Aid Massie takes the chair. ' The minutes of the previous meeting were read and approved. The reports of the various City Officals for the month of January were read whereupon Aid Harding moved that reports be referred to the Finance Committee which was duly Sec by Aid Ham.,resulted in the following vote Ayes Aid Ham,Harding, Jackson,Massie,Price,Stephens,Nayes none,Absent and not voting none,President Pro Tem declared the motion adopted. The Committee appointed to investigate the petition asking for a sidewalk on East Spring Street reported that in order to serve the interests of the Petitioners the walk together with curb and gutters on both sides of Spring would have to be extended to Fletcher Avenue, that such construction would be costly to both of the Property owners and the City kJmcta than was anticip- ated by the Petitioners, therefore tkgethey recomended that same be referred back to the Petitioners for further consideration and action. X Aid Harding introduced An Ordinance to levy the Assessement upon the Real Property located within Willow Avenue Improvement District Number One, which was read the first time, whereupon Aid Harding moved that the rules be suspended and the Ordinance be placed upon its second reading, which was duly Sec by Aid Price, resulted in the following vote Ayes Aid Ham,Harding, Jackson,Massie,Price,Stephens ,Nayes none,Absent and not voting none,President Pro Tem declared .tiffs notion adopted. ORDINANCE NUMBER 445. AN ORDINANCE TO BE ENTITLED " AN ORDINANCE TO LEVY THE ASSESSETENT UPON THE -REAL PROPERTY LOCATED WITHIN WILLOW AVENUE IMPROVEMENT DISTRICT NUIBER ONE OF THE CITY OF FAYETTEVILLE,ARKANSAS: " WHEREAS, the majority in value of thexinx property holders owning property adjoining the locality to be effected, and situated in Willow Avenue Improvement. District Number One of the City of Fayettevi111e,Ar kansas, organized for -the purpose of grading, rolling and macadamizing the streets and parts of streets within said Willow Avenue Improvement District Number One, have petitioned the Council of the City of Fayetteville,Arkansas, for the construction of said Improvement, and that the cost thereof shall be assessed upon the real property of said District, according to benifits received; and WHEREAS, said benifits received by each B1ock,Lot and Parcel of real Property situated in said District, equals or exceeds the local assessement thereon; and 9HEREAS, the estimated cost of said improvement is $359387.71. 1TOW,THvREFORE,BE IT ORDAINLD BY THE CITY COUNCIL OF TIE CITY OF FAYE.TTEVILLE ,ARKANSAS: SECTION ONE: That said several Blocks,Lots and Parcels of real property in said District,be assessed according to the assessement list for said Improvement District, as the same now remins in the Office of the Recorder or City Clerk; and that 10 per centum on each of said Blocks,Lots and Parcels, shall be paid annually on or before the first Monday of October, until the whole of the said local assessement shall be paid. SECTION TWO: That all Ordinances and parts of Ordinances in conflict,be, and the same are hereby, repealed, and this Ordinance shall be in force and effect,from and after its passage,approval and publication. This meeting called for the purpose of devising ways and means of cashing the City Warrants so as to enable the Commissioners of Annex No 1 to East Street Improvement District No 1 to finish paving West Center Street. Mr.A.E.Collier one of the Commissioners was present and discussed the matter with the Council. After some discussion by all present Ald Price moved that the amount of $7150.00 be transferred from the Aeneral Fund to the Street Fund and the Warrants drawn on the Street Fund in favor of the Commissioners of Annex No 1 to East Street Improvement District No 1 be paid from the funds so transferred, which was duly Sec by Ald Massie, resulted in the following vote Ayes Ald Ham,Harding,Jackson, Massie,Price,Stephens,Nayes none,Absent and not. voting none,Mayor declared the motion adopted.
