Present blayor,Clerk,Ald.Ham,Harding,Massie,Price,Stephens, Absent Ald Jackson, Ald Price moved that the reports of the various City Officals for the month of August that have.been O.K. by the Finance Comtittee be received and filed, which was duly Sec by Ald Massie, resulted in the following vote Ayes Ald Ham,Harding, Massie,Price,Stephens,Nayes none,Absent and not voting Ald Jackson, Mayor declar- ed the motion adopted. The Finance Committee handed in the following reports as being correct;to-wit- Police Judge Fines Col $347.50,Street Tax Col $27.00,Total Amt Col $374.50, City Collector Genl Fund $451.00,Street Fund $528.25,Cit Clerk License Issued $390.75 Auto License Issued $325.00Truck License Issued 50.00,Taxi License issued 150.00, Ald Price moved that the report of the Special Disb.Agt ending, t, week of August 13th,1921 be received and filed, which was duly sec.by Ald Massie, resulted in the following vote Ayes Ald Ham,Harding,Massie,Price,Stephens, Nayes none,Absent and not voting Ald Jackson,Mayor declared the motion adopted. The following report was handed in, Disbursements for week ending July 16th,1921, §116.50,Week ending July 23,1921.$106.25,Week endingJuly 30th,1921.$ll2.009 eek ending August 6th,1921,$87.50,Week ending August 13th,1921,$91.40, Ald Harding moved that the accounst against the City for the month of August that have been O.K. tri by the Auditing Committee be allowed and Clerk draw warrants for the same, which was duly sec by A1dPrice, resulted in the following vote Ayes Ald Ham, Harding ,Has sie, Price , Stephens ,Nayes'none,Absent and not voting AAld Jaekson,Mayor declared the motion adopted. the followingaccounts was handed as correct,to-wit:- Fay Prtg.Co.61.95,Goss Else Shop 03.20,J.Shelley $7.45,Fay Gas & Else Co.$251.45, S.W.Bell Tpl Co.$11.25,W.L.Crouch 12.35,Dem Prtg.0o.$13.75,Thomas & Son $2.35, Fay Lbr.& Cement Co 4le40.W.S.Duggans $39.77,Hill City Lbr.Co.$34.00,E.D4.Ratliff %24.05,Mary E.Oliver $1.05,H.M.Hudgins $35.10,Atkins & Son $27.00,Selig.0o. 58.10,Bear State Oil 0ol$9.00,Wash Co.Hdw.Co.$2.00. o petition from a number of oltizens asking the Council to order in sidewalks on the East side of Leverette Street from York street to Douglas Street and on the West side of Levereete Street from Maple Street to York Street was read to the Council, whereupon Ald Harding introduced a Resolution and moved its adop- tion ordering said walks, which was duly sec by Ald Price, resulted in the following vote Ayes Ald Ham,Harding.lda.ssie,Price,Stephens,Nayes none,Absent and not voting Ald Jackson,Mayor declared the resolution adopted and a copy is as follows,to-wit:- RESOLUTION. Be it resolved•by,the City Council of the City of Fayetteville,Arkansas, that all property owners on the East side of Leverette Street from York Street to Douglas Street, and all property owners on the West side of Leverette Street from York Street to Maple street are hereby required and ordered to construct sidewalks along and in front of their respective properties within 30 days from date of service. all sidewalks to be constructed in accordance with plans and specifications on file with the City Engineer, The City Clerk is hereby authorized to have notices served on all property owners affected by this resoultion. Ald Massieintroduced a resolution and moved its adoption the asses sement of Annex No 2 of East Street Improvement District Number One of the City of Fayetteville,Arkansas,having been filed with the Clerk and Clerk d irected to issue notice of same, whichwas duly see.by AldHam, resulted in the following vote Ayes Ald Ham,Harding,Massie,Price,Stephens,Nayes none,Absent and not voting Ald Jackson,Mayor declared the resolutionadopted and a copy is as follows: Iia �`�°'� WHEREAS RESOLUTION. the Board of9Asses/ment of Annex Number Two to East Street Improvement Districts Number One of the City of Fayetteville,Arkansas, did on the 16th day of September 1921, deposit with the Clerk of the City of Fayetteville,Arkansas, the Assess4pmen't of Annex Number Two to East Street Improvement District Number One of the City of Fayetteville,Arkansas, duly subscribed by each of them. NOW,THEREFORE,BE IT RESOLVED BY TFL CITY COUNCIL OF THE CITY OF FATEITi.'LVILLE ARKANSAS: SECTION ONE: That the City Clerk of,the City of Fayetteville, Arkansas, be, and he is hereby required to cause to be published in the " Fayetteville Democaat a daildy paper,published in the City of Fayetteville,Arkansas, a notice stating that said assessement has been sxtg so filed by said Board of Assessors, and that the same is now subject to inspection. SEDTION TWO: That all orders and resolutions in conflict herewith, be, and the same are hereby repealed, and this resolution shall take effect and be in force from and after its passage and approval. Attest: Approved: D.E.Bridenthal, Allan M.Wilson, Clerk._ Mayor. s ,; ),8 Mr.F.L Wilcoxa Consulting Engineer was present and adresed the Council in regard to changing the pumping of the water to steam power, whereupon Ald Massie moved that the City employ Mr Wilcox to make prelemanary survey and report to the Council on the cost of same and the City to pay Wilcox the sum of $250.00, which was duly sec by Ald Price, resulted.in the follow- ing vote Ayes Ald Ham Harding Massie ,Price ,Stephens ,Nayes none,Absent and not voting Ald Jackson,Mayor declared the motion adopted. The following report was handed in by the Street Committee,to-wit Report of Committee on Dr.Drakes prposal. Your Committee recommends that the City accept Dr.Drake's offer of certain lands for streets of the City, and that his request for grade for sidewalk in front of his property on Maple Street be granted, that the City Engineer be directed to set stakes for same and.the walk ordered in. Ald Harding moved that the City Engineer establish the grade on Maple street as was asked -for by Dr Drake, which was duly sec by Ald Ham, resulted in the following vote Ayes Ald Ham,Harding,Massie,Price,Stephene.Nayes none,Absent and not.voting Ald Jackson, Mayor declared the motion adopted. Ald Massie moved that tha a xx warrant be issued to Mayor Wilson expense incurred for securing a aapy certified copy of.an Act of,the State of Arkansas, and Clerk instructed to issue same for the same of $1.00, which was duly sec by Ald.Harding, resulted in the following vote Ayes Ald Ham,Harding,Massie, Price,Stephens,Nayes none,Absent and not voting.Ald Jackson,Mayor declared the motion adopted. Ald Massie moved that a permit be.granted to Eugene Trahin to build a house wh&n the plans.and specifications.have been approved by the City "Engineer,7j iu which was.duly sec by Ald Harding, resulted in the following vote Ayes Ala Ham,Harding,Massie,Price,Step4ene,Nayes none,Absent and not voting Ald Jackson, Mayor declared the motion adopted. City Atty Hurst brought up the matter of not getting any fees for getting up the Public Square ImpprovementDdttriet, after some discussion Ald Price moved that the Mayor confer with the Commissioners of Public Square Improvement District to see if they could find some way of paying Mr Hurst his fee, which .-ras duly sec by Ald Harding, resulted in the following vote Ayes Ald Ham,Hardix�;, Massie,Priee,Stephens,Nayes none,Absent and not voting Ald Jackson,Mayor declared the motion adopted. Moved and carried to adjourns to meet subject to call. Apioroved Mayor. CALLED MEETING CITY COUNCIL HELD-10.A.M. September 17th,1921, Present Mayor,Ald Ham,Harding,Massie,Priee,Stephens,Absent Clerk Ald Jackson. Ald Massie elected as Acting Clerk. This meeting was called for the purpose of taking up the matter of the a contract wuth Mr.F.L.Wilcox. After same was discussed Ald Massie moved that the Mayor be instructed to make the contract with Mr.F.L.Wilcox jointly with the -Water Commissioners as .follows; to pay Wilcox $250.00 for prelimminary survey showing original and operating costs for pumping plant and also Electrict plant to light streets and pump water using various kinds of power, City to have option to extend the contract for completion of plan which may be adopted.. Thais motion was sec by Ald Harding, resulted in the following vote,Ayes Ala Ham,Harding.Alassie,Price,Stephens,Nayes none,Absent and not voting Ala Jackson Mayor declared the motion adopted`. The Mayor stated object of this meeting to be to settle terms of contract with F.L.Wilcox. Mayor stated his understanding of the proposition and Mr.Wilcox stated his position.
