The minutes of the previous meeting were read and approved. Mr.Roy Wood was present and 3dbrmma addressed the Council asking the City to maintain the light service on the paoposed White Way when it was completed. The Council agreed to maintain the lights as long as the -funds held out. The Commisioners of Willow 2t=LtAvenue Improvement District No 1 were present and discussed with the Council plans for financing the District; after some discussion by all present Ald Price moved that the matter be taken up at a special meeting to be held Friday March 10th,at 7:30 P.M.,1922,which was dully Sec by Ald Harding, resulted in the following vote Ayes Ald Harding,Jackson,• Massie,Price,Stephens,Nayes none,Absent and not voting Ald Ham, Mayor declared the motion adopted. Mr.R.E.Vlages was present and asked the .Council for a permit to construct a Rt Filling Station on the Corner of East and Meadow Streets for G..A.London and permission to build a concrete driveway over the sidwalk•, Ald Harding moved that a permit be granted to G.A.London t build Filling Station and concrete driveway over the sidewalk at the corner of East and Meadow Streets, subjegt to the approval of the City Engineer, which was duly Sec by Ald Massie, resulted in the following vote Ayes Ald Harding,Jackson,Massie,Price,Stephens,Nayes none, Absent and not voting Ald Ham,Mayor declared the motion adopted. Ald Massie moved that sidewalks be oxg&grm ordered in on the South side of Meadow Street along and in front of Lot iio 1 and la in Block 15 Orginal Town between East Street and College Avenue and Clerk have notice served.upon the Property owner, which was duly Sec by Ald Harding, resulted in the following vote Ayes Ald Harding. Jackson ,Massie,Price ,Stephens ,Nayes none,Absent and not voting Ald Ham,&layor declared the motion adopted. The reports of the various City Officals for the month of February were read, whereupon Ald Massie moved that same be referred to the Finance Committee which was duly sec by Ald Harding, resulted in the following vote Ayes Ald Harding,Jackson,Massie,Price,Stephens,Nayes none,Absent and not voting Ald Ham, Mayor declared the motion adopted. Whereupon Ald Stephens moved that the acconts as read be referredsto the Auditing Committee, which was duly Sec by Ald Harding , resulted in the follow- ing vote Ayes Ald Harding,Jackson,IRassie,Price,Stephens,Nayes none,Absent and not voting Ald Ham, Mayor declared the motion adopted. Present Mayor,Clerk,AldHam,Harding,Jssie,Price,Stephens, Absent Ald Jackson, Ald Price introduced•a Resolution ordering in Concrete curbs and guttering along and in front of all property located oxxx in Willow Avenue Improvement District No 1 and moved its adoption, which was duly Sec by Ald Harding, resulted in the following vote Ayes Ald Ham,Harding,Massie,Price,Stephens, Nayes none, Absent and not voting Ald Jackson, Mayor declared the Resolution adopted and a copy is as follows: ,, ti2 RESOLUTI ON. BE IT RESOLVED,By the City Council of the City of Fayetteville,Arkansas: Section One. That all owners of real property facing or abutting on the following streets and parts of streets within the City of Fayetteville,Arkansas, towit: Washington Avenue from Dickson Street to Davidson Avenue;Willow Avenue from Dickson Street to Rebecca Avenue;17alnut Street from Sutton Street to Maple Street; Olive Street from Lafayette Avenue to Maple Street;Davidson Avenue from College Az Avenue to Willow Avenue;Lafayetie Avenue from College Avenue to Mission Street; and Sutton Street from Washington Avenue to Walnut Street, be,and they are heroby ordered to lay and construct concrete curbing and gutters along and in front of their respective properties within 22xnbgythirty days from date that notice is served upon them. Said curbing and gutters shall be laid and constructed in accordance with the specifications heretofore prepared by the City Engineer of said City of Fayetteville,Arkansas, and shall be laid and constructed upon grade as the same is established by said City of Fayetteville,Ark. Sectiott Two. If any owner of real property as set forth in Section One hereof shall fail or refuse to so lay and construct said curbing and .gutter along and in front of their respective properties within the time as stated herein or shall fail or refuse to lay or construct the same in accordance with the specifications as set forth in Section One hereof, then in that event the said City of Fayetteville,Arkauxas, shall advertise for sealed bids for one (1) week for the construction of xs such curbing and gutter,and shall award the contract for the same to the lowest and best bidder,after having given notice of one week of intention to so advertise for bids to the owner or agents of any of the above described real property who shall so fail or refuse to comply with the provisions of this Resolution as set forth in Act. 136, Acts of Arkansas 1909, and in the event the said City of Fayetteville shall so build or construct any of said curbing or gatters,a 11en shall be foreclosed upon the real estate along and in front of which such curbing or gutter was so constructed,as is provided in said Act 136,Acts of Arkansas x 19096 Section Three. That the City Clerk be,and,he is ordered and directed to issue notice to the respective property owners on the streets and'parts•of streets set forth in Section One of this Resolution,and cause the same to,be served upon said -property owners. Vection Four. That all -orders or Resolutions in conflict herewith be, and the same are hereby repealed,and this Resolution be in force and effect,from and after its passage and approval. Ald Harding introduced an Ordinance to provide for the permanent'ifprovement X of the intersection of certain streets within the City of Fayetteville,Arkansas and for other purposes which was read the first time, whereupon Ald Massie, moved that the rules be suspended and the Ordinance be placed upon it second reading, which was duly Sec by Ala Ham, resulted in the following';vote Ayes Ald Ham,Harding,Massie,Price,Stephens, Nayes none,Absent and'not voting Ald Jackson, Mayor declared the motion adopted,Ald Harding moved that the rules be further suspended and the Ordinance be placed upon its third reading and final passage, which was duly Sec by Ald Stephens, resulted in the following vote Ayes Ald Ham,Harding,Niassie,Price,Stephens,Nayes none,Absent"and not voting Ald Jackson, Mayor declared the motion adopted. Question is shall the Ordinance pass as read, vote was taken with the following vote Ayes Ala Ham,Harding,Iviassie,Price,Stephens,Nayes none,Absent and not voting Ald Jackson,Mayor declared the Ordinance duly passed and a copy is as followrs:- ORDINANCE NUMBER 450. AN ORDINANCE TO ENTITLED, " AN ORDINANCE TO PROVIDE FOR THE PtRMAITENtx IMPROVEIENT OF THE INTERSECTION OF CERTAIN S'TREsTS WITHIN THE CITY OF BAYr:TTzXILLE,ARKANSAS AND FOR OTHLR PURPOSES. " WHEREAS, there has been fix formed and created within the corporate limits of the City of Fayetteville,Arkansas,a certain Improvement Distrct,known as Willow Avenue Improvement District Number One of the City of Fayetteville, Arkansas; and WHEREAS, It is the policy of the City of Fayetetille to aid in constructing and maintaining permanent streets,constructed under the Improvement District plan; and 4, ' �`TH.sREAS, The City of Fayetteville,has assumed part of the expense of improving streets in other Improvement Districts; NOIN THEREFORE,BE IT ORDAINED BY THS CITY COUNCIL OF THE CITY OF FAYET(IIEVILLE, ARKANSAS: -Section One.: That kk there is hereby appropriated out of the General Street Fund of the City of Fayetteville,Arkansas,the sum of Twelve 'Thousandx* 0 ("12,000.00) Dollars,to be used by the Board of Commissioners of'.Nillow Avenue Improvement District Number One of the City of Fayetteville,Arkansas,in permanently paving the intersections of all streets within said Improvement District,and otherwise permanently 1=wzww1wx improving the same. SECTION TWO: That the City Clerk of the City of Fayetteville,Arkansas, be,and he is hereby,instructed to draw five Warrants of equal amounts,in favor of whomsoever said Board of Commissioners may designate,and at such times as said Board may request not to exceed in the aMaxaggregate,however,the sum of Twelve Thaousand $12,000.00) Dollars. Said five Warrants shall be drawn serially so that one Warrant shall become due and payable each year after date of issue. y Section Three.
