That the said several blocks,lots and parcels of real property in said District be assessed according to the assessment list for said Improvement District,as appears on said assessment list for said additional assessments, and as the same now remains in the -office of the City Clerk,and that.12 2 per centum on each of said blocks,lots and parcels shall be paid annually on or before the 1st day of October,in each year, until the whole of said local additional assessment shall be paid. SiCTIO14 2. The said additional local assessments shall be a charge and a lein against all real property in said District from the date of this Ordinance,and shall be entitled to preference over any judgements,executions,incumbrances or liens.when soever created,and shall continue until such additional 1Q&1 local assessments with all penalty and costs that may accrue thereon shall be paid,as =pjtr required by lati.and the said Board of Improvement may,as provided by law,pledge said additional assessments upon such terms as the law authorizes and permits.
