CALLED LJEhTING CITY COUNCIL HELD SEPTEMBER 6th, 192,0.
Present Idayor,014erk,Ald Ambrose,Ham,Harding,2 IvIassie.Wages,Absent Ald Stephens.
This meeting was called for the purpose of taking up the matter of appointment of a City
Collector.Miss Knesal resigninng the said office, Mayor Phillips appointed D.M.Allen as
city Collector,whereupon Ald Masmiemoved the appointment of Mr Allen be;comfirmed by the
Council which was duly sec by Ald Ambrose,resulted in the following vote Ayes Ald Ambrose,
Ham,Harding,Massie,Vlages,Nayes none Absent and not voting Ald Stephens;I,layor declared
motion adopted and I,2r. Allen duly confirmed.
Ald Wages introduce a Resolution ndefining certain duties of the!Mayor of the
City of Fayetteville,Arkansas, and moved its adoption, which was read, and Ald Ham Sec
the motion to adopt the said resolution, vote was taken with the following result,
Ayes Ald Ambrose,Ham,Harding,Iliassie,Viages, Nayes none,Absent and not voting Ald Stephens,
Mayor declared the xmPtu resolution duly adopted and a copy is as follows:
IWOLUTION DEFINING CERTAIN DUTIES OF TIE MAYOR OF TIE CITY OF FAYETTEVILLE,ARKANSAS.
IVM42LAS, on the 7th day of January,1907,by Ordinance Number 205, the office of
Street Commissioners was created, and his duties as such Commissioner 3qmx=at3Fd1qere set
forth; -
WI REAS, among other things, it was provided that-sadiosid Commissioner should
hold his position during the will of the Council;
"THE it it is now the will of the Council that the office of Street Commissioner
as such shall cease to exist and his duties be imposed upon the Mayor of the City of
Fayetteville;
WITEREAS, by Resolution duly passed by the City Council of the City of Fayetteville,
Arkansas, on the 20th day of April 1911, it was provided that the Ma.yorldhould have general
supervision of the streets,alleys and sanitation of the City, and that upon request of the
City Council he should devote his entire time to the duties of his office, and should
received extra pay for said work;
V51EREAS9 it is now the desire of the Council that the Mayor shall take active charge
and in fact exercise general supervision over said streets, alleys and sanitation of the
City:
NOW THERL•FORE BE IT RESOLV.LiD BY TEEk CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS:
Section 1. That it is the will of the City Council of the City of Fayetteville,Ark-
ansas, that the office of Street Commissioner as heretofore existing shall ceasq,iz and that
the Mayor shall assume active control of the streets,alleys and general sanitation of the
City of Fayetteville, and that he shall devote his entire time to the duties of his office
,andthat this duty shall be imposed upon him, in addition to his regular duties as Miayor-.
Section 2. That all employees on said streets shall be selected by the Mayor, acting
in the capacity of general manager of streets, alleys and sanitation. The Mayor, acting in
this capacity, shall be kno=-and designated.€.s-Special Disbursing Agent, and shall receive
as compensation for such services the sum of $125.00 per month. The Mayor shall hold this
position and shall perform these duties at the absolute pleasure of the ';City Council, and
he shall be subject, to the orders of said City Council in the performance of any and all
such duties.
Section 3. Said Special Disbursing Agent shall keep an office in'�the Mayor's office,
and shall keep a pay roll in his office and shall require each person to sign the same as
he receives his pay. All bil-Is paid by said Special Disbursing Agent shall be.paid by a
check, and he shall keep a carbon copy of each check, Said checks and carbon copies shall
bear a serial number.
Section 4. Said Special Disbursing Agent shall make a full and complete written
report to the Council at its first regular meeting each month, -showing what work has been
done, and where, and what amount has been spent, to whom and what for. The Council shall
then take his duplicate recei-pt book and vrritten report and audit the .same..
Section 5. Said Special Disbursing Agent shall perform each andlall of the duties
now devolving upon the Street Commissioner and also such other duties as shall be named
for hio, by the City Oouncil,from time to time.
