the facts from the record in regard to the employment of Is Hurst to digest the
City Ordinances and ask for an offical apinion as to the validity of the contract

To the members of the City Council of the
City of Fayetteville, Arkansas.
Gentlemen: -
As the lacy requires the I?ayor to report the general coildition of the
city to the Council at the second regular me.,ting after going into office, I shall
confir_e this statement to the appointment of standing committee and in addition
shall briefly set forth some of the things I trust and believe this administration
will accomplish for the city.
I desire to call to the attention of the Council the importance of
adopting a system of street work and the spending of the street fund that will
reduce tempoary street worl: to an absolute minimum, keepinU gatters clean and
dirt streets drag -ed with �.s small an outlay as is pos ible.and using the
nreater -kart of the sere it fund for lasting and pernament street ir.:provement.

fee'- sure that •.re can -.-fork out a system that will be an improvement on the
method used in the past, and in this CcO in all other swatters pertaining to the
well fare of the city I desire to fully cooperate with the Council.

The City came'into possession'of the fire apparatus it'now* o-.-rns by setting aside
a part of the fire fund each year for the sole purpose of purchasing new apparatus
and I earnestly request that- this policy be adopted by the present administration,
It is only in this xray that neva apparatus can be purchas ct, and I feol suVe that
the efficiency of the fire department can be maintained at its present high state
and a readonable part of its funds set aside for the purposes named above.
I request that the Council give careful consideration to the plan of building
a steam pumping plant on West Fork during the present administration, and by
full cooperation with the Commissioners of the •,`.later Improvement District this
work can be accomplished.

Aid Lassie moved that the matter of a day Policeman be deferred until the next
meeting, which was duly sec by Aid Stephens, motion was carried.
Judge Stirman Swore in R.F.Jackson as Chief of Police.
i,Layor ap;,ointed C.O.Hansard as Chief.of the Fire.Department, and Judge Stirman
sworn in C.O.Hansard as Fire Chief,. t'ld lassie moved that the appointment be
confirmed, which was duly sec by Aid Harding, motion carried.
Mayor appointed E.A.Bridenthal and T.11.Hart as the Board of Public Affairs, and
appointed Drs .A,S.Gregg,E.F.Ellis ,F.R.Morrow and ';I.J.Reynolds and H.E.Cravens
as the City Board of Health.
A.communication from the S.1d;Bell Tel Co. was read to the Council asking the
Council to take steps to ivithdraw the suit entered against the Co. for po14
license and to reduce the license, I:Iayor called for an expression. from the
Council in regard to the matter, whereupon Aid Harding moved that the suit
be carried on for the collection of the pole license due the City, which ;ras
