M.Watrous was accepted by the Council. Said bid is.in words and figures as follows-.- Springdale, Ark., 4/I6/23, I will lay aide -walk along west side Lot 3;Block 9, Masonic Adition to City of Fayette- vilple,Arkansas for seventeen cents per sq.ft.,excavation included. Reept. (Sgd.) H.M.Watrous. The Board of Election Commissioners of Washington County,Arkansas submitted to the Council an account for One Hundred ($I00.00) Dollars for the expenses of holding the General City Eleo- tion on April 3,I923. On motion of A1d..Harding,seconded by Aldo Phillips and unanimously adopt- ed by the Council,this account was approved and allowed and the Clerk was authorized and direct- ed to draw a warrant in favor of George A.Hurst for the above named amount to cover this account" .No.further business appearing.on motion,the Council adjourned to -meet Mondav_Anril 23,I923.
