CALLED MEETING CITY COUNCIL HELD FEBRUARY 8th,1922. Present Mayor,Clerk,Ald Ham,Harding,Jackson,Massie,Price,Stephens. This meeting called for the purpose of devising ways and means of cashing the City Warrants so as to enable the Commissioners of Annex No 1 to East Street Improvement District No 1 to finish paving West Center Street. Mr.A.E.Collier one of the Commissioners was present and discussed the matter with the Council. gfter some discussion by all present Ald Price moved that the amount of $7150.00 be transferred from the,,General Fund to the Street Fund and the Warrants drawn on the Street Fund in favor of the Commissioners of Annex No 1 to East Street Improvement District No 1 be paid from the funds so transferred, which was duly Sec by Ald Massie, resulted in the following vote Ayes Ald. Ham,Harding,Jackson, Massie,Price,Stephens,Nayes none,Absent and not voting none,Mayor declared the motion adopted. Ald Massie moved that the rules be further suspended and the Ordinance be placed upon its third reading and final passage, which was duly Sec by Ald Harding, rsss resulted in the following vote Ayes Ald Ham, Harding, Jackson ,Massie,Price, Stephens. AN ORDINANCE TO BE ENTITLED " AN ORDINANCE TO LEVY THE ASSESSEMcNT UPON THE REAL PROPERTY LOCATED WITHIN ANNEX NUMB. -ER TWO TO EAST STREET IIvIPROV 1vENT DISTRICT NUI-Bz;R ONE OF THE CITY OF FAYETTEVILLE,ARKANSAS a " CIHERE.S, The majority in value of the property holders owning property adjoing the locality to be affectbd,and situated in Annex Number Two to East Street Improvement Dittrict Number One of the City of Fayetteville Arkansas, organized for the purpose of paving with Asphaltic or Concrete pavement, the streets and parts of streets within said Annex Number Two to East Street Improvement District Number One of the City of Fayetteville, Arkansas have petitioned the City Council of the City of Fayetteville,Arkansasfor the construct- ion of said improve ment,and that the costs thereof, shall be assessed upon the real property of said distiict,according to the benifits to be received; and ';IHER.AS, said benifit received by each block,lot and parcel of real property situated in said district,equals or exceeds the local assessement; and V=REAS, the estimated cost of said improvement is $ 32,000.00. " ',5EREAS, there has been formed and created within the corporate limits of the City of Fayetteville,Arkansas,a certain Improvement District,,known as Annex Number Two to East Street Improvement District Number One of the City of Fayette- ville,Arkansas,and ;�Ii;R"%bS, it is the policy of the City of Fayetteville ,to aid in constructing end maintaining p=wznwwKrt permanent streets constructed under the improvement district plan; and �IHEREAS, the City of Fayetteville has assumed part of the expense of improv- ing streets in other Improvement Districts; NODI, TH�REF'0PE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ._RKANSAS: S;CTION ONE: That there is hereby appropriated out of the General Street Fund of the City of Fayetteville,Arkansas,the sum of w10,000.009 to be used by the Board of Commissioners of Annex Number Two to East Street Improvement District ' Nu:ber One of the City of Fayetteville,Arkansas, in permanently paving the intersections of all streets within said Improvement District and otherewise permanently improving the same. SECTION T7I0: That the City Clerk of the City of Fayetteville ,Arkansas ,be, and he is hereby,instructed to draw ten warrants of equal amounts, in favor of whomsoever said Baord of Commissioners may designate and at such times as said Board may request,not to exceed in the aggreate,however, the sum of '10,000.00. Said ten warrants shall be drawn serially,so that one warrant shall become due ' and payable each year after date of issue. SECTION THREE: That this Ordinance shall flake effect and be in force from t6 and after its passage,approval and publication. Passed and approved this 10th day of Bebruary,1922. Mayor, Mir MErshall Douglas was present and discussed with the Council mat -kers pertaining to 47illow Street Improvement District No 1 stating the Commissioners was short of money to go through with the work, after some discussion by all present the Mayor appointed a committee consisting of Ald Price,Ham and Massie to confer with the Board of Commissioners and work out plans for additional financing the District.
