This meeting called for the purpose of devising ways and means of cashing the City Warrants so as to enable the Commissioners of Annex No 1 to East Street Improvement District No 1 to finish paving West Center Street. Mayor, Mir MErshall Douglas was present and discussed with the Council mat -kers pertaining to 47illow Street Improvement District No 1 stating the Commissioners was short of money to go through with the work, after some discussion by all present the Mayor appointed a committee consisting of Ald Price,Ham and Massie to confer with the Board of Commissioners and work out plans for additional financing the District.
