An Ordinance Providing for the Payrhent of `t 2,500.00, in five equal annual
instalments, towards the erection of a necessary Annex to the Fayetteville City
Hospital, and providing for the issuance of City Warrants, or Scrip therefor.
'Jhereas, the City Hospital of the City of Fayetteville is in great need of addit-
ional rooms, and the T'rusttes are making an effort to build an Annex to the
building, and are in urgent need of N25,000.00, tT V12MX and
':fhereas, The leving Court of Washington County has appropritated X12.500.00,
tcwrds the payment of the same, conditioned upon the City of Fayetteville paying
a li .e sum, and
ihereas, it is necessary for the Trustees to have Viarrants of the'County and
City to place as collateral in order to proceed with the building,

Arkansas,
Section 1. That the i.ayor of the City, cause a series of Five warrants to be issued
for Two Thousand Five Hundred Dollars 02.500.00 each, payable on the 15th day of
July of each year, the first to be payAble July 1^th 1921, and the others con-
secutively thereafter, that said warrants be made payable to the Trustees of the
Fayetteville City Hospital, and that he deliver said warrants to said trustees.
Section 2. The City Council hereby binds itself to make sufficientlevy each year
to meet the payment of said warrants, and to pay the same at maturity.

The P arty of the First Part has Passed Ordinance ITo GiS whereby
Trio Thousand Five Hundred Dollars 82,500.00 is to be paid to the Party of the
Second Part each year for a period of Five Years towards the payment for the
erection of the Annex to the City Hospital. Now it is agreed and understood that the
City Council will. levy one mill special tax each .year to meet said payment, and
should such levy ail to produce a sufficient sum to meet such payt.;ent each year

shall be fined in any sum not less than $10.00 nor more thalti X50.00.

MiOVI ALL Lela BY THESE PRESIi TS: That this contract and agreement, made and entered
into on this 1st day of Apri1,A.D.1921, at Fayetteville,Arkansas, by and between
the Mayor and City Council representing the City of Fayetteville,Arkansas, herein-
after known as -the party of the first part, and, E.Prf.Ratliff,Civil Engineer,of
Fayetteville,Arkansas, hereinafter knownas the party of the second part.
WITIP3SSETH: Mhereas, the part of the first part have retained and employed the party
of thesecond part for the purpose of collecting and fileing, for the City of Fayetteville
Arkansas, data relating to the streets, sewers. water lines,buildings; and
inspecting city improvements, and the party of the second part has accepted said
employment, TMERLFOF.E, in consideration of the compensation hereinafter named, the
party of the second part agrees to perform the services hereinafter named and set
out and the Harty of the first part, with and by authority invested in them by law
and acting for the City of Fayetteville,Arkansas, agrees to pay to the party of the
second part, for his services as Engineor, the compensation hereinafter set out.
The services to be performed by the party of the second part are as follows:
(1) To formulate a system of records, relating to engineering work, which
shall be properly indexed, cross indexed and filed. Such records when filed,
shall become the property of the Cit;- of Fayetteville, even though such records
may be in the office of the Engineer; and shall consist of records as follows:
(a) A complete record of all field notes which are taken in connection
wsth all work done for the City, with plates properly drawn un.
(b) Require,of all applicants for a construction permit, a complete
set of plans and specifications, and place the same on file properly indexed and
cross indexed so the same may be located and referred to, at mill.
(2) To establish permanent grade lines on all the streets in the City
of Fayetteville,Arkansas, with Government Elevation 'Bench Larks", within or
adjacent to each Block, make a profile map of such grades with location of
bench marks, submit the same to the City Council for their approval and permanet
establishment by ordinance; and when finally established as mentioned above, a
copy shall be on file with the Engineers Records of the City.
(3) It shall be the duty of the party of the second part to give the
location of established grades,adjacent to property of parties who wish to
construct structures of a permanent nature.
(4) Make all estimates and plans for City Improvement work which
is to be executed by or under the controle of the I:ayor and City Council.
This paragraph shall be construed to include estimates and plats for Improvement
Districts for all formation periods up to the time the Commissioners are
appoint;;d for the same.
(5) Stake out all curbing,gutter, sidewalk and culverts,superintend
the construction of the same and make a report of acception or rejection after
completion.
(6) Insvect plans and specifications which are submitted by an
applicant for a building permit, and report the findings of such inspections
and examinations to the City Council. Receive and file a set of plans and
specifications which are on file. Also report the findings to the City Council.
(7j To have charge of the giving•of the locations for the settings
of telephone telegraph and electric poles within the City of Fayetteville..
18) Inspect water and sewer connections which are made by indivi-
duals or byprivate or public plumbing companies.
9) To furnish data and'in£ormation with recomendation for a new
building ordinance.
(10) write new specifications for sidewalks, curb and gutters and
submit an outline for a new ordinance governing the same.

(11) Design standard culvert for dirt streets within the city.
(12) Collect fundimantal data for the city records; such as rain
fall, water sheds etc.
(13) Submit requirements for plats for additions to be added to
the City of Fayetteville.
(14) Classify the streets of the City into four classes with regard
to their importance and submit a recomendation as to the division of the street
funds for maintenance.
(15) Supply data and submit a recomendation for a City Paving kmt*n
ordinance.
(16) Deep a record of house numbers and assign new numbers where
application is made for the same.

(17) Keep anrecord and turn over to the city all records which I may accuma.
late within the specified time,of this contract,and -which may relate to lines,
levels,or any information -which might lead to the making of an offical map of the
city.
It is understood and agreed that the compensation to be paid by the party of
the first part to the party of the second part for services herein stipillated shall
be as follows;
(1) The compensation for running the levels, establishing "bench marks",
platting profile, making blue prints and placing on file the established grade
line for each street when any part of any such street is to be permanently
improved shall be at the rate of forty dollars per mile.
' (2) For the location of grade and setting stakes every fifty (50) feet
adjacent to property,of persons who wish to form improvements the party of the
second part shall be paid at the rate of one($100) dollar for each fifty(50)feet.
(3) The compensation for making plat,preliminary estimates and making out
property description according to Burns and LicDor_ald map of the City of Fayetteville
,Arkansas shall be one tenth of one percent cost of the improvement.
4) For making of all estimates,drawings,plans and inspecting the work
during construction of all bridges,culverts,and any other improvement work which
is done by or under the direct control of the Mayor.and city council, the
compensation shall be five percent of the gross total cost of the improvement.
(5) The Party of the second part shall be paid by the party of the first
art for furnishing plans, staking out and inspecting sidewalk at the rate of
five (N54�00) for the first hundred feet and one and one half xx (1.50) for
each one hundred feet thereafter.
(6) For inspecting and reporting on set of plans and specifications
which are presented by person who is making application for building permit,
within a fire district the compensation shall be four dollars. For each
inspection trip to the Building site one and one half dollars. It is
understood that there shall be only one inspection trip unless ordered by the
City Council.
For inspection of plans and specifications of applicant for building
permit who wishes to construct a structure outside of a fire district, the
compensation shall be two ($2.00) dollars and for an inspection ,trip after the
structure is completed one and one half dollars. tl
(7) For the location and the establishment of a point for each telephone
telegraph or electric light pole and for the report of the same, to the City
Council the fee shall be twenty five cents per pole, This paragragh shall be
construed to mean only pole which are ordered moved by the City Council.
(8) For inspecting and reporting on water and sewer connections one
doolar for each connection.
(9) For furnishing data,information and a copy with recomer_dation for
a new building ordinance, the compensation shall be fifteen dollars.
(10) For furnishing data, information and a copy of a proposed ordinance
with plans and specifications for the construction of sidewalks,curb and gutter

within thecity of Fayetteville ,Arkansas.
(l 1) For classification of the streets with plat showing the same the
compensation shall be five dollars and twenty cents per mile.
(12) For locating water and secwer lines, setting stakes and elevations
for the same the compensation shall be fifty cents per hundred feet.
(13) For the keeping of records and assigning of the house numbers
the fee shall be fifty cents for each number assigned to an applicant for the same.
It is further understood and agreed that the party of'i,the first part
will allow all claims for compensation -in payment for services rendered,under
this contract, at the first regular meeting night after the report has been
made by the party of the second part. ;
It is further agreed by the parties hereto that all plans, estimates,
specifications and reports shall be inspected by the 3.1ayor and City Council
and if there are any changes to be made the same shall be made by the party of
the second part, but in no case shall either party delay acceptance more
than two -regular meetings of the City Council.
The party of the second part agrees that he will be present in the
City of Fayetteville not less than_ half of his time and will meet with the Council
as many times as it is consistent with his butiness relations. Time spent doing
field work in the Cite of Fayetteville shall be time counted as present.
IT IS DISTIiTCTLY UiTD11,RSTOOD A1TD AGREED BY THE PARTIES H:.RiTO that this
contract is intended to and shall cover all of the work of an engineering nature
which is -reouire(' or caused to be recurred by or for the City of Fayetteville,
nrl:ansas. If any work of a nature or kind.which is not particularly mentioned
' herein,should arise said work shall be performed by the party of the second part
and a fair and egitable fee for the same shall be agreed upon by the parties
herto.
This contract be in full force and effect from the day and date of the same;
anil shall terminate at the end of two years or at such time ther)after as the
party of the second part has been paid in full.

Section Two. That it is the finding of said City Council of said City of
Fayetteville,Arkansts, that the majority in assessed valuation of oi•ners of

One of the City of Fayetteville,Arkansas, have signed said petition; and the said
District is hereby duly formed by said City Council of said City of Fayetteville,
