There have been reported to this office since the lat. of May,
10 cases of Small. -pox, of which 2 were white and 8 colored,
3 case of Diptheriae
of which 3 were white.

3 cases of Typhoid fever of --,vliich two were white and one -colored .
All of the above, except the typhoid cases were quarantined and all were disinfected
Aland the premises -fumigated;--So-far-as -we- know -there --has- been- no -re -infection of or from cases
under the control of the City. These do not cover all the cases of these diseases which have

There have been issued
from this office
most of
_.r-ePorted _some _six _hundred _orders
which have been served by police officers. Very few of these have been complied with owing to
neglect of the officers to enforce the law. In this connection I would like to suggest that

the officers of the police f or-ce be instructed to enforoe the sanitary regulations of this
City as well as any other ordinance. It is not the laws on the record but the ones which are

The former city scavenger has forfeited his contract with the city by reason of
failure to_comn.ly with the_ provisionsthereof,-_sothat_at_present_ we_ar.e_withqut_a_city
scavenger althougb,i the former occupant of that position is still doing some work on his own
account and still. cleaning outdoor clos_ebb previous contract with the city. This city

needs an active and Peliab].e party for this job. ---
The local board of health has arranged a plan for the coming year which they hope

greater interest in these matters. we blope to have a series of local addresses and meetings

,articles on sanitary matters which it is the desire of the local board to mail to various

to cover postage and envelopes. The assocnition of womens clubs will take an active part in all
sanitary work this year and judging by their accomplishments in other cities much may be

The new state law regardingithe reporting of disease and also the vital statistics

In conclusion -I wa.nt .to_sugges..t-some._things. vhich-this department -believes should
be seriously considered by your honorable body,thinge that perhaps have, not been given the
-.thoughtful at.tention_which_ they -deserve. -It --is- almost impossible to -get -anything, accomplished

without the police force enforcing all of the SANITARY regulations as well as other city
in as much as there is provision for a sanitary policeman I respectfully ask that
_ordinances,
'-an appointment be made to that office for a perioa of at least six months. After -that-time
things would be in such shape that the prese0t force could do the work.

I wish to again - call- -- your- -attenti-- - on- -- t -o- the urgent need of providing either a city
'laboratory or city bacteriologist for the examination of milkand water, etc, This is a metter
"that` must be attended -to at-once-because-i"t-is-the-only-way-that-the-health-off-icer can - -
'efficiently secure a fit milk and water supply for this city.

effort should be made to secure a central abatoir and daily meat inspection, while this is an
,expensive proposition it is none the less essential. Investigation may show some arrangements
"which could be made for the handling of these cases.
j Finally I want to call your attention to the fact that this city has no dumping
--t-grounds—.-It--is absolutely`necessary-t)3at-it-owri one grid-tt-i-s -the busine8s-of-the coitn"ci'1 to -
get it. The fact a city of this size has existed so long without one is remarkable. The securing
— -of-par--$s-and-other-ma-ter-ial-impr-o-vements-ar-e-to-commended-,-pa-ved=streets-may-be-essenti-al-and—

other matters apparently- urgent but to ignore the problemn of garbage disposal. and kindred
questions_ to_invite_pestilenre. Until_auch_a_place is_pro_v.ided_a�te.alth_o,f_ficer can -do -but—_

little in enforcing existing ordinances.
Asking the thoughful consideration of these questions by ,your honorable body to the
end that -the welfarf e othe s city, in so much aits health, cleanliness and food supply _
are concerned. may not be neglected but improved, and that it may fbecome the clean wholesome
