REGULAR 1EETING CITY COUNCIL HELD IARCH 18th,1921.
Present I:Iayor,Clerk,Ald Ambrose,Ham,Harding,iqassie,Stephens,i(ages.
The minutes of the previous mettings was read and approved.
Ald Harding moved that the reports of the City Officals for the month of February
that have been O.H. by the Finance Committee be received and filed, which was duly
see by Ald b?assie,resulted in the following vote Ayes Ald Ambrose,Ham,Harding,ieiassie,
Stephens,'`Iages,Nayes none,Absent and not voting none,Mayor declared the motion adopted.

The Finance Committee handed in the following reports as correct,to-writ:
Police Judge Fines Col 4113.50, City Collector Gent Fund $274.00,Street Fund $105.00,
City Clerk License Issued $7.75;Auto Licens Plates issued $10.00, total amt issued
17.75, SpecI�isb Agt money expended $169.65 for February.
Ald Idassiel o allow the accounts against the City for the month ofFebruary that
have been O.K. by the Auditing Committee and Clerk draw warrants for same, which
was duly by Ald Harding, resulted in the following vote Ayes Ala Ambrose,Ham,Harding,
I:Iassie,Stephens ,Wages ,Nayes none,Absent and not voting none,i':Iatyor declared the motion
adopted. The Auditing Committee handed in the following accounts as being correct,
to -wit:

The Account of Is C.T.Harding was read for $60.00,Ald Stephens moved that the acct
of I1r Harding's be deferred until the City Atty pass on s ame, which was duly sec
by Ald Ambrose, resulted in the following vote Ayes Ala Ambrose,Ham,1,7assie,Stephens,
Vlages,Nayes none,Absent and not voting none,Ald Harding not voting.,1dayor declared
the motion adopted.
The account of I.'Ir.Ambrose was read for the sum of $25.00,whereupon,Ald Harding moved
that same be allowed and Clerk draw warrant for same, which was duly see by Ald
Wages, resulted in the following vote,Ayes Ald Ham, Harding,ldassie,Stephens,Wages ,
Hayes none,Absent and not voting none,Ald Ambrose not voting,hLayor'Ideclared the
motion adopted.
A communication from the Cemetary Association was read asking the Council to pass
an Ordinance forbidding trespassing upon the graves and other proteation to the
Cemetary „ same :as referred to the City Atty to draw up proper Ord ances to
cover same.
Ald [gages introduced the following Resolution and moved its adoption,to-wit:
UR Icly BESOLU`TION.
Whereas ,on the 14th day of Idarch,1921,the City Council of the City of Fayetteville,
Arkansas,duly passed an Ordinance, being numbered•414 requiring all Telephone,
Electric and Telegraph poles to be erected so that one half of said poles shall
be within the outside line of the Curb line of sxjid sidewalks and one half to be
on the inside of said outside curb line;
':Ihereas, there is now in contemplation an early pavement of several streets on
said City of Fayetteville; and
' I7hereas, it is very a important that said poles be eo erected before
said pavement is put down;
NOC1 TIEREFORE BE IT RESOLVED BY TIE CITY COU19CIL OF THE CITY OF FAYETTEVILLE,ARKA1TSAS:
Section 1 That the Southwestern Bell Telephone Company,The Fayetteville Gas & Electric
Company, and the Western Union Telegraph Company,be, and they and each of them are
hereby required,ordered and directed to erect their•poles on South School Street,
beginning at the Corner of Prairie Avenue and South School Street and running
North lreazt7Z to the North to the North side of West Iaountain Street',and on 'lest
Mountain Street from the corner of South School Street and West Mountain Street
and running East to the Public Square, and on East Center Street,'i,from the
corner of East Center Street and North East Street and running East to the
East line of College Avenue, and on College Avenue,£rom the cornerof College
Avenue and East Center Street and running North to the North side of East I,iaple
Street,and on East Maple Street, from the conner of College Avenue and East
I.iaple Street and running East to the East side of I:!ission Street, on the curb
line of the side walks of said streets, so that one half of said poles -shall be
within the outside line of said curb and one half shall be on the outside of said r
outside curbline. �-
Section 2. That the City Clerk of the City of Fayetteville,, be and he is hereby
ordered and directed to issue and cause to be served on each of said companies a
Certified cony of this Resolution.

Ald Wages introduced the following resolution and moved its adopt 11ion,to-wit:

BE IT RESOLVED BY TITH3 CITY COUNCIL OF THE CITY OF FAYET`_'EVILL4,ARKANSAS:
Sectioli 1. That, beginning with the month of April,1921, the Police Judge of the
City of Fayetteville,Arkansas, shall draw, and be paid for his services, monthly
salary of Seventy-five ($75.00) Dollars, to be paid at the end of each calender
month.
Section 2tx 2. That,beginning with the month of April,1921, and at the end of each
calender month thereafter, the City Clerk of the said City of Fayetteville shall
issue a warrant,in favor of said Police Judge, for the said sum of Seventy-five
(v175.00) Dollars.
Section 3. That all Resolutions and parts of resolutions in conflict herewith be
and the same are hereby repealed.

Resolution duly adopted.
Ald Wages introduced the following resolution -and -moved its adoption,to-wit:
RESOLUTION.
BE IT -RESOLVED BY- CITY COUNCIL OF THE CITY OF F=TTEVILLE,ARKANSAS:'
Section 1. That the Resolution passed on.the 6th day of September,1920,
defining certain.duties of the.F.layor,providing that the Mayor should have active
cbntrol of the streets,alleys and general sanitation -of -the City of Fayetteville,
Arkansas, and providing that he should be known and, designated as Special
Disbursing Agent, and providing a salary of $125.00 per month for such services -
,be and the same is hereby,wholly repealed.
Section 21. That this Resolution shall take effect and be in force from and after
April lst,1921.

Ald I6assie sec the motion to adopt this resolution, -resulted in the following

The question came up in regard to having the City Ordinances digested acid after
some discussion Ald Ambrose moved that the matter of digesting the City Ordinances
be deferred to a later meeting, which was duly sec by AldMassie, resulted in the
following vote Ayes Ald Ambrose ,Ham,Harding,l,,assie,Ste-ohens,Blages,Nayes none,
Absent and not voting none -,Mayor declared the motion adopted.
The following report from the committee was read to -wit:

March 189 19,21.
To the Mayor and City Councilmen, of*the City of Fayetteville,Arkansas.
Gentlemen:
Your committee,appointed,by the Mayor at a meeting of the City
Council held Monday night March 14 to confer with the City Engineer and form some
plan by which the Office of Engineer should be kept in a recorded and orderly
manner. Through the able assistance of Engineer Ratliff we present a form,which
appears in the form of a contract, and which defines quite clearly and fully the
various functions or duties envolved upon the Engineer,duties of which no .records
are being kept and if kept would be of vast impmrtance and benifit to the City.
The proposition Mr Ratliff makes to the Mayor and Councilmen is a fair and reasonable
one, and your committee heartily approves of same and recomend its acceptance.
The Office is an important one and should be handled with efficiency.

Whereupon Ald Ham moved that the report be received and filed and the Committee
discharged, which was duly sec by Ald Massie,resulted in the following vote Ayes

none,I.'Iayor declared the motion adopted.
The question of the building of the Annex of the Vetinary Hospital came before the
Council and Plans and Specification was also presented,af&'P�some discussion Ald
Massie moved that the Secretary of.the Board of Health call a meeting of the
Board of Health to consider the question of -sanitation -in connection with the
Vetinary Hospital and a Committee from the Council be appointed to meet with
the Board of Health on March 19th,1921 and inspect the-Vetinary Hospital and the
proposed Annex, which'was duly sec by Ald Ham, resulted in the following vote
Ayes,Ald Ambrose.,Ham,Harding,ida M7assie,Stephens, Iages,Nayes none,Absent and.not
voting none,I.ayor declared.the motion adopted and appointed Ala M7assie,Harding,
Ham, and Stphens as the Committee.
Moved and carried to adjourne to meet subject to call.
