REGULAR MEETING CITY COUNCIL HELD JANUARY 6th,192p it
Present Mayor ,Clerk ,Ald Ham Harding Mass ie,Price. Stephens ,Absent Ald Jackson.
The minutes of the previous meeting were read and approved.
The reports of the various City Officals for the month of December 1921 was
read whereupon Ald Massie moved that the reports as read be referred to the
Finance Committee for investigation which was duly Sec by Ald Harding, resulted
in the following vote Ayes Ald Ham,Harding,Massie,Price,Stephens,Nayes none,
Absent and not voting Ald Jackson, Mayor declared the motion adopted.
The following accounts against the City for the month of December were read,
to -wit:

Whereupon Ald Harding 'moved that the accts as read be referred to the
Auditing Committee,which was duly Sec by Ald Stephens,resultedlin the following
vote Ayes Ald Ham,Harding,Massie,Price,Stephens,Nayes none,Absent and not voting
Ald Jackson,Mayor declared the motion adopted.
Ald Price moved that the reports of the various City Officals for the month of

Mayor declared the motion adopted. The Finnance Committee rHNXX handed in the
following reports as being correct,to-wit:
City Clerk license issued $510.16,Auto license plates issued 30.00,Total
License issued $540.16.,City Collector General Fund Collections $528.41,Street
Fund Collections $98.00,Total Collected $626.41, Police Judge, Fines Col $76.00,
Street Tax Col.$p15.00,Total Amt Col $91.00. Ald Price moved to allow
the accts against the City for the month of November that have^been O.K. by
the Auditing Committee and Clerk draw warrants for same, which'',was duly Sec by
Ald Massie, resulted in the following vote Ayes Ald Ham,Harding,Massie,Price,
Stephens,Nayes none,Absent and not voting Ald Jackson,D7ayor declared the motion
adopted. The Auditing Committee handed in the following accts as being Correct,
to -wit:

Ald Harding moved that the City Collector be given credit for X20*@6 00 on acct
of a worthless check given by B.J.Cannon for peddling meat on license, which
was duly Sec by Ald Massie, motion carried. µ
Ald Harding moved that the date for hearing on the Fayetteville Gas & Elect.
Co. in regard to the reduction of rates be extended from January lo,1922 to
Febuary 10th,1922 and the Clerk to notify them of the extension, which was duly
Sec by Ald Price, resulted in the following vote dyes Ald Ham,Harding,Massie,
Price,Stephens,Nayes none,Absent and not voting Ald Jackson,Mayor declared the
motion adopted.
The following communication was read to the Council to -wit:

of the City of Fayetteville,Arkansas.
Gentlemen: I
We are submitting herewith plans,specifications,together with
estimate of cost for an asphaltic macadam pavement to be constructed within
Willow Avenue Improvement District No.One.
The attached plans,specifications and engineer's estimate of
cost have been prepared and obtained in accordance with Section 5656,
Crawford & Mos¢es Digest of the Statutes of A kansas,and we'respectfully re-
quest your honorable body to take all necessarry steps to complete the district
and to levy an assessement against the property for the purpose of constructing
said pavement within Willow Avenue Improvement District No One.

Gentlemen:
I am submitting herewith an estimate of asphalt macadam pavement
within Willow Avenue Improvement District No.l. P
This estimate includes the pavement to be adjacent to the real; property along
the street and also all street intersections within the district.
The following estimate of cost is based on the actual qal
laa#contract proposal prices as submitted for work to be done in Fayetteville
during the summer of 1921.

Ald Price introduced a Resolution appointing the Board of Assessors for Willow X
Avenue Improvement District No 1. and moved its adoption which was duly Sec by
Ald Harding,resulted in the following vote,Ayes Ald Ham,Harding,Massie,Price,
Stephens,Nayes none ,Absent and not voting Ald Jackson,Maygr declared the
Resolution adopted and a copy is as follows:-

kph l BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETT~✓VIILE,ARKANSAS:
SECTION ONE: That F.S.Raedels,W.L.Crouch and A.H.Markle, three electors of
the City of Fayetteville,Arkansas, are hereby appointed to constitute a Board
of Assessement of the benifits to be received by each Lot or Block or other
subdivision of land within Willow Avenue Improvement District Number One of
the City of Fayetteville,Arkansas, by reason of the proposed improvement.
SECTION TWO: That all Orders or Resolutions in conflict herewith be, and
the same are hereby,repealed, and this Resolution shall take effect and be in
force from and after its passage and approval.

Ald Harding introduced a Resolution directing the City Clerk to have a notice/to
Property Owners of the Proposed Improvement knowm as Annex No 2 to East Street
Improvement District No 1e that therS-would be a hearing held by the Council -to

calling upon the property owners to appear and show cause for orpagainst
such annexation and moved its adoption, which was duly Sec by Ala Price,
resulted in the fod'lowing vote Ayes Ald Harp,Harding, Massie ,Price. Stephens ,Kaye s

property on Spring Street,from the West line of Block Street to the West line
of Church Street; Church Street,from the North line of Spring Street to the
South line of Rtgnimm Dickson Street; Dickson Street,from the West line of
St.Charles Street to the East line of Visas Arkansas Avenue; West Street,
from the North line of Dickson Street to the South line of Lafayette Street;
and Gregg Street,from the.South line of Ida Avenue to the North line of Dickson
Street,was duly filed with the City Council on IaIarch 23,1921,asking that said
property be created into an Improvement District,to be known as Annex Number

for two weeks in some newspaper published at Fayetteville,Washington County,
Arkansas,that such petition has been filed;and that it will be considered
at a meeting of the City Council of said City of Fayetteville,Arkansas,
which will be held in the Mayors Office on Tuesday January 24th.1922,at
7:30 P.M.,and calling upon the property owners within said proposed Improvement
Districtnd show cause for

A communication from the Board of Commissioners of East Street Improvement
District No.*. and Annex No.lo was read asking for the sum of 3250.00 to
finish paving the said Districts was read to the Council, whereupon Ald
Price i trFrdmatn introduced an Ordinance appropriating the sum of X3250.00
for the finishing of paving the said Districts, was read the first time,
whereupon Ald Price moved that the rules be suspended and the Ordinance be
placed upon its second reading which was duly Sec by Ald Haruing, resulted
in the following vote Ayes Ald Ham,Harding,llassie,Price,Stephens,Nayes none,
Absent and not voting Ald Jackson.Mayor declared the motion adopted.

Ald Price moved that the rules be further suspended and the Ordinance be placed
upon its third reading and final passage, which was duly Sec by Ald Massie,
resulted in the follmving vote.Ayes Ald Ham,Harding,Ma.ssie,Price,Stephens,
Nayes none,Absent and not voting Ald Jackson, Mayor declared the motion adopted.
Question is now shall the Ordinance pass as read, vote was taken with the

KK AN ORDINANCE TO BE ENTITLED," AN ORDINANCE TO PROVIDE FOR THE
PERMANENT IMPROVEMENT OF THE INTERSECTION OF CERTAIN STREETS WITHIN TIM
CITY OF FAYETTEVILLE,ARKANSAS; AND FOR OTHER PURPOSES."
WHEREAS,thereas has been formed and created within the copporate -
limits of the City of Fayetteville,Arkansas,certain Improvement Districts,
known as East Street Improvement District Number One,and Annex Number One to
East Street Improvement District Number One of the City of Fayetteville,
Arkansas; and
WHEREAS, it .is the policy of the City of Fayettevil s�o aid in
constructing and maintaining permanent streets,constructed �x the Improvement
District plan; and
WHEREAS,the Commissioners of said above mentioned Improvement Districts
are in need of the sum of $3250.00 ,to finish paving the intersections of
and otherwise permanently improving,the streets within the said above mentioned
Districts:
NOW,THEREFOR.E,B IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE,ARKANSAS:
SECTION ONE: That there is hereby appropriated out of the General Street
Fund of the City of Fayetteville,Arkansas,the sum of $3250.00 to be used by the
Board of Commissioners of East Street Improvement District Number One and Annex
Number One to East Street Improvement District Number One of the City of
Fayetteville,Arkansas,in permanently paving the intersection o£,and otherwise
permanently improving,all streets within said Improvement Districts.
SECTION TWO: That the City Clerk of the City of Fayetteville Arkansas,
be, and he is hereby instructed to draw ten warrants of equal amounts,in favor
of whomsoever said Board of Commissioners may designate,and at such time as
said Board may request,not to exceed in the aggregate,the sum of $3250.00.
Said ten warrants shall be drawn serially,so that one warrant shall become
due and payable each year after date of issue.
SECTION THREE: That this Ordinance shall take effect and be in force,
from and after its passage,approval and publication.
