The minutes of part of the previous meetings., were read and approved. Idr. Bert Lewis and E. L. Nettleship appEared before the council and asked the council t6 take steps to employ extra policement to handle the traffic on the streets leading -to the fair grounds during the Fair. The Mayor promised them th>t the proper steps would be taken. A petition from Mr. Chas. 1I. Reinochl asking the City to release him from Street Tax on account of work done by him in front of his property. Whereupon, Aldo I.lassie moved that Chas. I:f. Reinochl be relieved of his Street Tex for.1922, which was duly sec. by Aldo Stephens. Resulted in the following vote: Ayes, Aldo Harding, Jackson, Massie, Price, Stephens, Ham. Nayes: None. Absent, not voting, none. The Mayor declared the motion adopted.. Mr. Jay Fulbright and Mr. Charles Appleby, Water Commissioners, were present and discussed with the council the plans of the Commission for making improvement on the water plant. After some discussion by allpresent, Aldo Harding moved that the plans of the '';ater Commission as outlined for the end orsment of tIn council which :as duly sec. by Aldo Price. Resulted in the following vote: Ayes: Aldo Ham, Harding, Massie, Price, Stephens, At Nayes: None. Absent, not voting, none: The Mayor declared the motion adopted. ,y, Aldo Harding moved that the application of Earl McCauley forA` perform their duties of detective and asking for a permit to carry a pistol, kkk be referred to the Chief of Police to report back the next meeting wh(bh was duly sec. by Aid. Massie. Notion was put and carried. Aldo Harding moved to allow office expenses of City Attorney for the sum of $1.0p, add Clerk draw a warrant for same which was duly sec. by Aldo Price. Resulted in the following vote: Ayes: Aldo Ham, Harding, Hassie, Price, Stephens. Nayes: None. Absent, not voting, none. The Mayor declared the motion adopted. Ald. Massie introduced an Ordinance providing for the payment of the assessment of benefits in Willow Amenue Improvement District No.,1 of the City of Fayetteville, and for other purposes which was read the first time. Whereupon, Al` . Massie moved that the rules be suspended and the Ordinance be placed upon its p� second reading tihich was duly sec, by Aldo Price. Resulted in the following vote,/; The Mayor declared the motion adopted. Aldo Price moved that the rules be placed upon its third reading and final Hardbng. AN ORDINANCE OF TRE CITY OF FAYETTEVIL?E, PROVIDITIG FOR THE PAY1917T OF THE ASSE3S- LM\TT OF BLNEFITS IN ';IILLO',7 AVENUE II1PEIOVyi.» ITT DISTRICT NUIOER ONE OF Tice CITY OF FAYETTi.VILLE, AiRK.LI:SAS, AND FOR OTHER PURPOSES. m VMREAS, the majority in value.of the property owners owning property adjoining the location to be effected, and situated in Willow Avenue Improvement District Number One of the City of Fayetteville, or gani ed for the purpose of grading, rolling and macadamizing streets insaid District,have petitioned the council of the City of Fayetteville, for the construction of said improvement, and that the cost thereof shall be assessed upon the real property of said District, according to -'L-Phe benefits received; and ;7IE_EAS, said benefits received by each and every lot, block and parcel of real property, including railroads and tram roads, situated in said District, eouals or exceeds the local' assessment thereon; and 3BE RIAS, the estimated cost of the said improvement is 31.743.95. NO'J TIEREFORE, BE IT ORDAINED by the City Copncil of the City of Fayetteville, as follows: SECTION 19 That the several blocks, lots and parcels of real property and railroads and tram roads in said District be assessed according to the assessment list for said Improvement District, as the same now remain kt< in the office of the 2 of the recorder or City Clerk, and ten per cent of the assessment on each of said blocks, lots and parcels of land and railroads and tram roads shall be paid annually on or before the 15th day of October, until the whole of said local assessment shall be paid, or until the ouligations of said District have been fully satisfied and paid in full, including the bonds issued by said District. SECTIOII 2. The said assessments shall be a charge and a lien against all the real property in said District, as provedded by law, and shall be entitled to a preference, as proveded by law. SECTION 3. That the Clerk of the City be authorized and directedto publish this ordinance, as required by law, and th._t the City Clerk delived to the collector a copy of said assessment of benefits, containing the description of the real property and the amount assessed on each, and shall deliver at the same time the warrant of the Clerk dor the collection of said sum. SECTION 4. That this ordinance shall take effect and be in full force from and after its passage and publication. Rpprovede Attest: Allan M. Wilson D. E. The reports of the various city officers for the month of July were read. Whereupon, Aldo Harding moved that the reports be referred to the Finance Committee which was duly sed: by Aldo Massie. Petitioi£rom the Fire Chief and members of the Fire Department asking the council to take steps to purchase additional truck was read. Tlyreupon, Ala. , Massie moved that the same be referred to the Fire Committee with instructions to get data and report at the next meeting which was duly sec. by Aldo Price. Resulted: intthe following vote: Ayes: Aldo Ham, Hardin g Jackson, I0assie, Price, Stephens. Nayes: None. Absent, not voting, none. The Mayor declared the motion adopted. A communication from Art T. Lewis Trustee City Hospital asking the council to have warrOt c rawn3 for payment of the finds in the Hoppital. Vlh; reupon, Aldo idassieft moved that the Clerk issue warrant for the payment of the Hospital Fund payable to Art Lewis, Trustee, which was duly sec. by Aldo Harding. Resulted in the following vote: Ayes: Aldo Ham, Harding, Jackson, lassie, Price; Stephens, Nayes: None. Absent, not voting, None. The Mayor declared the motion adopted. A petition from citizens on East Sutton Street asking the council to have isidewalks laid on East Sttton Street was read. Whereupon, Aldo Price moved that the same be referred to the Street Committee which was duly sec. by Aldo H-arding. The motion was put and carried. Aldo Jackson moved that the sum of $5.00 be allowed to Fred Hansard for flushing the square and other streets, on the General Fund, and Clerk be instructed to issue a warrant for same whibch was duly sec. by Aldo Harding. Resulted in the following vote: Ayes: Aldo Ham, Harding, Jackson, Massie, Price, Stephens. Nayes: None. Absent, not voting, none. The Mayor declared the motion adopted. The matter of a new Improvement District consisting of '.lest IeTeadow and other streets were discussed. Aldo Price moved that the same be referred to tha Strut Committee and to confer with the Engineer and Attorgey with power to act which was duly sec..by Ald..Harding. Resulted in the following vote: Ayes: Aldo Ham, Harding, Massie, Price, Stephens. Nayes: None. Absent, not voting, none. The Mayor declared the motion adopted. Some complaint was made to the council in regard to the condition of the Septic Tank in the North part of the City, GIh reupon, Aldo Harding mott;kthat that the Llayor cbE confer with the Water Commissioners in regard to the same, which was duly sec. by Aldo Ham. Aldo Massiet moved that the council reconsider. the vote .by vhich bids for the City Depository was held, and the council reconsiderik its action on August 1, 19229 which was duly sec. by Aldo Price. Jackson moved that the Finance Committee be instructed to arrange for the transfer of all City Funds from the Arkansas national Bank to the LlcIlroy Banking Co. which was duly sec. by Ald. Ham. Resulted in the fAllowing vote: Ayed: Aldo Ham, Harding, Jackson, Massie, Price, Stephens. ITayes: None. Absent, not voting, none. The mayor declared the motion adopted.
