trict Number One of the City of Fayetteville,Arkansas,that a petition was presented to the said
City Council,/Jly Sept. 3,I923,requesting that the contemplated improvement be undertaken,and
that the cost thereof be charged and assessed against the real property within said district,and
that on the 281h. day of October I923,the said City Council will determine whether or not said
petition is signed by such majorijy in assessed valuation.

The matter of a bill submitted by Moreno-Burkham Const. Co. for $ 200.09 for construct-
ion work at the intersection of East Dickson and Willow Street,was called up by Ald. Harding.
' On motion made by Ald.. Harding,seconded by A1d.Price and passed by the following vote:
Ayes,, Aldermen Price,Harding,Jackson,Stephens,Mintun, Nayes, None, and so declared by the Iviayor,
this bill was disallowed.
The Mayor submitted a proposition from Mr W.L.Elam for collecting the waste paper,boxes,
etc.,in the alleys of the business portions of the City,and in the residence portion of the City.
On motion made by Ald. Mintun,seconded by Ald. Stephens and.carried by the unanimous vote
of the Council,Five Dollars($5.00) was appropriated from the General Fund and the Clerk was direct-
ed to draw a warrant for this amount in favor of W.L.Elam in payment for his services in collect-
ing waste paper,boxes atc.,from the alleys of the City,for the period of one year.
' On motion made by Ald. Harding,seconded by Ald. Price, and carried by the unanimous vote
of the Council,Miss Erma Deatherage was granted permission to construct a sceptic tank on Cemetery
Street under the supervision of the City Engineer,and.subject to his inspection.
On motion made by Ald. Mintun,seconded by Ald. Stephens and carried by the unanimous vote
of the Council,the Chief of Police was authorized to employ an additional policeman at a salary of
not to exceed Three (3.00) Dollars per day,for a period of not to exceed one week,to assist in the
inforcement of traffic Ordinances.
The following Ordinance was introduced and read for the first time ,whereupon Ald. Hard-

motion was seconded by A1d.Price and carried by the following vote, Ayes: Aldermen Price,Harding,
Jackson,Stephens,Mintun, Nayes: None,and so declared by the Mayor. Alderman Price then moved
that the Rules be further suspended and the Ordinance be placed upon its third reading and final
passage;thus motion was seconded by Ald. Harding and carried by the following vote; Ayes: Alder-
men Price,Harding,Jackson,Stephens,Mintun, Nayes: None,and so declared by the Mayor,who then call-
ed for the vote on the passage of the Ordinance,which was: Ayes; Aldermen Price, Harding,Jackson,
Phillips.Mintun, Nayes: None. The Mayor then declared the Ordinance passed and a copy is as
follows:
ORDINANCE NULMER 49I.
PJHEREAS, It has been called to the attention of the City Council of the City of Fayette-
' ville,Arkansas,thatthere are some graves in what is"rnpwn as Block Two,of the City of Fayetteville,
Arkansas,and that this propertyi was used as a burial ground some sixty years ago,and;
WHEREAS,this burial ground is no longer kept up or used as sich,and has been abandoned
as a burial ground for many years;
NOW THEREFORE, Be it ordained by the City Council of the City of Fayetteville,Arkansas;
SECTION ONE. All persons having dead buried in the said abandoned burial ground in Block"
Two of the City Park Addition to the City of Fayetteville,Arkansas,are required to remove the same
within thirty days from the date of the passage,approval,and publication of this Ordinance,and
bury the same in some duly established cemetery,and in the event such bodies are not removed with-
in the time herein specified,after this Ordinance has been published in the mode and manner now
prescribed by law,then said City of Fayetteville,Arkansas,may cause the remains of all such per-
sons as can be found to be removed and buried as hereinbefore provided,said removal to be without
cost to the City.of Fayetteville,Arkansas.
SECTION TWO. That all Ordinances and parts of ordinances in conflict herewith be,and
the same are hereby repealed and this Ordinance shall take effect and be in force from and after
its passage,approval and publication.

REGULAR ENING OF Thr, CITY COUNCIL HELD OCTOBER I5, I923.

Absent : The Idayor,Alderman Price.
On motion made by Ald. Harding,seconded by Ald. Jackson and carried by the unanimous vote
of the Council,Ald. Phillips was elected President Pro terppore of the Council.
The minutes of the preceeding meeting were read and approved.
The Report of the City Street Commissioner for the week ending Oct. I3,I923 was submitted to the
Council and on motion made by Ald. H&rding,seconded by Ald. Jackson and carried by the unanimous
vote of the Council,the Report was received,£iled, and the Clerk was authorized to issue the fol-
lowing warrants to cover labor sho%7m by said Report:

.,Ir Johnson appeared before the Council in reference to condition of sidewalks on Arkansas Ave-
nue and on La Fayette Avenue.
1dr. Joe Bates appeared before the Council in regard to hard surfacing road from Leverett School

west to the City limits.
On.motioni made -by Ald. Harding,seconded b5 Ald. Mintun and carried by the unanimous vote
of the Council,the City Engineer,after consulting with Mr.. Bates,was directed to make a prelimina-
ry survey ,and estimate of .the cost of -improving this. road and -submit same -to the Council at. its
next meeting.
The Commissioners of*Iulont Nord Improvement District No. One submitted to the Council a fi-
nancial statement to include Oct. IO9I923. On motion made by Ald. Harding,seconded by A1d.Min-
tun and carried by the unanimous vote -of the Council,the Report was received and directed to be
filed.
• Mr. Carson appeared before the Council and made a statement in regard to the license paid by
bakeries in the City. -
On motion made by Ald. Harding -,seconded by Ald. Jackson and carried by the unanimous. vote of
the Council,The City -Engineer was authorized and empowered to repair street at Rollston and Dick-
son,and-submit bill to the Council for necessary labor and materials.
The City Collector submitted a bill to the'Council for I$ 85.22,being the City's assess-
ment on Fire House property in Annex No.2,East.Street.Imp. Dist. No.I.. On motion -made by Aldo
Harding,seconded by Ald. Mintun and carried by the unanimous vote of the Council,this bill was al-
lowed and the Clerk was authorized -to tssue a warrant for 85.22 to the City Collector to cover -
said bill.
A communication from Dr. N.F.Drake relative to the payment.by•the City of certain street
intersections in an extension of Mont Nord Imp. Dist No.I.,was read to the Council. On motion
made by Ald. Jackson,seconded by Ald. 1intun and carried by the Following vote, Ayes: Aldermen Har-
ing,Jackson,Phillips,Stephens,Mintun, Nayes;. None, and so declared by the President Pro -tempore,
the proposition as submitted by Dr. Drake was accepted by the Council,and the Clerk was directed
to issue Five (5) warrants to N.F.Drake due and payable as follows; from the General.Fundt

An application to build a store building was submitted to the Council by Mrs. E.A.Wade,and
on motion made by Ald.Harding,seconded by Ald. Jackson and passed by the unanimous vote of the Coun-
cil,this application was granted subject to.the inspection and approval of the City Engineer.

On motion made by Ald.Price,seconded by Ald. Phillips and carried by the unanimous vote of the
Council,the City Collector was instructed to bill the Western Union Tel. Co. for taxes on poles
due the City to include I923.
Er Mayes appeared before the.Council in reference to placing a light off the corner of Meadow
and East Street. •
On motion made by Ald. Price,seconded by Ald. Jackson and carried by the unanimous vote of the
Council the matter of placing bights at Meadow and East Street,a cluster light at Dickson and West
Streets,and between School and Rock Street(South of the Hospital) was referred to •the Light Commit-
tee with power to act.
On motion made by Ald. Harding,seconded by Ald. Jackson and carried by the unanimous vote
of the Council,the City Engineer was directed to establish the grade for buildings on Storer Street,
The City Engineer submitted to the Council an dstimate of the cost of improving Garland Avenue
from Leverett School thence North 441 mile ;thence West to include the property of J.R Bates.
On motion made by,Ald. Harding,seconded by Ald. Phillips and carried by the unanimous vote of
the Council,this report was directed to be filed and the Clerk was authorized to issue warrants
payable to J.R.Bates for : W

neither warrant to be delivered until the construction work on Garland Avenue referred to above
has been completed,and approved by the City Engineer.

of the Council,idr Monroe was granted permission to move the City Street Roller over the paved streets
of the City under the directions -of the City Engineer.
The following Resolutbon was introduced by Ald. Phillips,who moved its adoption,this mo-
tion was seconded by A1d.Harding and the vote thereon was as follows: Ayes, Aldermen Price,Hard-
