REGULAR IE ETING CITY COUNCIL HELD FEBRUARY 17th,1922,
Present Mayoi.Clerk,Ald Ham,Harding,Jackson,Massie,Price,Stephens.
The appealof W.H.Rollins protesting the assessement on his property in the

Willow Avenue.Improvement District No 1 was read to the Co until; whereupon
Ald Massie moved that the appeal of W.H.Rollins is denied for the reason that

the same was' -not filed in time as required by law, which was duly Sec by Ald
Harding ,,resulted in the following vote Ayes Ald Ham,Harding,Jackson,Massie,
Price,Stephen_s.;Nayes none,Absent and not voting lone,Mayor declared the motion
adopted.
A Petition Pram'"the Citizens on South East,Street asking the Council to order
in curb and walks and gutters and to have water and sewar pipes laid was read,
whereupon Ald Harding moved that same be referred to the Street Committee in
regard to the walks,curbs and gutters, which was duly Sec by A1d*Price, result-
ed in the following vote Ayes Ald Ham Harding. Jackson ,Massie ,Price. Stephens,
Nayes none.Absent4and not voting none,Mayor declared the motion adopted.
11r.F.P.Hall an(i others representing the R Public Library presentdd a Petition
asking the Couneil•to levy a tax for the support of the Public Library, after
some discussion by all present Ald Massie moved that the petition be considered
at the second regular meeting in March, which was duly Sec by Ald Harding, result-
ed in the,followin&•vote Ayes Ald Ham,Harding,Jackson,Massie,Price,Stephens,
Nayes none,Absent and not voting none,Mayor declared the motion adopted.
A petition from.a number of Citizens on South Block Street asking the Council
to controll the waste wst�x water which was overflowing their property was read
whereupon Ald Massie moved -that same be referred to the Special Disbursing Agent
with power to act,

Ald Harding moved that the reports of the various City Officals for the month
of January that have been O.K..by the Rtsymm Finance Committee be'received and
filed which was duly See by•Ald Masssie, resulted in the following vote Ayes Ald
Ham,Harding,Jackson,TJlassie,Price,Stephens;Nayes none,Absent and not voting none,
Mayor declared the motion adopted.

Ald Harding moved to allow the accts aginst the City for the month of January
and Clerk draw warrants for same, that have been O.K; by the Auditing Committee
which was duly Sec by Ald Massie, resulted in the following vote Ayes Ald
Ham,Harding,Jackson,lvlassie,Price,Stephens,Nayes none,Absent and not voting none,
Mayor declaed e motion adopted.

Ald Massie introduced an Ordinance to prote&t the asphalt paved streets which
was read the first time whereupon Ald Harding moved that the rules be suspended
and the Ordinance be placed upon its second reading which was dulySec by Ald
Massie, resulted in the following vote Ayes Ald Ham,Harding,Jackson,Ida.ssie,
Price, Stephens Nayes nonp,4brqent and not voting none,.Mayor declared the motion
adopted.
Ald Stephens moved that the th= rules be further suspended and the Ordinance
be placed upon its third reading and final passage, which was duly Sec by Ald
Jackson, resulted in the following vote Ayes Ald Ham,Harding,Jaekson,Massie,
Price,Stephens, Nayes none,Absent and not voting none,Mayor declared the
motion adopted. The question is now shall the Ordinance be passed as read, vote
was taken with the following result, Ayes Ald Ham,Harding,Jackson,Massie,Price,

AN ORDINANCE TO BE ENTITLED ” AN ORDINANCE TO PROTEOT ASPHALTIC STREi!:T
PAV`.MLNT WITHIN THE CITY OF FAYETT_�VILLE,ARKANSAS. "
BE IT ORDAINED BY TIE COUNCIL OF THE CITY OF FAYETTEVILiE,ARKANSAS.
Section One. It shall hereafter be deemed a violation of this Ordinance
for any person,either owner,agent or driver,to drive over or park or stop on
any part of any street paved with asphalt with any motor driven
vehicle from which gasoline or lubricating oil is leaking.
Section Two. The term " miotor Driven Vehicle " as xd-Pd used in this
Ordinance is meant to include and does include any and all automobiles,
motorcycles,tractors,trucks or other gasoline propelled vehicles.
Section Three: Any person or persons violation any of the provisions of
this Ordinance shall be deemed guilty of a misdemeanor,and upon conviction
thereof s)}all be punished b a fine of not less than Five *x ($5.00) Dollars
nor more than Twenty-five (25.00) Dollars for each offense.

Section Four: That this Ordinance be in force from and after its passage,
approval and publication and all p Ordinances and parts thereof in conflict
herewith be and the same are hereby repealed.

that the rules be suspended and the Ordinance*be pla ced upon its second
reading, which was duly Sec by Ald Ham, resulted in the following vote Ayes

voting none,I-ayor declared the motion adopted. Ald Massie moved that the
rules be further suspended and the Ordinance be placed upon its third reading
and final passage, which was duly Sec by Ald Harding , resulted in the
