Present Mdyor,Clerk,Ald Harding,Massie,Price,Stephens,Absexit Ald Ham,Jackson.
The minutes of the previous meeting was read and approved.
Ald Price moved that the'reports of the various City!Officals for the month of
October that have been O.K. by the Finance Committee be received and filed, which
was duly Sec by Ald Harding, resulted in the following vote Ayes Ald Harding,
Massie,Price,Stephens,Nayes none,Absent and not voting Ald Ham,Jackson,Mayor
declared the motion adopted.
The finance Committee handed in the following reports as being correct,to-wit:
Police Judge Fines Col $238.00,Street Tax Col $45.00,.Total Amt Col $283.50,City
Collector Street Fund Collections $236.00,General Fund Collections 0211.50,
City Clerk License Issued $200.00,Auto License Issued $95.00;Truck License issued
$20.00,Total License issued $315.00,Allam M.Wilson Special Disbursing Agent,
money expended Week ending Oct 8th,1921,$71.48,Week ending Oct l5th91921,$97.50,

Ald Price moved to allow the accounts against the City for the month of October.
and Clerk to draw warrants for same, all that have been O.K. by the Auditing Comm-
ittee, which was duly Sec by Ald Harding, resulted in the following vote Ayes Ald
Harding,Massie,Price,Stephens,Nyyes none,Absent and not voting Ald Ham,RKxK. Jackson,
Mayor declared the motion adopted. The following accounts was reported as being
correct by the Auditing Committee, to -wit:

A Communication from Mrs Galoway asking for a permit to dig into the street to make
sewer and water connection was read to the Council,whereupon Ald Harding moved that
a permit be granted upon the deposit of the sum of $25.00 with.the City Collector
and the street be put back in good condition on the approval of the City Engineer,
which was duly Sec by Ald Massie, resulted in the following vote ,Ayes Ald Harding,
Massie,Price,Stephens,Nayes none,Absent and not voting Ald Ham,Jackson,Mayor declared
the motion adopted.
A communication from Mrs Carney on East Spring Street asking the Council to order
in a sidewalk in front of the lot east of R.F.Bell's property was read, whereupon
Ald Harding moved to refee same to the Street Committee and report back to the
Council, which was duly Sec by Ald Price, resulted in the following vote Ayes Ald
Harding,Massie,Price,Stephens,Nayes none,Absent and not voting Ald Ham,Jackson,
Mayor declared the motion adopted.
Ald Harding moved that the Fayetteville Gas & Elect Co. repair the sidewalk on the
corner of College Avenue and Dickson Street which was torn up by the removal of
a Light Pole and the Chairman of the Light Committee be instructed to notify the
Light Co. to make said repairs, which was duly Sec by Ald Stephens, resulted in
the following vote Ayes Ald Harding,Massie.Price,Stephens,Nayes none,Absent and
not voting Ald Ham,Jackson,Mayor declared the motion adopted.
Ald Massie moved that the Clerk draw a warrant in favor of Dr.A.S. Gregg for the
sum of $10.00 to reimburse him for $10.00 paid to the City Collector on the
Selig Co. Acct which was not allowed by the City, which was duly Sec by Ald Harding,
resulted in the following vote Ayes Ald Harding,Massie,Price,Stephens,Nayes none,
Absent and not voting Ald Ham ,Jackson.Mayor declared the motion adopted.
Ald Massie moved that that all Telephone and Light poles on North Leverette Street
between Maple and York streets be moved back to the location establihed by the City
Engineer, which was duly Sec by Ald Harding, resulted in the following vote Ayes
Ald Harding,Alassie,Price,Stelihens,Nayes none,Absent and not voting Ald Ham,Jackson,
Mayor declared the motion adopted.
Aid Massie introduced An Ordinance fixing the license on all Telephone,Telegraph and
Light and Power Poles, which was read the first time, whereupon Ald Massie moved
that the rules be suspended and the Ordinance be placed upon its second reading
which was duly Sec by Ald Stephens, resulted in the following vote Ayes Ald Harding,
,:;assie,Price,Stephens,Nayes none,Absent and nibt voting Ald Ham,Jackson,Mayor declared
the motion adopted.
Ald ISassie moved that the rules be further suspended and the Ordinance be placed
upon its third and final reading, which was duly Sec by Ald Price, resulted in the
following vote Ayes Ald Harding,I/fassie,Price,Stephens,Nayes none,Absent and not
voting Ald Ham,Jackson,Mayor declared the motion adopted, Question is now
shall the Ordinance pass as read, vote was taken with the following result,

Section One. From and after the let day of July,1922,the City License upon
h and every electric power pole,telegraph pole,or telephone pole located within street or alley within the corporate limits of the City of Fayetteville,
Arkansas,shall be fixed and established at the rate of Fifty (.50) Cents for each
f said poles per annum,payable in advance.
Section Two. Each and every person firm or copporation owning or leasing or
�#fl';U^l%a otherwise zx using any such pole within any of the streets or alleys of said City
shall,on or before the 1st day of July 1922,and each year thereafter,furnish to
ry1 the City Clerk a sworn statement as to the number and location, of all zgs such
Olde �� poles owned,used or leased by such person,firm or corporation. In addition to
/� 61 the above report,all such persons,firms or copporations shall be further required
to furnish a sworn statement as to the number and location of any and all poles

Section Three. That all Ordinance or parts thereof in conflict herewith be and
the same are hereby repealed and this Ordinance take effect and be in force from
and after its passage.,approval and publication.

Ald Harting moved that the City Collector credit the pole license of the
Light,Company with the amount of the Street light bill as -the bills are presented
until the pole license is paid in full and said Collector to sign for the warrants
issued in favor of said Light Company, which was duly Sec by Ald Massie, resulted
in the following .vote Ayes-Ald Harding ,Massie ,Price ,Stephens ,Nayes, none,Absent and
not voting Ald Ham,Jackson,Mayor declared the motion adopted.
Moved and carried to adjourns to meet subject to call.

The minutes of the previous meeting was read and approved.
Mr.R.E.Vlages appeared before the Council in support of his claim for grading on
the Huntsville Raod, whereupon Ald Massie moved that the Clerk draw a warrant for
the sum of 028.00 in favor of Wages Bros, which was duly Sec by Ald Price, resulted
in the following vote Ayes Ald Ham,Harding,Massie,Price Stephens,Nayes none,Absent
and not voting Ald Jackson.Alayor declared the motion adopted.
CThis being the night to determine wh ¢,t,h,- not there is a majority in'assesed
valuation signed up in the Willow Std mprovement Dist the Mayor appointed the
following Committee to check over the�ures,Ald Massie and Harding.
The commitee retired and the Council er recess.
The Committee reported that there was a total of $148, 45.00 in the Willow�t —
Improvement District No 1. and there was a total of 81,585.00 signed up showing
a majority of $7362.50. '
Whereupon Ald Massie introduced a Resolution finding that there is a majority
signed up in assessed valuation, and moved its adoption, which was duly Sec by
Ald Price, resulted in the following vote Ayes Ald Ham,Harding,MassiJ.Price,
Stephens,Nayes none,Absent and not voting Ald Jackson,Nlayor declared'the
Resolution adopted and a copy is as follows: -
RESOLUTION.
�e5 yah WHEREAS, on the/ 5th day of Nvember,1920, a petition signed by more that] ten
owners of real proeprty was presented to the Council, requesting that steps be
taken to form an improvement district to embrace the property described and therein
set forth; and
WHEREAS, on the 3d day of December,1920, an Ordinance;numbered 410, was passed
forming the said district as set forth in the above named petition; and
WHEREAS, on the 7th day of January,1921, a petition was presented to the said
Council, signed by per ons claiming to constitute a majority in assessed valuation
of all real property &bcated within the district as set forth in said petition and
ordinance aforesaid; and
VMREAS, the Council did on the 4th day of November,1921,order and direct the
City Clerk of the City of Fayetteville,Arkansas, to give notice by publication,
once a week for two weeks, advising all persons that on the 2d day of December,
1921, the Council would take that last named petition under consideration, and
would at that time determine whether or not same was signed by the majority in
assessed valuation of all real property within the said district; and
WHEREAS,5aid notice was so published by said Clerk in accordance with law; and
WHEREAS,, said time for said hearing has arrived, and said hearing has been
duly and properly had;
NOW,THEREFORE,BE IT RESOLVED BY TIM CITY COUNCIL OF THE CITil OF FAYETTEVILLE,
ARKANSAS:
SECTION ONE:- That,after careful consideration, the City Council of the City
of Fayetteville,Arkansas,finds that there is a total assessed valuation of
X148,445.00 of real property within said district, according to the last named
assessement on file in,the office of the County Clerk of Washington County,
Arkansas, and that persons si ning said petition o<<rn.property within said district
of the assessed valuation of , 81,585.00,according to said assesement.
SECTION 2. That it is the finding of said City Council of said City of
Fayetteville,Arkansas,'that•the majority in assessed valuation of nxxexRsx owners
of real property within Willow Avenue Improvement District Number One of the City
of Fayetteville,Arkansas, have signed said petition; and the said district is
hereby formed by said City Council of said City of Fayetteville,Arkansas.
Section 3. In consideration of'the said above mentioned petition, the said
City Council of the said City of Fayetteville,Arkansas, has been guided by the
Certificate of the Circuit Clerk of said Country of Washington, as to the assessed
valuation of said real property.
