The question of establishing of grades on Forrest Avenue came before the Council
whereupon -Ild I.Iassie moved that the City Engineer be instructed to establish a
grade on Forrest "venue for sidewalks, which was duly sec by Ald Harding,
resulted in the folloc:ing vote Ayes Ald Ambrose, Ham, Harding ,i.assie,Stephens,
;iges,11ayes none,Absent and not voting none,'.;ayor declared the motion adopted.
Plans and specifications was presnted to the Council asking for a permit to
build by Tony Sowder,whereupon Ald Harding moved that the Council grant a permit
to I.r Sowder to build with the provision that he build his flues from the ground
up, which ,vas duly sec by Ald 1.1assie,resulted in the following vote,Ayes Ald
Ambrose ,Ham ,Harding,11assie,Sterhens,71ages,I?ayes none,Absent and not voting
none,.;ayor declared the motion adopted.
The minutes of the previous meetings was read and approved.
("The Council took under consideration the assessement of benifits filed by the
Board of Assessors for Last Street Improvement District ?umber One of the City
of Fayetteville,Arkansas, and also for Annex Eumber One to East Street Improv-
ment District 11uriber One of the City of Faye ttevil Ie,r_rkansaa, J.H.1.:cIlroy, a
property holder in said District ap,eared befor the Council and presented an
argument in favor of a reduction of the amount of the assessed benifits, with
reference to certain propertiesv ocated with -'n said District.
After a full and complete hearing, all parties having been heard who desired to
be heard,nld :;ages moved that the assessed benifits against Lot.5,Block 16, be
reduced from;1400.00 to ,r980.00;that the assessed benifits s.gainst Lot 6,
Bloc.. 16, be reduced from�660.00 to 'y561.00,that the assesseC benifits against
Lots 6a and 7a,in Block 16, be reducer from x550.00 to:,>(,67.50; that the

Layor Phillips reported that he had interviewed I.1r.Peter Brown in regard to

Gentlemen: -
=s the lair requires the Layor to report the general condition of the
city to the Council at the second regular me.,ting after going into of..'ice, I shall
coilfine this statement to the appointment of standing committee and in addition
shall briefly set forth some of the things I trust and believe this administration
?rill accomplish for the city.
I desire to call to the attention of the Council the importance of
adopting a system of street work and the spending of the street fund that will
reduce tempoary street wort to an absolute rninimt_m, keopinc: gutters clean and
dirt streets drag_'ed with r.s small an outlay as is nos ible.and using, the
n'reater -kart of the stre t fund £or lasting and nernament street i.nrovemen.t.
I fe,l sure that '.re can -:cork out a sgstem that hill be an improvement on the
method used in the _cast, and in this a in all other matters pertaining to the
well fare of the city I desire to fully cooperate -,with the Council.
