The Following accounts against the city for the month of June were read: to -wit: Democrat Prihtin g Co. $24.50; Southwestern Bell.Te. Co., $3.60; H. E. Jackson $13.00; LWis Bros. Co. $5.50; SecurikS. I.Iotor am Sales Co., $3.75; Square Ti ea Co. $11.00; w. Re Crouch 15.15; Goss Electric Shop $.95; Legis Bros. 6o. $'2.77; Holtmn Mfg. Co., $.89; Whereupon, Ald. Harding moved that the accounts be referred to the Auditing Committee w ich was duly sec. by Aldo Jackson. Resulted in the following vote: $.yss Ayes: Aldo Harding, Jackson, Massie, Price, Stephens. Noyes: None. Absent, not voting, Aldo Ham. Mayor declared the motion adopted. The reports of the city officials for the month of June were read. Whereupon, Aldo Stephens moved tlB t they be referred th the Finance Committee which was duly sec. by Aldo Price. Resulted in the follmving vote: Ayes, Aldo Harding, Jackson, Mass e, Price, Stephens . Nay s: None. Absent, not voting, Aldo Ham. Mayor declared the motion adopted. Aldo Harding moved to allow the balance of the accounts against the city for the month of May that have been 0. K'ed by the Auditing Committee and Clerk draw warrant for same, which was duly sec. by Aldo Jackson. Resulted in the following vote: Ayes, Aldo Harding, Jackson, Massie, Price, Stephens. Nayes: None. Absent, not voting, Aldo Ham. Mayor declared the motion adopted. The Auditing Committee reported the,,�follvwing accounts as being correct: to -wit: Pierce Oil Corp. $6.50; E. K'ed by the Finance Committee be received and filed which was duly sec. by old. Jackson. Resulted in the following vote.: ayes: ald, Harding, Jackson, Massie, Price, Stephens. Nayes: None, Absent, not voting.. Aldo Ham. Mayor declared the motion adopted. The Finance Committee handed in the following reports as being correct: Police Judge, Fines collected $109.50; Street Tax Collected $16.00; Total amt..collected $125.50. City Collector general fund collections $200.00; St. ✓ Fund Collections y238.75; Special Disbursing Agent. money expended, week enging April 8, 1922 $71.50, Week endingApril 15 $52.70, Cleek ending April 22 $66.00, Week ending April 2941.12, Week ending IJay 6 048.00, peak ending May 13 $54.22. Mr. Jay Fulbright, Chairman of the hater Commission, was present and presented a resolution passed b. the later Commissioners whihh was read. whereupon, Aldo Harding moved that the same be received and filed in the office of City Clerk. Which crus duly sec. by Aldo Jackson. Resulted in the followin vote: Ayes, Aldo Harding, Jackson Massie, Price, Stephens. Nayes: None. absent, not voting, Ald. Ham. Mayor declared the motion adopted. Aldo Hording introduced an Ordinance giving and granting to the Boadtd of Improvement of Water Improvement District No. 1 to take the necessary steps to issue bonds for the purpose of repairing and keeping the water plant in good condition which was read the first time. Irhereppon, Aldo Massie moved that the rules be suspended and the Ordinance be placed on its second reading, which was duly sec. by Aldo Harding. Resulted in the following vote: Ayes, Aldo Harding, Jackson, Massie, Price, Stephens. Noyes: None. Absent, not voting, Ald.Ham. Mayor declaredd the motion adopted. Aldo Jackson moved that the rules be furth.;r suspended, and the Ordinance be placed on its third reading and final passage which w.s duly sec. by Aldo Ste -.,hens. W ASthe Board ofiotaifocipoeestrict Tumne,has red tyCunl, yrpr rrolu- tion, or ordinance, give its consent to the Board of Improvement of Vater Improvement District Number One, for the making of the improvements described in the resolution of the Board of Improvement of said Dis- trict, passed and approved by the said Board on the Third day of July, 1922; and t7HEREAS, the City Council finds that it is absolutely necessary to make said improvements described in said resolution, which said resolution is hereby adopted and made a part hereof, as though set out in full in this ordinance; and ':/HEREAS, it is necessary to improvem and enlarge said water plant as set forth insaid resolution o-2 said Board of Improvement; and ,7HERLAS, there are not su_ficient funds on hand belonging to the City of Fayetteville, which can be used or the purposes namdd, or sufficient funds on hand belonging to the "later Improvement District available for that purpose; and VIH�RP:AS, it is the opinion of the City Council thrt said Board of Improvement of Water Improvement District Number One should provide for the making of the improvements; and ;IHEREAS , the Legislature of the State of Arkansas , . by Act No. 45, of the General lissembly of 1907, approved February 21, 1907, confirmed the purchase of the ':later Works and plant of the Fayetteville hater Co., giving and granting to the Board of Improvement of Water. Improvement Listrict Number One full and completejpower and ownership over said water plant; and WIEREAS, the estimated cost of said repairs, together with the contingencies and incidentals, will be Forty Thousand Seven Hundred anal S xty-eight Dollars add Seventy-five Cents ($40,768.75), NOW? THEREFORE, BE IT ORDAINED by the City Council of the City of Fayetteville, as follows: Section 1. Said City Council hereby confirms, ratifies add adopts the resolutio,i of the board of Improvement of ':later Improvement District Number One, passed and approved the third dayof July 1922, and which is made a part of these minutes. Section 2. That the City Council of the City of Fayetteville hereby consents and gives it& full and complete assent to the making of said improvements b; the Board of Improvement of said Water Improvement District umber One. "SECTION S. That the Board of Commissioners of .later Improvement District Number One of the City of Payetteville, Arkansas, be, and is here by authorized, empowered and directed to issue its bonds, amounting in the g aggregate exclusive of interest, to the sum of Fifty Thousand Dollars (50,000,99). and that said bonds be of the denomination and amounts to ±k be fixed by the Board of Commissioners of .later Improveme District Number One of the City of Fayetteville, said bonds to cover as to maturity a period of twelve years. ,l SECTION 4. There is hereby appropriated and set aside for the payment of the obligations of the Improvement District out of the operating expenses of said -later Isiprovcment District Number One, the following sums: For the year ending Jule 30, 1923, the sum of 4000.00 For the year ending June 30, 1924, the sum of 3940.00 For the yeas ending June 309 1925, the sum of 5880.00 For the year ending June 309 1926, the sum of 5700.00 For the year ending June 30, 1927, the sum of 6520.00 For the year ending June 309 19289 the sumxof X6280.00 For the year ending June 30, 1929, the sum of 422* $7040,00 For the year ending June.30, 1930, the sum of 4674OeOO For the year ending June 30, 1931, the sum of 7440,00 For the year ending June 309 1932, the sum of 7080.00 For the year ending June 30, 1936, the sum o: 6720.00 For the year ending June 30, 1934, the sum of 6360.00 The City Council hereby- appropriates and sets aside the sums above.named for the payment of the indebteddess made necessary to make said improvements. SECTION 5. The City of Fayetteville which has heretofore and onsentspaeaiadtin ofar astsaid cityohashtehelp�1::rer,Fgives, grlanetshereby d authorized the Board of Improvement of ',later Improvement District Number One to tape all necessary legal steps and proceedings for the purpose of making a legal, binding and valie, mortgage and pledge for .the purposes named in this ordinance, and that of the resolution o3 the board of Improvement of Water Improvement District Num er One. SECTIO116. The I*yor and City Clerk mat are hereby authorized and empowered to execute and acknowledge any agreements that may be necessary for the purpose of carrying into effect this ordinance. SECTION8. This ordinance being necessary for the immediate preservation of the public health and safety, same shall take effect and be in force from and after its passage and i.ublication. Harding, Jackson, Massie,'Price, Stephens, Absent, Aid. Ham. , The Board of Health was present and Dr. Ellis spoke of con- ditions confronting the City at this time. And, asked the Uouncil to raise the salary of the City Health Officer onaccount of it taking up so much of his time. After some discussion by all present Aid. Harding moved that the matter of -raising the salary of the City Health* O�.ficer be referred to the rihance Committee and report back at the next regular metin# which was duly sec. by Aid. Stephens. Resulted in the following vote: Ayes, Aid. Harding, Jackson, Massie, Price, Stephens. Noyes: None. Absent, not voting, Aid. Ham. Mayor declared , the motion adopted 1sruce Holcomb, one of the Cmmmiesioneers for West Lafayette Improvement District No. 1 appeared before the Oouncil`an;d asked for the money for the mainteanance of West Lafayette Improvement District No. One. According to a resolution p.:ssed by the City Council in March 1917. ,hereupon, Aid. Price moved that the Clerk draw a warrant for the sum of $200.00 in favor of the Chairman of West Lafayette Improvemsnt District No. One, being the amount due August 1, 1921 which was duly sec. by Aid. Jackson. Resulted in the following vote: Ayes, Aid. Harding, Jackson; Llassie, peri-ce, Stephens. Nayes: None. Absent, not voting, Aid. Ham. Mayor declared the motion adopted.
